About this file

This is a revised timeline document issued by the Florida Department of Juvenile Justice (DJJ) for RFSQ/RFQ-16278, a continuing construction management services procurement covering four regional areas in Florida: Northwest, Northeast, Central, and South. The RFQ was posted to the VIP website on August 10, 2026, with a deadline for vendor questions on August 20, 2026. Vendor prequalification submissions were due August 28, 2026, and contractor experience questionnaire responses were due September 2, 2026. The anticipated posting of selected vendors for interviews occurred September 8, 2026, with firm interviews and presentations scheduled for September 15-16, 2026. The selection committee's recommended selection was anticipated for posting by September 22, 2026, with contract awards targeted for October 6, 2026. The contract term is three years from the date of last signature, with an option for renewal for an additional three-year period at the Department's discretion, contingent on satisfactory performance and fund availability.

The construction management at-risk services cover remodeling, repairs, tenant improvements, mechanical and plumbing upgrades, re-glazing, waterproofing, and security enhancements at existing occupied juvenile detention facilities, with project values ranging from less than $35,000 to $7.725 million per activation. Up to three firms per region may be selected following negotiations. The construction manager's fee uses a tiered percentage schedule based on Estimated Cost of Work, ranging from 17% for projects under $100,000 to 4% for projects between $6 million and $7.725 million, subject to negotiation. All respondents must be currently licensed and registered in Florida, prequalified under Florida Administrative Code Rule 60D-5.004(2)(a), and must provide evidence of experience with construction management at-risk services on juvenile or correctional detention facility projects with multiple qualified subcontractors across all related trades. Responding firms must obtain a letter of intent from a surety company authorized in Florida confirming willingness to provide 100% Payment and Performance Bonds up to $7.725 million per project and must maintain Commercial General Liability ($1 million minimum), Automobile Liability ($500,000 minimum), and Excess Liability Umbrella ($4 million minimum) coverage.
