SUBJECT: RFQ 24/25-26 A&E Services (CCNA) | ADDENDUM #3
This addendum is issued to provide additional information, clarification, corrections, additions, deletions and/or answers to questions concerning the above referenced solicitation. All information provided in this addendum is incorporated into the solicitation document as set forth therein. All other parts of the solicitation have been maintained as originally distributed. This addendum supersedes any verbal and/or other instructions given to any bidder/proposer qualified to respond pursuant to the requirements set forth in the solicitation document.
I. DUE DATE
This Addendum does not change the solicitation due date. The solicitation due date remains Tuesday, November 4, 2025, at 2:00PM Local Time.
II. QUESTIONS AND ANSWERS (Q&A)
The City has received the following question(s) concerning the solicitation:
Q1. Does SF 330 Section H Go in both Tab A and G?
A1. Tab A per Section 5.02
Q2. Are we to include Attachment “O” in both Sections A and E?
A2. Please insert the Attachment “O” Dispute Disclosure form in Tab “A” disregard Tab ‘E”
Q3. Do Subs need a full SF 330 as well?
A3. No. However, you will need to complete Attachment “I” Schedule of Proposed Subcontractors Participation. Read Q7 and A7 below.
Q4. Are architectural firms able to submit, or only full scope AE firms that include engineering services?
A4. Yes, Architectures can submit a solicitation.
Q5. Are firms allowed to submit for a single sub-category within “Civil Engineering Services” (e.g., Transportation Planning), or must we submit for the entire Civil group?
A5. If you provide A & E and Transportation services, please include that as well.
Q6. 5.01’s table outlines the tab assignments, category, and maximum points. There seems to be a discrepancy between this Table, Row “F”, and Section 5.07 “Terms & Conditions”. Can you please clarify the intent, title, and associated maximum points of “Tab F”?

A6. Attachment “F” should be page 50 of the solicitation the vendor agrees to the City’s terms and conditions.
Q7. "Should the architects submit qualifications solely for their architectural expertise? If they don`t have in-house engineering capabilities, they need to include a sub-consultant on their team? In your previous response, you mentioned submitting qualifications based on areas of expertise. Does this mean we need to include sub-consultants unless our firm has in-house engineering? Could you clarify your expectations?"
A7. If your firm has in-house engineering capabilities, you may submit those qualifications as part of your proposal. If not, you must identify and include sub-consultants who will provide the required services, and their qualifications of the full team, including both the prime consultant (your firm) and any sub-consultant. The goal is to ensure that the team, as a whole, is capable of delivering all required services.
Q8. Could we respectfully request an extension of 10 business days for this submittal?
A8. No.
Q9. Is the preliminary design report available?
A9. No. The solicitation is for qualifications.
Q10. When the RFQ requests "that discipline and experience profile codes must be accurately reflected", where exactly in the submittal does the City expect to see these codes?
A10. Vendor is to provide standard code used to identify someone’s area of specialization. A code that categories the person’s background or level of experience. They must match the actual qualifications or background of the person, with no errors or omissions.
Q11. Both Tabs A and D say to include an organizational chart (SF 330 Section D). Which Tab does the City expect to see this?
A11. Only include the Organization Chart in Tab “D” the remaining documents should be included in Tab “A” Proposed Team.
Q12. For Tab B, is it sufficient to submit each project in their SF330 Section F format or does the city expect to see a project data sheet in addition to the SF330 Section F format per project?
A12. Please use a second (duplicate page) of the SF330.
Q13. For the sake of clarity, exactly which elements of our responses are counted in the 75-page limit?
A13. One 75-page submittal combining all of the Firm`s proposed specific areas, excluding the attachments, is required.
Q14. Page 16 of the RFQ limits the Letter of Transmittal to three pages, but page 24 limits it to two.
Which is the expectation of the City?
A14. Section 2.17 (i)(a) states are limited to no more than three pages therefore it can be 2 but no more than 3.
