Vendor Question Response Vol 2
1) Contractor Inquiry: In Section I-10, page 51, the Project Manager is required to “…possess a North Carolina General Contractor's license or be a Professional Engineer (PE).” Will the EPA accept Project Manager candidates that possess a PE certification from another country to satisfy this requirement? Also, would the EPA consider counting additional work experience (above the minimum 5 years of experience) as a substitute for this requirement?
Government Response: The “Project Manager” text referenced above is clarified as follows: “….possess a North Carolina General Contractor’s License or be a Professional Engineer (PE) issued from the state licensing board from any US state.”
EPA will not make any determination regarding the “additional work experience” and how that experience relates to the PE designation, this is a state licensing board requirement.
The italicized text included above is incorporated into the Project Manager description within EPAAR clause 1552.237-72 “Key Personnel”.
2) Contractor Inquiry: When was the last time the Fire Extinguishers had their 6 year maintenance test performed?
Government Response: September 2013
3) Contractor Inquiry: When was the last time the Fire Extinguishers had a 12 year hydrostatic test performed?
Government Response: September 2013
4) Contractor Inquiry: PWS Section VI.B.11 lists 16 traction elevators. We understand that there are 17 traction elevators. Should the list in Section VI.B.11 include 17 elevators?
Government Response: There are 17 traction elevators. PWS Section VI.B.11 is updated as attached.
5) Contractor Inquiry: PWS Section V.B.1 states, “The Contractor shall perform regular facility walk-throughs each shift to observe major mechanical and electrical equipment areas for irregularities.” Please define the major mechanical and electrical equipment.
Government Response: See PWS Section V.B.1 revised as follows:
The Contractor shall perform three facility walk-throughs per day, approximately every 8 hours to observe areas and equipment for visual and audible irregularities. Areas to be visited shall consist of the following:

6) Contractor Inquiry: On the current contract, HVAC filter replacements are performed on Preventive Maintenance Repairs. Are HVAC filter replacements to be performed under CLIN 0001AE or as a Preventive Maintenance Requirement?
Government Response: Filters and other components to be replaced on an established, scheduled basis (see PM Procedure 09FANFILFIN18MON for example) will be procured and replaced on CLIN X001AE. If replacement is specified “as needed” (see PM Procedure 11FCUSEMIANN for example) and component is on-hand as part of Warehouse (bench-stock) requirement, labor for installation would remain on CLIN X001AE as removal and replacement is part of FFP for scheduled inspection procedure and the component/material cost would be replenished through Warehouse Standing Task Order. If material is not part of on-hand (bench-stock) components, replacement (materials and labor) would be on a Preventive Maintenance Requirement (Standing Task Order).
Clarifying language has been added to Local Provision EPA-L-36-101 Para (b)(2)b.
7) Contractor Inquiry: PMI Procedure 12ANSQTR, Acid Neutralization Quarterly, states;
“Change chemical tanks as needed.” Are we to provide the treatment chemicals or is the Government going to provide the chemicals?
Government Response: The Government will provide the chemicals to the Contractor to fulfill this requirement as needed. See Revised PM Procedure 12ANSQTR in Exhibit B, Supplement 1.
8) Contractor Inquiry: PMI Procedure 52CTSWKLY, Chemical Water Treatment Weekly, requires the contractor to analyze and manage the water chemistry. Will the Government provide the water treatment chemicals or should they be included in CLIN X001AE or CLIN 0300?
Government Response: Please see the changed language in Local Provision EPA-L-36- 101 Para (b)(2)b(4) and (5).
9) Contractor Inquiry: Section VI.B.18.d of the PWS states, “Update Government owned CAD drawings and (Fire Alarm Graphics, drawings, and programming) of EPA-RTP facilities to reflect any modifications and maintain drawings available to EPA employees on government server.” Something seems to be missing from this sentence. What is required?
Government Response: The Government has revised the language in PWS Section VI.B.18.d as follows: Update all Government owned drawings to include: CAD, ACAD, pdf, and paper of EPA-RTP facilities to reflect any modifications.
10) Contractor Inquiry: PWS page 36, Section VII, paragraph B. The solicitation requires two (2) HVAC mechanics at the HSF. Should the cost of these two individuals be priced in the FFP main contract or will this cost be addressed in a STO?
