SFSIAQ17R0005 Q&A Document
1. Could you please confirm whether opportunity SFSIAQ17R0005 for audiovisual support services is a small business set aside or a veteran owned small business set aside?
This has been changed to reflect a TOTAL SMALL BUSINESS (SB) set-aside.
2. The CLIN structure in Section B of the solicitation does not include the labor category “ePublications Technical Manager.” Please update Section B to include this labor category or delete the labor category from the Position Descriptions (Attachment 4) and Price Matrix (Attachment 12), as appropriate.
Section B has been amended to reflect the ePublications Technical Manager.
3. Please revise the first sentence to read: “The contractor shall implement the Quality Control Plan (QCP) described in Attachment 8.”
This will not be changed. The solicitation language is fine as is.
4. FAR 52.222-17, Nondisplacement of Qualified Workers (May 2014)(E.O. 13495) is “checked” as being applicable to the proposed contract. However, FAR 52.222-17 goes hand-in-hand with the various requirements of the Service Contract Act (SCA). Please either “check” all of the appropriate SCA provisions/clauses and provide the applicable U.S. Department of Labor Wage Determination as an attachment to the solicitation, or “uncheck” FAR 52.222-17, as necessary.
52.222-17 has been un-marked in the solicitation.
5. Please confirm that the coversheet, table of contents, and the glossary of abbreviations and acronyms do not count towards the 35 page limit for the Technical Proposal.
The table of contents and glossary of abbreviations and acronyms does NOT count against the 35 page limit.
6. Please confirm that Volume III, Pricing Proposal does not require a table of contents and glossary of abbreviations and acronyms since offerors are instructed to use Attachment 12 Pricing Matrix.
As per the directions stated in section (f)(1) of Attachment 2, “Each volume shall contain a table of contents and a glossary of abbreviations and acronyms”.
7. The specification for the proposal to be double-spaced is likely to hamper offerors’ abilities to provide all of the requested technical information within the 35 page limit for the Technical Proposal. We respectfully request that the specification is changed to single-spaced.
The solicitation will remain at double-spaced as specified in section (f)(3) of Attachment 2.
8. Please delete paragraph v. “Offeror shall provide a copy of its applicable GSA Schedule,” as this requirement is not being competed under FAR 8.4.
This has been removed.
9. Please delete paragraph 1. “Travel. The Offeror shall provide pricing for travel to support FSI on campus, when required” or update the contract type to Time-and-Materials throughout the solicitation and provide the necessary information in Section B (CLINs), Attachment 3 (Performance Work Statement), and Attachment 12 (Price Matrix) in order to accurately provide such a price.
Travel has been removed.
10. Since Attachment 13, Past-Performance Reference Information Form, is to be completed only by prospective offerors and no past performance questionnaire template was provided with the solicitation, please delete the entire 2nd paragraph of this section and simply close out the 1st paragraph by indicating that “The offeror shall complete the past performance reference information form (Attachment 13 to this solicitation and posted at fbo.gov).”
Please read the entire paragraph, the second paragraph will not be deleted as it applies to the solicitation by supporting the references provided in the actual proposal and is submitted back to the Government by the customer. Language has been amended to reflect “past performance reference”, consistent with Attachment 13.
11. On page 12 of the Performance Work Statement, the Problem Notification section appears to be a duplicate of the p. 8 Clearance and Building Access paragraph. Is this an error?
The duplication has been removed.
12. In the Key Personnel paragraph in Attachment 4 – Position Descriptions/Requirements, it specifies: “The contractor will designate one of the key positions as the Program Manager, who will be responsible for all contractor work performed under this task order. This person will submit weekly and monthly reports.” Please clarify if this designation is required in the proposal at the IDIQ level or will be determined at the task order level, upon award?
The designation is required in the proposal and will be included in each TO.
13. Please confirm that the “Program Manager” role assigned to one of the key personnel is separate and distinct from the “Project Manager” labor category described elsewhere in the attachment.
The Program Manager can only be one of the two listed Key Personnel positions (TechLab Manager and Senior Audiovisual Engineer). The Project manager is not listed as key personnel and is a position in and of itself (see page 1 of Attachment 4).
