About this file
This is a Statement of Work for backflow preventer upgrades at McConnell Air Force Base in Wichita, Kansas (PRQE262161). The project involves the removal and replacement of five backflow preventer systems across five buildings at the installation: Building 33 (6-inch diameter fire suppression system), Building 44 Room 122 (4-inch diameter fire suppression and double check valve system), Building 44 Room 118 (1-inch diameter boiler makeup system), Building 48 Room 107 (4-inch diameter fire suppression system), and Building 65 Room 154 (2.5-inch diameter domestic water system). The current systems are approximately five years old and have begun to fail or have already failed. The contractor is responsible for all labor, materials, equipment, and expertise necessary to furnish a complete and usable system, including removal of existing units, proper sizing and connections, installation of new systems, and testing/certification by a certified installer/tester meeting Wichita and Sedgwick County board of appeals plumbers and gas fitters requirements.
Upon completion of each installation and certification, the contractor must provide the 184th Civil Engineer Squadron Operations Flight with documentation including installation date, manufacturer, model, serial number, rebuild kit specifications, and system description for each backflow preventer. All work must comply with federal, state, and local codes and standards, including OSHA requirements, and must follow Air Force and DoD regulations regarding confined space entry, hazardous materials management, and base access procedures. Contractor personnel require base access through the established visitor badging process, and all debris must be removed to an approved off-base location. The contractor must conduct a site inspection and acknowledge existing conditions prior to bid opening, with no allowances provided after award for pre-existing site conditions. A pre-construction safety meeting is mandatory before work begins.
