About this opportunity
The City of Waterbury Department of Education is soliciting sealed bids for construction services to design and construct new elevator additions at two elementary schools: Driggs Elementary School (77 Woodlawn Terrace) and Woodrow Wilson Elementary School (235 Birch Street). The scope of work includes constructing new elevator shafts, vestibules, and interior elevator lobbies with associated mechanical, electrical, plumbing, and life safety systems to provide ADA accessibility improvements at both facilities. The Driggs project (State Project No. 151-0315) involves approximately 170 square feet of new construction on the southern building wall with site work and ADA accessibility improvements in the northern parking lot, while the Wilson project (State Project No. 151-0316) includes 225 square feet of new construction with concrete sidewalks and associated site improvements. Both projects require compliance with the 2021 International Building Code and Connecticut amendments, including seismic design per ASCE 7-16, fire-rated walls, sprinkler systems, and accessibility standards (ICC A117.1-2017), along with prevailing wage requirements per Connecticut General Statutes Section 31-53. A mandatory pre-bid conference will be held on March 9, 2026, at 9:00 a.m., commencing at Driggs Elementary School and continuing to Woodrow Wilson Elementary School, with on-time attendance and sign-in required for all bidders. Questions regarding bid documents must be submitted by March 12, 2026, at 2:00 p.m., with clarifications issued by March 18, 2026, at 2:00 p.m. Sealed bids must be received by March 25, 2026, at 11:30 a.m. at City Hall Building, 235 Grand Street, Waterbury, with bid security of ten percent of the total bid price required for projects of $50,000 or greater in the form of a certified check or bid bond. The contractor must complete all demolition work and site restoration by August 20, 2026, achieve substantial completion by December 15, 2026, and final completion by February 10, 2027.
This procurement is subject to Connecticut state set-aside requirements under Connecticut General Statutes Section 4a-60g, which mandate that a minimum of twenty-five percent of the state-funded contract value be awarded to DAS-certified small businesses and subcontractors, with an additional 6.25 percent set-aside for DAS-certified minority-, women-, and/or disabled-owned businesses. The City of Waterbury Good Jobs Ordinance (Chapter 34) requires that thirty percent of total worker hours be performed by Waterbury residents and establishes goals for apprentice employment, economically disadvantaged workers, minorities, and women. The selected contractor must furnish a one hundred percent performance bond and potentially a one hundred percent payment bond acceptable to the City and must coordinate with existing infrastructure including the Edwards Systems Technology EST2 fire alarm system and existing access control systems at both schools. The contractor must verify all existing conditions, coordinate utility locations via Call Before You Dig, and submit shop drawings for structural steel, reinforcing, and mechanical equipment prior to fabrication. All vendors are eligible to respond to this bid. Prospective bidders should contact Maureen McCauley, City of Waterbury, 235 Grand Street, Room 103, Waterbury, CT 06702, by telephone at 203-574-6748 or via email at mmccauley@waterburyct.org for additional information.
