About this file
This Question and Answers document addresses clarifications for RFQ DJJ 16278, issued by the Florida Department of Juvenile Justice for Continuing Construction Management Services across four regional areas in Florida (Northwest, Northeast, Central, and South). The solicitation seeks qualified construction management firms to provide services for projects ranging from less than $35,000 to $7.725 million at existing occupied juvenile detention facilities, including remodeling, repairs, tenant improvements, and mechanical upgrades. Responding firms must submit one response identifying all regions in which they seek consideration, along with the specific office locations that will serve each region. The Department will calculate mileage from the submitting office to project sites for evaluation purposes. Vendor prequalification was due August 28, 2026, with Contractor Experience Questionnaire responses due August 31, 2026. Selected firms were anticipated for posting by September 8, 2026, with interviews scheduled for September 15, 2026. The contract term is three years from the date of last signature, with an option for renewal for an additional three-year period at the Department's discretion. Up to three firms per region may be selected following negotiations.
Prequalification requirements include current licensure and registration in Florida under Florida Administrative Code Rule 60D-5.004(2)(a), with a licensed contractor designated to qualify each responding firm. Required certifications include a State of Florida Department of Business and Professional Regulation Construction Industry License, a signed letter from the Department of State showing valid registration, General Vendor Information from the MFMP Vendor Information Portal with a valid W-9 on file, and a Certificate of Liability Insurance. The Construction Manager's fee uses a tiered percentage schedule based on Estimated Cost of Work, ranging from 17 percent for projects under $100,000 to 4 percent for projects between $6 million and $7.725 million, subject to negotiation. All respondents must provide a letter of intent from a surety company authorized in Florida confirming willingness to provide 100 percent Payment and Performance Bonds up to $7.725 million per project and must carry Commercial General Liability insurance with a $1 million minimum, Automobile Liability with a $500,000 minimum, and Excess Liability Umbrella coverage with a $4 million minimum.