14. In the lower portion of the Price Matrix, the ePublication Technical Specialist has “(x2)” next to the labor category title and indicates “2” in the corresponding Personnel column. Since there are apparently 2 individuals expected to perform within this labor category, should the number of labor hours in the Hours column be increased to 3,760 (1880 x 2) to reflect a more accurate overall proposed price?
1880 was identified to show each position was anticipated for 1880 hours, i.e. if 2 personnel were listed then it would be calculated at 3,760. However, this has been changed in the matrix to clarify, in case of any confusion.
15. For labor categories that have a “0” in the Personnel column, we assume that these are currently unfilled positions and/or future growth positions. If that is the case, can you provide clarification as to when those positions would be expected to be filled and therefore priced? Base and all options? Option periods only?
Positions with a 0 are currently not required for the base year and therefore the Government did not want to present a misinterpretation of the work required. These positions were built into the contract for use at a future time, should the Government require the added support in those fields.
16. Has FSI identified FY18 first and second quarter mobile e-learning projects already? If not, will eLearning development requests arrive in the form of ad hoc training work product requests?
Only some of the requests are currently identified.
17. There may be times where our team might need to leverage agile development strategies for short-suspense eLearning/innovation activities, how much lead-time can we typically expect during high-volume periods?
Development strategies will be handled in-house by the Government with feedback from the on-site contract staff.
18. Will e-Learning courses built or maintained in support of FSI activities require CEU Continuing Education Unites updates and or application?
No.
19. GFE and GFI attachment 10 does not indicate the equipment that the contractor will be working with for the Graphic production. Is there adequate equipment and consumable supplies in order to produce the Graphic Products Required?
Yes.
20. What are the contractor procurement responsibilities for supplies and equipment?
The contractor will have no role in procurement responsibilities except possibly recommendations from on-site contract staff.
21. Are the government estimated staffing levels indicative of the past year of performance or are they consistent over the life of the previous contract?
The staffing levels are what is anticipated for the upcoming period of performance listed in the solicitation.
22. Will the Task Orders be Cost Plus, Time and Materials, Firm Fixed Price, or some combination? Performance metrics include measurements for billable hours (cost plus) and there are clauses for Time and Materials and fixed price within the solicitation.
This is a time and materials fixed price contract. There is no cost clauses associated with this contract. Performance Metrics are required for labor hour contracts. Please see associated clause 52.216-31.
23. The Cover Letter states, “This requirement is 100% set-aside for Veteran Owned Small Business.” Is this intended to be a Service Disabled Veteran Owned Small Business (SDVOSB) set-aside? The Standard Form 1449 is checked for 100% set-aside to Small Business only.
See question 1.
24. Under 2. Quote Preparation Instructions in Attachment 2 Proposal Instructions and Evaluation Factors, the solicitation states, “Offeror shall provide a copy of its applicable GSA Schedule.” Since this opportunity was not released under GSA, does this statement still apply?
See question 8.
25. In the solicitation, the Line Item Summary table lists a start date of 06/30/2017 for each labor category. Under 2. Contract Type, the table lists a start date of 08/03/2017. Please confirm if 08/03/2017 is the anticipated start date for performance.
The POP for each CLIN has been amended to be consistent with the 08/02/2017 start date.
26. In Attachment 4 Position Descriptions, the required number of personnel for the “ePublication Technical Specialist” and the “Desktop Publisher” labor categories do not match the personnel listed in Attachment 12 Price Matrix. Please confirm the correct number of required personnel for these labor categories.
This has been corrected to reflect 1.
27. Are labor categories with personnel listed as zero anticipated to be future hires and subject to the requirement to provide a suitable candidate “no later than ten (10) business days after the Government requests the new positions or a position to be backfilled” in Attachment 6 Staffing Plan?
See question 15.
28. Would the Government consider extending the due date for submission of questions?
The Government will not extend the question submission timeframe.
29. The RFP Cover Letter, Amendment 1, states, “The deadline for proposal submission is 4:00 p.m. Eastern Time on Friday, June 16, 2017.” It is our interpretation, based on Amendment 1, that the proposal is due June 16th and not June 9th as originally indicated. Will the Government please confirm?
The submission date is clearly reflected in Amendment 001 as June 16, 2017.
30. Attachment 2, page 4, paragraph (f)(1) states, “Table of contents. Each volume shall contain a table of contents and a glossary of abbreviations and acronyms. The table of contents in each volume shall identify the section, subsection, paragraph titles, and page numbers, as well as all spreadsheets, charts, tables, figures, diagrams, design drawings, and graphs.” Will the required Glossary of Abbreviations and Acronyms count against the page limits?