Government Response: The Government requires that the Contractor provide on-site HVAC coverage at the HSF as required by the updated language in the PWS Section referenced in the inquiry above.
11) Contractor Inquiry: Can the Contractor use Maximo?
Government Response: The Contractor may use another Computerized Maintenance Management System (CMMS) concurrently with, but not in lieu of Archibus. Any alternative CMMS utilized by the Contractor would be solely for the Contractor’s internal use. The Contractor retains responsibility for maintenance of Archibus Database, but not for the Archibus Software Package (software updates, etc.).
12) Contractor Inquiry: Exhaust Ventilator Hood: Is the Contractor responsible for keeping the detergent reservoir filled?
Government Response: This is the Contractor’s responsibility.
13) Contractor Inquiry: Please provide the PM procedures for the following equipment codes: ARA-01 thru ARA-22, and ARL01 thru ARL06
Government Response: ARA (areas of rescue assistance) units are NOT inspected under the maintenance program. These are inspected by the Guards during their rounds. We track these units by equipment code but do not maintain them. They are a “run to failure” piece of equipment. This is the same with the light poles shown as ARL. Pole lights are another “run till failure” item where by the work or they don’t. The “0” PM Schedules indicates that there are NO inspections to be performed. This is backed up by the lack of documentation in Exhibit B, Supplements 1 and 2.
14) Contractor Inquiry: Who is responsible for light bulbs? Will the Government provide a list of bulb sizes, types and annual bulb cost for 2014?
Government Response: The Government will not provide a listing of bulb sizes and historical costs. Bulbs are procured by the Contractor on the Warehouse Standing Task Order (STO) and are replaced as required on a STO.
15) Contractor Inquiry: Who supplies wipes provided in Airlock Area for cleaning hand tools intended to be used in Animal Suite? If contractor, please provide the type of wipe and/or estimated cost.
Government Response: Provided by the Government.
16) Contractor Inquiry: Who is responsible for Fire Alarm Monitoring Services? PM schedule shows Simplex Grinnell is providing fire alarm monitoring. Is this correct? If not, please provide the current company name providing this service.
Government Response: The O&M contractor provides the Monitoring Services. Preventative Maintenance (as well as other maintenance services) is provided by Simplex Grinnell as they are the only company capable of providing service on their proprietary system.
17) Contractor Inquiry: If equipment PM requires Semi-Annual inspections, but we know that NEPA requires Annual Inspections, which requirement should we follow? NEPA or
EPA PM?
Government Response: The Government assumes the Contractor has misidentified the NFPA (National Fire Protection Association) as NEPA in the inquiry above. NFPA requirements shall be followed.
18) Contractor Inquiry: Beam Trolley: Please confirm the number of Beam Trolleys to be serviced. Please provide the height from floor to trolley. What is the capacity of unit?
Currently the Equipment List shows “out of service” due to the weight load testing. Do we need to include pricing for the annual inspection since it is out of service?
Government Response: The beam trolley is out of service as noted by the “0” frequency on Exhibit B, Supplement 2. PM Procedure 10BTANN is not required at this time, so pricing is not required.
19) Contractor Inquiry: Please provide the following:
a. Make of UPS(s)
b. Model # of UPS(s)
c. Capacity of UP(s) (kVA Rating)
d. # of PM visits per year
e. Number of Battery Strings
Government Response: See Exhibit B, Supplements 1-3 as revised in Amendment 0003 for updated UPS information
20) Contractor Inquiry: Who currently maintains the INET BAS?
Government Response: Contractor is responsible for monitoring and maintenance of INET 7 BAS in accordance with PWS Section VI.B.8 and Exhibit B, Supplement 4. IT maintenance requirements outside of the procedures in Exhibit B, Supplement 4 are the responsibility of the Government.
21) Contractor Inquiry: With regard to the Exhibit A and the labor categories noted in the current Collective Bargaining Agreement, the exhibit does not list all labor categories covered by the CBA. Please confirm that the EPA wants pricing only for those labor categories presented in Exhibit A.
Government Response: See updated Exhibit A. EPA only anticipates requirements for the labor categories listed. The Contractor is responsible to propose any additional labor categories they determine necessary as part of their proposal. Any additional categories must be justified within their technical proposal and proposed hours would need to be included within the offeror’s cost proposal.
22) Contractor Inquiry: With regards to 13.8 KV Medium Voltage Switchgear, does the EPA have a load bank for testing of generators?
