About this file

This is Addendum 1 to RFQ-DJJ 16278, issued by the Florida Department of Juvenile Justice on August 24, 2026, revising Section 3 (Specific Qualifications) of the original request for qualifications for Continuing Construction Management Services across four regional areas in Florida. The original RFQ solicits construction management at-risk services for remodeling, repairs, tenant improvements, mechanical and plumbing upgrades, re-glazing, waterproofing, and security enhancements at existing occupied juvenile detention facilities, with project values ranging from less than $35,000 to $7.725 million per activation. The contract term is three years from the date of last signature, with an option for renewal for an additional three-year period at the Department's discretion, contingent on satisfactory performance and fund availability. Up to three firms per region may be selected following negotiations, with anticipated award by October 6, 2026.

The addendum revises qualification requirements to mandate that responding construction managers demonstrate workforce and subcontractor capability across all required construction trades with workers meeting Florida Department of Law Enforcement criminal history background check requirements; maintain individual licensure as a contractor pursuant to Section 489.113, Florida Statutes; provide a Letter of Intent from a Florida-authorized surety company confirming willingness to furnish 100% Payment and Performance Bonds in the amount of $7.725 million per project; and for projects valued under $2 million, provide alternative payment protections including Irrevocable Letters of Credit, Tripartite Escrow Agreements, Certificates of Deposit, or Department-approved alternatives in lieu of bonds. The bonding or alternative payment protection requirements apply per project, allowing respondents to provide full bonding on higher-value projects and alternative protections on lower-value projects. All respondents must submit comprehensive documentation demonstrating subcontractor capability, FDLE compliance, proof of licensure, surety Letter of Intent, selected alternative payment protection documentation, and a statement acknowledging acceptance of all bonding and qualification requirements.

3. Bonding and Surety Requirement (Revised 3.3)

Respondents must provide a Letter of Intent from a surety company authorized to conduct business in Florida, indicating willingness to furnish 100% Payment and Performance Bonds in the amount of $7,725,000 per project.

4. Waiver for Projects Under $2,000,000 (Revised 3.4)

For projects with a total value under $2,000,000, the Department waives the requirement for 100% Payment and Performance Bonds.

• Proof of licensure

• Surety Letter of Intent (for projects requiring full bonding)