See question 5.
31. Attachment 2, page 5, paragraph 2. II. a. i. states, “This form shall be used as the cover sheet of Volume I, Quote and Other Documents.” If the SF1449 is to act as the cover sheet for all volumes, is the use of a cover before the cover sheet considered acceptable? Will the cover and/or SF1449 apply to the page limitations for any volume?
Yes, a cover sheet is acceptable and no, it will not count against the page limit.
32. The RFP Cover Letter seems to contradict the solicitation regarding the base and subsequent years of performance. The Cover Letter states: “The period of performance is anticipated to be comprised of one (1) 12-month base period, and four (4) subsequent 12-month option periods consisting of the following: Base Period: August 3, 2017 to August 2, 2018; Option Period 1: August 3, 2018 to August 2, 2019; Option Period 2: August 3, 2019 to August 2, 2020; Option Period 3: August 3, 2020 to August 2, 2021; Option Period 4: August 3, 2021 to August 2, 2022” However, the CLIN schedule states: “Delivery Date (Start to End) Date FOB: 06/30/2017 to 06/29/2018” The CLIN Schedule lists the Base year as 6/30/17-6/29/18; subsequent option years are based off this base year. However, the solicitation letter lists the base year as August 3, 2017 to August 2, 2018. Please clarify the correct period of performance for the Base and option years.
See question 25.
33. Attachment 2, page 4, paragraph (f)(3) states, “Text shall be 12 point or larger, double-spaced, using Times New Roman font type. Headers and footers, spreadsheets, charts, tables, diagrams or design drawings, and graphs must be 10 point or larger using Times New Roman font type.” Is single spacing permitted for headers and footers, spreadsheets, charts, tables, diagrams or design drawings, and graphs?
Single spacing is not permitted. See question 7.
34. Attachment 2, page 6, Criterion 2 states, “The offeror shall provide the government with a detailed Management and Communication Plan, Staffing Plan and Transition Plan that addresses this requirement.” Is the Management and Communication Plan included in the page limitation for Volume II? If it is not included in the page limit for Volume II, is there a separate page limitation for this plan?
The plan is included in the 35 page limit.
35. Attachment 2, page 6, Criterion 2 states, “The offeror shall provide the government with a detailed Management and Communication Plan, Staffing Plan and Transition Plan that addresses this requirement.” Is the Staffing Plan included in the page limitation for Volume II? If it is not included in the page limit for Volume II, is there a separate page limitation for this plan?
The plan is included in the 35 page limit.
36. Attachment 2, page 6, Criterion 2 states, “The offeror shall provide the government with a detailed Management and Communication Plan, Staffing Plan and Transition Plan that addresses this requirement.” Are the Transition In Plan (TIP) and Transition Out Plan (TOP) included in the page limitation for Volume II? If they are not included in the page limit for Volume II, is there a separate page limitation for these plans?
The plan is included in the 35 page limit.
37. Attachment 2, page 6, Criterion 2 states, “The offeror shall provide the government with a detailed Management and Communication Plan, Staffing Plan and Transition Plan that addresses this requirement.” Can the Government provide more detail on what is desired from the Communication Plan?
Communication plans are up to the offeror to present.
38. The solicitation states on page 16 paragraph 1, “The contractor shall implement the Quality Control Plan (QCP) developed as part of its proposal.” Is the QCP to be submitted as a separate document and if so is there a page limitation?
The QCP is to be submitted as part of the technical proposal and will be include in the 35 page count.
39. Is the experience to be provided in Criterion 4 limited to the three relevant contracts? Also, are the relevant contracts expected to be the same contracts as those selected as Past Performance?
See section VII of Attachment 2.
40. Criterion 4 also states, “Relevant Contracts: The Offeror shall provide experience information on up to three (3) contracts performed by the Offeror and up to three (3) contracts performed by each proposed subcontractor or other performing entity.” Is the experience to be provided in Criterion 4 limited to the three relevant contracts? Also, are the relevant contracts expected to be the same contracts as those selected as Past Performance?
See question 39. The relevant contracts provided in the proposal shall also be those who each offeror submits the past performance reference to.