Government Response: No
23) Contractor Inquiry: Since the Contractor is responsible for disposal of fluorescent bulbs, please provide historical data for the number of bulbs annually disposed.
Government Response: AT the main campus (to include the Main Facility, High Bay, NCC, and FEELC) the contractor is responsible for collecting, storing and disposal of fluorescent bulbs. At the Human Studies Facility (HSF) the contractor collects and stores the bulbs but the actual disposal is through UNC.
Quantities of bulbs disposed as a Universal waste (UW) at the Main Campus:
FY 2012 1,046 kg FY 2013 1,379 kg FY 2014 1,724 kg
Bulb disposal is accomplished on a standing task order.
24) Contractor Inquiry: Please clarify the EPA’s intent to have the contractor physically man the service call/facility trouble desk on a 24/7 basis or provide 24/7 call/email reception capability.
Government Response: In reference to the Facility Trouble Desk - The Government finds the description within PWS Section VI.B., Para 9.a.1) clear regarding normal and after hours coverage responsibilities of the Facility Trouble Desk. The text clearly states that after hours support is provided by the BAS Operator.
25) Contractor Inquiry: Please identify the Computerized Maintenance Management System (CMMS) used on the current Contract for the PM/Pdm program for the EPA facilities and equipment.
Government Response: In accordance with PWS V.B.2 – Archibus
26) Contractor Inquiry: If we are to propose a PM/Pdm program or CMMS program…please advise if we are to provide a web-based system, training for EPA staff, and the number of seats the Government will require for its use, if any.
Government Response: If a Contractor is to propose an alternate CMMS program to Archibus, that alternative system’s use will be for the Contractor’s own internal use only (Government training will not be required because the Government will not use or evaluate information from the alternative system). Archibus will still be the system required to meet the Government requirement.
27) Contractor Inquiry: Per the requirements for response and clean-up of chemical/hazardous waste spills, is the contractor to provide HAZWOPER training for some or all of its on-site staff?
Contractor Inquiry: Ref PWS Para VI.B.17 – Chemical Spill Response, First Responders: will the first responders have to be trained or will others have to do it?
Please clarify responsibilities.
Government Response: The contractor shall provide HAZWOPER training to staff as appropriate to ensure that the contractor can successfully perform the requirements of PWS Section VI.B Para 17.
28) Contractor Inquiry: Ref PWS Para VI.B.7.e.4) – Fire Sprinkler requirements are currently on an Quarterly and Annual inspection cycle. This paragraph states that inspection and testing should be in accordance with NFPA requirements, which may include weekly and potentially daily requirements. Please clarify if NFPA standards will be followed.
Government Response: NFPA requirements shall be followed.
29) Contractor Inquiry: Ref PWS Para VI.B.8 – Structureware, not i-Net 7 is used in the Building A Annex. Chapel Hill utilizes Andover Controls. The remainder of the facilities covered use i-Net 7. This information seems to be incorrect in the PWS, please correct as required.
Government Response: See amended language PWS Para VI.B.8
30) Contractor Inquiry: Ref PWS Para VI. B.13.a. – Link does not work, please verify the correct link to information and ensure it can be released.
Government Response: Link to information has been disabled. Government has assembled all pertinent documents into Attachment 20 – OARM Environmental Specifications. Please note, Attachment number will change at time of award after RFP specific attachments are no longer applicable.
31) Contractor Inquiry: Duke Generator is missing from Generator list.
Government Response: See amended Generator Listing within PWS Section VI.B.5.b.4
32) Contractor Inquiry: Ref PWS Para VI.B.14 – Clearing of Snow/Ice paragraph states that accumulations exceeding 2 inches should be cleared. Is this accurate? Please revise to actual expectations.
Government Response: See amended language within PWS Para VI.B.14.c
33) Contractor Inquiry: Ref PWS Para VI.A.7. Manage Inventory Statement: please ensure that all requirements contained within can be accomplished into the single system
Government Response: Archibus is capable of accounting for the Government assets as specified.
34) Contractor Inquiry: Exhibit A: Five SCA/CBA labor categories were not included in Exhibit A. We suggest that the labor categories listed below be added and numbered in Exhibit A, as these labor categories may be necessary after the contract is awarded.
