About this file

This document is an interview and presentation schedule for the Florida Department of Juvenile Justice's RFSQ/RFQ-16278 for Continuing Construction Management Services across four regional areas in Florida (Northwest, Northeast, Central, and South). The schedule lists 28 construction firms assigned to specific 30-minute interview time slots across four days from September 29 through October 2, 2026, at 2737 Centerview Drive, Suite 1409 in Tallahassee. The construction management at risk services will cover remodeling, repairs, tenant improvements, mechanical and plumbing upgrades, re-glazing, waterproofing, and security enhancements at existing occupied juvenile detention facilities statewide. Project values are anticipated to range from less than $35,000 to $7.725 million per activation. The contract term is three years from the date of last signature with an option for renewal for an additional three-year period at the Department's discretion. Contract awards were anticipated by October 6, 2026, with up to three firms selected per region following negotiations.

Respondent firms must be currently licensed and registered in Florida and prequalified under Florida Administrative Code Rule 60D-5.004(2)(a), with vendor prequalification due August 28, 2026, and Contractor Experience Questionnaire responses due August 31, 2026. The Construction Manager's fee uses a tiered percentage schedule ranging from 17 percent for projects under $100,000 to 4 percent for projects between $6 million and $7.725 million, subject to negotiation. All responding firms must obtain a surety letter of intent confirming willingness to provide 100 percent Payment and Performance Bonds up to $7.725 million per project and must carry Commercial General Liability insurance of at least $1 million, Automobile Liability of at least $500,000, and Excess Liability Umbrella coverage of at least $4 million. Responding firms must demonstrate experience with construction management at risk services on juvenile or correctional detention facility projects and provide evidence of multiple qualified subcontractors across all related trades.
