About this file

This is an Addendum document issued by the City of Waterbury Department of Education regarding the RFP for elevator construction projects at two elementary schools. The addendum introduces significant changes to the original bid timeline and requirements. A second mandatory information session has been scheduled for March 18, 2026, at 9:00 a.m. for bidders who did not attend the initial pre-bid conference on March 9, 2026. The Request for Information (RFI) deadline has been extended from March 12, 2026, to March 20, 2026, at 2:00 p.m., with answers to submitted questions to be posted by March 24, 2026, at 2:00 p.m. Most significantly, the bid submission deadline has been extended from March 25, 2026, to March 31, 2026, at 11:30 a.m. at City Hall Building, 235 Grand Street, Waterbury. The projects involve the construction of new elevator additions at Driggs Elementary School (77 Woodlawn Terrace) and Woodrow Wilson Elementary School (235 Birch Street) to provide ADA accessibility improvements, with demolition completion required by August 20, 2026, substantial completion by December 15, 2026, and final completion by February 10, 2027.

The addendum maintains all original contract requirements including the ten percent bid security requirement for projects of $50,000 or greater, Connecticut state set-aside requirements mandating a minimum of twenty-five percent of the contract value to DAS-certified small businesses and an additional 6.25 percent for minority-, women-, and disabled-owned businesses, and the City of Waterbury Good Jobs Ordinance requirement that thirty percent of total worker hours be performed by Waterbury residents. Contractors must provide one hundred percent performance bonds and potentially one hundred percent payment bonds, comply with the 2021 International Building Code and Connecticut amendments, and coordinate with existing infrastructure including fire alarm and access control systems. All vendors are eligible to respond, and prospective bidders should contact Maureen McCauley at 203-574-6748 or mmccauley@waterburyct.org for additional information.