- Computer Programmer II

- Procurement Specialist I (for Procurement Specialist)
- Procurement Specialist II
Government Response: Estimator positions are covered under the Planner/Estimator Key Personnel position. The Government has determined that if the Contactor wants to propose a Computer Programmer II, or any other labor categories not included in Exhibit A then the Contractor should propose those categories as part of their proposal package.
Procurement Specialist I and II will be added in lieu of the “Procurement Specialist” labor category originally included on Exhibit A.
35) Contractor Inquiry: Exhibit B, Supplement 3 contains numerous pieces of equipment for which there are PMs listed in Exhibit B, Supplement 1 that are not on the PM schedule found in Exhibit B Supplement 2. For example Exhibit B, Supplement 2 contains a PM for 5-year Fire Damper inspections, but only 1 fire damper is listed for this inspection while Exhibit B, Supplement 3 contains 188 fire dampers that are in service.
Another example is the Monthly Water Flow Meter Main inspection. Only one of the water flow meters is on the schedule in Exhibit B Supplement 2 while there are 131 water flow meters listed as in service in Exhibit B Supplement 3. Will the Government be revising the PM schedule in Exhibit B, Supplement 2 to include all the equipment they want included in the fixed price or does the schedule already reflect the requested service?
Government Response: The schedule reflects the requested service for the “batched” items identified as follows:
In response to the first question above, Exhibit B, Supplement 1 lists PM Procedure 06FDAMP5YR as the requirement that the Contractor is discussing. The description for 06FDAMP5YR details 188 total fire dampers across several main campus buildings (A- H) and the NCC with an Equipment Standard of FDAMP. This asset is listed as “Batched” (188 assets Batched to the Equipment Standard “FDAMP”). Searching 06FDAMP5YR on Exhibit B, Supplement 2 identifies Equipment Code FDP-C610 (60 month frequency, last accomplished 2014-01-01). Searching the Equipment Code FDP- C610 on Exhibit B, Supplement 3 lists 188 like Fire Dampers. Only one is identified with a PM procedure as the rest are “Batched” as identified on Exhibit B, Supplement 1.
Also the Equipment Standard on Supplement 1 and 3 cross-reference (FDAMP) for all like “Batched” assets. The Batched designation means that there is one identified piece of equipment for which all of the like items are linked to. So in summary, PM Procedure 06FDAMP5YR is required on each of the 188 Fire Dampers listed on Exhibit B, Supplement 3.
In response to the second question above referencing the Monthly Water Flow Meter Inspections. The following PM Procedures (from Exhibit B, Supplement 1) apply:
14WFMMAINMON (103 batched units) and 14WFMHSFMON (29 batched units). PM Procedure 14WFMMAINMON cross references to Equipment Code WFM-N1-M1-15 on Supplement 2 and this unit represents the designation that all like equipment is “batched” under on the Main Campus Facility. PM Procedure 14WFMSHFMON cross references to Equipment Code SCV-01 on Supplement 2 and this unit represents the designation that all like equipment is “batched” under at the Human Studies Facility. The PM Procedure is applicable to all like equipment (see Equipment Standard) identified with the “batched” assembly. Note the Number of PM Schedule Column (Column H on the Government-released document) references a “2” on the “batched” unit. This means that there are two different PM Procedures that apply to that Equipment Standard (or piece of equipment if not “batched” to additional units). In this case, the two PM Procedures applicable to the Equipment Standard are the Monthly and 60 Month frequencies. As identified in the original RFP if frequencies in Supplement 2 are listed as zero (0), those requirements are turned off and shall not be included as part of an offeror’s FFP for line item X001AE.
***In the case which slight quantity differences occur between the description on Supplement 1 descriptions and Supplement 3, the quantities in Supplement 3 take precedence.
***Exhibit B, Supplement 2 did not contain PM Procedure 14WFMHSFMON, although it was included on Exhibit B, Supplement 1. The information was contained in a previous identification under 14SCVMON. PM Procedure 14SCVMON is deleted and 14WFMHSFMON is added to Supplement 2 via Amendment 0003.
36) ***The following four inquiries are addressed in one Government Response below:
Contractor Inquiry: Exhibit B Supplement 2 contains several PMIs that would be performed as part of PMI EVENTELECTMAIN. Those PMIs are SG-SGLB2A, SG-
SGLB2B, SG-SGLB1B, SB-USLB2B, SB-USLB2A, SB-USLB6A, SB-USLB4B, SB-
USLB1A, SB-USLB1B, SB-USLB7B, SB-USHB2, and SG-SGLB1A. If we were to develop prices for these the way they are listed in Exhibit B Supplement 2, the government would be paying for the same thing twice. We suggest that the government combine the requirements of these PMIs.
