About this file

This document is a Solicitation Opening Certification and Minutes for the City of Sanford, Florida's Request for Qualifications (RFQ) Number 24/25-09 for Construction Management at Risk (CMAR) Continuing Contracts, opened on January 16, 2025, at 2:00 PM. The RFQ seeks qualified construction management firms to provide professional consulting services for construction projects with budgets under $5,000,000, covering multiple departments including Stormwater, Utilities, Parks, Water and Wastewater Plants, Roadway and Parking Construction, and Building Construction. The solicitation allows for multiple firms to be awarded continuing contracts with an initial one-year term and potential for up to four additional one-year renewals.

The opening minutes reveal several potential respondents, including DTA Construction Group Inc., Johnson-Laux Construction LLC, Charles Perry Partners Inc., Ovation Construction, and Kiewit Infrastructure. The evaluation will use a 100-point system, assessing firm experience, project approach, personnel qualifications, and compliance with required forms. While no specific contract value is stated, the projects are scoped for budgets under $5,000,000. The City reserves the right to reject any or all proposals and retains significant discretion in the award process. The solicitation does not specify explicit set-aside designations, and proposers must demonstrate at least five years of business experience and proper licensing as a Certified General Contractor.
