About this file
This document is an Excel-based Request for Proposal (RFP) evaluation tool for a HANDS Management, Operation and Maintenance contract involving multiple jurisdictions including Arizona, American Samoa, CNMI (Commonwealth of the Northern Mariana Islands), Guam, and the Navajo Nation. The document appears to be a detailed scoring matrix for evaluating proposals from multiple bidders, with a focus on technical and pricing assessments. The evaluation process includes initial proposal review, potential Best and Final Offer (BAFO) submissions, and a comprehensive scoring methodology that weighs different aspects of the proposed services.
The contract covers monthly maintenance and operations support services, text message services, email services, and various professional hourly rates for roles such as Project Manager, Business Analysts, Architects, Developers, and Quality Assurance personnel. Pricing is broken down by specific service categories with granular volume-based pricing for text message services ranging from 0-70,000 messages. Three bidders are compared in the document: CMA, BAFO, and Three Sigma, with detailed pricing and scoring for each line item. The total contract value ranges from approximately $177,931 to $240,284 depending on the bidder, with a scoring system that evaluates proposals on a scale from Unacceptable (0-50%) to Meets (81-100%) requirements.