Contractor Inquiry: Exhibit B Supplement 2 requires the PMI EVENTELECTMAIN be performed at the NCC. However, the switchgear listed in the procedure does not match the switchgear in the NCC. We suggest that the government revise the requirements for the shutdown event for this building to match the correct feeders to and equipment at the NCC.

A. FIXED LABOR RATE
1. The fixed rates for the labor categories set forth in the schedule shall be inclusive of all expenses including contract level required reports, wages or salaries, labor costs, fringe benefits, overhead, program management, training, general and administrative expenses, and profit.
2. If a fixed rate has been established for a labor category set forth in the schedule for the contractor or subcontractor, but the contractor or subcontractor decides to provide that labor category through a third-party subcontractor, reimbursement for that labor category shall be reimbursed at cost (including any applicable indirect rates) but will not, in any event, exceed the rate set forth in this contract for that labor category for the contractor or subcontractor, depending upon which entity (contractor or subcontractor) acquires the labor.
3. When an individual employee's normally assigned category of labor is higher than the function he/she is performing during any period of work at a specific site, the rate charged for that employee shall be based on the function that the employee is performing (e.g., Senior Electrician who is performing the duties of a Junior Electrician shall be charged at the loaded fixed labor rate for a Junior Electrician during the period of time he/she is performing these duties).
4. When an individual employee's normally assigned category of labor is at a rate lower than the function he/she is performing during any period of work at a specific site, the rate charged for that employee shall be based on the actual rate paid to that employee (e.g., Junior Electrician performing the duties of a Senior Electrician shall be charged at the fixed labor rate for a Senior Electrician only if the employee is paid by the contractor at the rate of a Senior Electrician). If the employee is not paid at the higher rate, the contractor shall only bill at the rate of the employee's normally assigned category of labor. The employee must meet the qualifications set forth in the contract for the labor category being performed.
5. In the event that on-going work on-site is interrupted at any time due to inclement weather, unsafe condition, or other conditions beyond either the control of the contractor or the control of the Government, as determined by the on-scene coordinator, EPA will not pay the contractor for any labor costs during such interruptions; that is, EPA will not reimburse the contractor in excess of those hours actually worked on the site. The contractor shall not be reimbursed for standby.
6. The hours specified in Exhibit A are the Government’s best estimates of the number of hours that will be required for each labor category for each contract period over the life of this contract. These estimates will be used for cost evaluation purposes and in the determination of the total contract value; however, upon contract award these estimates, and the estimates for reimbursable Other Direct Costs (ODC) are NOT to be considered ceilings for individual labor category hours or reimbursables orderable by EPA.
There is also no established ceiling on the dollar value of this contract for any specific contract period.
The only ceiling on this contract is the total value of the contract over its entire life (Base Period plus any exercised Option Periods). The contract dollar value remaining at the end of a contract period shall be carried forward and made available in full for the next and all succeeding option periods.
B. TIME AND MATERIAL
OTHER DIRECT COSTS
The Time and Material (T&M) portion of the contract consists of travel (see Local Clause EPA-H-31-104 APPROVAL OF CONTRACTOR TRAVEL), specialized labor, non-routine equipment, field subcontracts, and other direct costs which are reasonable, allocable and allowable. All costs that do not come within these limited categories are considered to be part of the fixed labor and equipment rates portion of the contract. Therefore, these costs are separate and distinct from the fixed rates and fixed price portions of the contract. The ODC portion of the contract will be estimated and funded at the task order level on an as-needed basis. The contractor will only be reimbursed for actual costs incurred, as required to accomplish the services specified in each task order. These costs will be treated in accordance with the clause entitled, "ALLOWABLE COST AND PAYMENT (FAR 52.216-7)." Such costs shall be charged in accordance with the Contractor's established and accepted accounting practices. The Government will compensate the contractor for incurred costs that are determined to be reasonable, allowable, and allocable.
