RFP-SO03-26E: Inmate Communications Services Addendum E
This addendum, issued by the Orange County, New York Department of General Services on September 10, 2026, addresses bidder questions for RFP-SO03-26 regarding inmate communication services at the Orange County Correctional Facility. The scope includes installation, maintenance, hosting, and operation of a web-based inmate communication system encompassing approximately 88 inmate telephone kiosks distributed across 19 housing units, inmate tablets with integrated video visitation capabilities, and money kiosks for booking and lobby areas. The facility houses an average of 467 inmates with maximum capacity of 802 across eight 56-cell units, six 28-cell units, one 22-cell unit, one 5-cell unit, one 68-room dormitory unit, and two 56-room dormitory units. Questions were due by July 30, 2026, with proposals due August 13, 2026. A pre-proposal conference and site visit were to be scheduled via addendum. The contract term is five years with options for up to three additional one-year renewal periods.
The contract is structured as a revenue-sharing arrangement with no cost to the County; the vendor retains system ownership and operational responsibility while paying the County a percentage of system revenue as proposed. The incumbent vendor is Global Tel*Link Corp. (ViaPath), which currently provides telephone services and generates monthly commission revenue from phone and tablet usage. The current environment includes 88 inmate phones with access schedules of 8:30-11:00 AM, 1:00-5:00 PM, and 6:00-10:30 PM, and recent historical revenue data (May-July 2026) shows combined revenue from all products (phones, tablets, entertainment/media, and video visitation) ranging from $435,940 to $571,784 monthly, with corresponding gross profit ranging from $128,013 to $280,077. The County requires updated equipment supplied by the successful vendor, video visitation conducted exclusively via tablets with remote-only capabilities, mail scanning services for approximately 65 pieces of mail daily (38.5% legal mail), and 24/7/365 live domestic customer service support with two-hour response time for major system outages.

Onsite visits are set to a minimum of (2) 1-hour increments per week. Restrictions above the minimum are based on seating availability. Remote visits are based on manpower and necessity.
