Insurance requirements include professional liability insurance of $1,000,000 minimum, workers' compensation with $1,000,000 employer's liability limits, commercial general liability of $2,000,000 per occurrence, and comprehensive auto liability of $1,000,000 combined single limit. Evaluation criteria allocate points across firm qualifications (35 points), similar projects and references (25 points), project approach (20 points), personnel and project team experience (15 points), and required forms (5 points). Compensation will be negotiated after qualifications-based selection and may be structured as lump sum, hourly rates, fixed per phase, cost-plus, or a combination thereof.