Materials and supplies are separate and distinct from those items included in the fixed rate or fixed price portions of the contract or included in the contractor's indirect rates. The contractor shall not charge the Government as materials/supplies those items that are priced in the fixed rates or fixed price portions of the contract or included in the indirect rates.
Operational ODCs are defined as items such as: Insurance, Vehicles, Fuel/Maintenance, Training, Safety Equipment, Uniforms, Postage, Bonds, Permits, Equipment Rental, Computers, Cell Phones, Office Supplies, etc.
For the categories listed, direct costs in excess of the following are not allowable as a charge to this contract without prior written approval of the Contracting Officer:

SPECIALIZED LABOR
(a) Costs for Specialized Labor are separate and distinct from the fixed rates. Allowable and allocable direct and indirect costs for Specialized Labor that have been authorized by the Contracting Officer in a Task Order (TO) may be paid on a time and material basis. Costs for Specialized labor will be treated in accordance with the Clause entitled "Allowable Cost and Payment (FAR 52.216-7)" and shall be charged in accordance with the Contractor's established and accepted accounting practices.
(b) As appropriate, a ceiling shall be established in a TO for Specialized Labor for the current contract year and/or TO period of performance. Cumulative costs for Specialized Labor for the prime contractor and all team subcontractors in excess of the amounts established in the TO are not allowable as a charge to this contract without the prior written approval of the Contracting Officer.
(c) Specialized Labor categories will be approved at the TO level as determined appropriate via approval from the Contracting Officer.
NON ROUTINE EQUIPMENT
Non-Routine Equipment is defined as any equipment not scheduled for routine replacement under Local Clause EPA-B-32-104 “Consideration and Payment”, CLIN X001AE. Non-Routine Equipment charges must be approved by the Contracting Officer and COR and/or TOCOR.
SUBCONTRACTS
Subcontracts may include labor support as necessary to perform the Performance Work Statement and/or Statement of Work.
SECTION I – CONTRACT CLAUSES
I-10 EPAAR 1552.237-72 KEY PERSONNEL (APR 1984)
(a) The Contractor shall assign to this contract the following key personnel. Proposed Key Personnel must meet experience criteria as detailed:
1. Project Manager Minimum Qualifications: A minimum of five (5) years of experience with responsible oversight of maintenance and operation of large or multiple facilities with highly complex mechanical, electrical and structural requirements. The Project Manager must possess a North Carolina General Contractor's license or be a Professional Engineer (PE) issued from the state licensing board of any U.S. state.
2. Planner/Estimator (2 ea) Minimum Qualifications: A minimum of three (3) years of experience in planning and estimating structural, electrical and mechanical projects in a large or multiple facilities with highly complex mechanical, electrical and structural requirements, and Project Management experience. Planner/Estimator must be skilled in using RS Means cost estimating software, or other "equal" cost estimating software that is widely recognized within the facilities maintenance and construction industries.
3. Quality Control Manager Minimum Qualifications: A minimum of three (3) years of experience in quality control reviewing plans and specifications for Task Orders, planned by planning and estimating staff, and performing a final review of the work performed to ensure quality of final product, code compliance, work plan specifications compliance, plus three years of Project Management experience. The Quality Control Manager performs the quality control function for the contractor. The Quality Control Manager shall not report to the on-site Project Manager.
Rather, the Quality Control Manager shall report directly to an official of the contractor who is managerially senior to the onsite Project Manager to ensure the authority and autonomy of the Quality Control manager.
4. Electrician (Unlimited NC Electrical Contractor’s License) Minimum Qualifications: A minimum of five (5) years of experience working electrical services in commercial facilities. One electrician must have, as a minimum, an unlimited State of North Carolina Electrical Contractor's license.
5. Electrician (Support H. Voltage; Inter. License or High Voltage (HV) Cert.)
Minimum Qualifications: One of the electrician's must be capable of supporting high voltage services such as the 13.8 KV and as a minimum have an Intermediate State of North Carolina Electrical Contractor's licenses and have a minimum of five (5) years of experience with 13.8 KV and 480V switchgear.
6. Heating, Ventilation, and Air Conditioning (HVAC) Mechanic (2 ea) Minimum Qualifications: A minimum of five (5) years of experience working with large HVAC systems in commercial facilities. HVAC mechanics must have, as a minimum, a State of North Carolina HVAC Class I, heating group 2 license.
7. Electronic Technician (2 ea)
Minimum Qualifications: A minimum of five (5) years of experience working with security systems, fire alarm systems, PA systems, and sprinkler control systems in commercial facilities. At a minimum one individual shall be bondable and another person shall possess a State of North Carolina Security Alarm License.
8. Plumber Minimum Qualifications: A minimum of five (5) years of experience working with fire alarm systems, sprinkler control systems, renovations, etc. in commercial facilities. Plumber must have, as a minimum, a State of North Carolina Class I Plumber's and Fire Sprinkler license.
9. Laboratory Ventilation Manager (LVMP) Minimum Qualifications: The Laboratory Ventilation Manager shall possess a mechanical engineering degree (or equivalent education and training) and have a minimum of five years of operating experience with laboratory (or related applications) HVAC, electrical and control systems. The Laboratory Ventilation Manager shall administer EPA-RTP’s Laboratory Ventilation Management program (See Attachment 11), coordinate site services, schedule activities, ensure communication, monitor performance of the systems, manage data and document results.
10. Technical Drawing Administrator Minimum Qualifications: The Technical Drawing Administrator (TDA) should have a minimum of five (5) years of AUTOCADD drawing experience, to include initiating new drawings, updating, and incorporating changes based on As-Builts. The TDA should have experience in managing large libraries of CADD drawings, signing them out to engineers and contractors; and assuring they are returned and updated as required.
(b) During the first ninety (90) calendar days of performance, the Contractor shall make no substitutions of key personnel unless the substitution is necessitated by illness, death, or termination of employment.
The Contractor shall notify the Contracting Officer within 15 calendar days after the occurrence of any of these events and provide the information required by paragraph (c) of this clause. After the initial 90-day period, the Contractor shall submit the information required by paragraph (c) to the Contracting Officer at least 15 days prior to making any permanent substitutions.
(c) The Contractor shall provide a detailed explanation of the circumstances necessitating the proposed substitutions, complete resumes for the proposed substitutes, and any additional information requested by the Contracting Officer. Proposed substitutes should have comparable qualifications to those of the persons being replaced. The Contracting Officer will notify the Contractor within 15 calendar days after receipt of all required information of the decision on substitutions. This clause will be modified to reflect any approved changes of key personnel.

(a) Proposal Instructions
(1) The offeror's response is to be submitted in two volumes. The technical proposal is to be separate from the cost proposal. Responses are subject to the following requirements and limitations as set forth below:

(vi) The name, address, telephone number, facsimile number, and electronic address of the individual in the Offeror's organization to be contacted, if necessary, during evaluation of the proposal;
Note: An offeror should include the payment address within the proposal, if it is different from that shown for the offeror.
(vii) The complete formal name and address of the Offeror's organization and/or other participants to be used in any resulting contract. Provide Dun and Bradstreet LTD DUNS number for each organization and new entity if one is being created;

(x) Acknowledgement of all amendments
(3) Notwithstanding any other provision or clause in this solicitation to the contrary, the original technical and cost proposal shall be submitted via the FedConnect® web portal (www.fedconnect.net) as the official submission. Two-sided printing is required, except on any foldouts. If foldout pages are used, they shall not exceed 11" X 17". Each offeror shall use Times New Roman 12-point type on narratives, although smaller type size may be used for tables and figures. (1) Technical Proposal Instructions -
(i) Submit an original plus six (6) copies of the technical proposal in a sealed envelope, clearly marked as the Technical Proposal, and separate from the Cost/Price Proposal.
Omit all cost or pricing details from the technical proposal.
(ii) The technical proposal shall include the Contractor's responses to the criteria/factors listed as in Section M of this solicitation. The technical proposal shall be organized in the same order as the evaluation criteria are presented as Section M of the solicitation.
(iii) Each section of the proposal shall be titled. Hard copy submissions shall also be tabbed for easy identification.
(iv) Submit an original and copies as described in section (a)(1) above in a sealed envelope, clearly marked as the Technical Proposal. The Technical Proposal shall be separate from the Cost Proposal. All cost and pricing details shall be omitted from the Technical Proposal.
(v) The Technical Proposal shall address the Technical Evaluation Criteria listed in the solicitation provision entitled “Evaluation Factors for Award (EPAAR 1552.215-71)”.
Specific information that is required to be submitted for each of the evaluation criteria can be found within this provision. The technical proposal must address the evaluation criteria as follows:
