About this file

This is an Addendum No. 1 to RFP 2027-10 issued by the Town of Darien, Connecticut on September 22, 2026, providing questions and answers clarifying the scope of professional services for a structural investigation of the bathhouse deck at Weed Beach. The RFP requests architectural and engineering services to assess the deck's structural condition, identify damage, and provide repair or replacement recommendations. The original proposals were due October 1, 2026 at 3:00 p.m. EDT, with vendor questions accepted through September 21, 2026 at 12:00 p.m. EDT. The Town will provide available original design drawings from 2011/2012 and documentation of emergency repairs completed in May 2026. No site visit or pre-bid meeting was scheduled. The investigation should address all aspects of the deck including footings, boards, joists, beams, connections, stairs, railings, and associated elements, but exclude the bathhouse building structure itself. Phase A deliverables must include detailed recommendations with conceptual plans, details, preliminary member sizing, material selections, and an opinion of probable construction cost, along with two public meetings with boards and commissions.

The consultant should retain and coordinate a contractor for selective removal of deck boards and temporary restoration work, with costs included in the Phase A fee. Destructive testing should be limited to preserve public access, with costs incorporated into the Phase A proposal. A comprehensive survey or measured existing conditions plan is not required. The Town recently completed an ADA audit; the consultant need only address deck-related ADA issues. The Town anticipates retaining the Phase A consultant for subsequent design, permitting, bidding, and construction administration services. Vendor pricing and payment terms are vendor-proposed, with no estimated contract value disclosed. The solicitation is open to all qualified vendors with experience in FEMA flood-zone compliance and substantial improvement requirements, reflecting the deck's coastal location and regulatory context. No incumbent is identified, and no set-asides or preferences are stated.

TOWN OF DARIEN

RFP 2027-10

PROFESSIONAL SERVICES FOR WEED BEACH BATHHOUSE DECK

DARIEN, CONNECTICUT

ADDENDUM NO. 1

September 22, 2026

The following shall be considered as part of RFP 2027-10.

I. GENERAL QUESTIONS/CLARIFICATIONS

1. Will the Town provide the selected consultant with the original 2011/2012 design drawings or other available information for the bathhouse and deck?

Ans: Yes. The Town will provide whatever relative material is available.

2. Can the Town provide documentation regarding prior repairs, including the emergency repairs completed in May 2026?

Ans: There is no significant detailed documentation regarding prior repairs. The

Town can provide whatever is relative to the May 2026 repair.

3. Is the consultant expected to include selective removal of deck boards or other finishes to expose concealed structural components? If so, should the consultant retain and coordinate a contractor for this work, or will the Town provide a contractor to perform the removals and temporary restoration?

Ans: It is anticipated that selective removal will be necessary. The consultant should retain a contractor for any removals and temporary restoration as needed.

4. Does the Town anticipate that the investigation will include destructive or nondestructive testing? If so, should the costs of such testing be included in the Phase

A fee or identified as optional services?

Ans: The Town anticipates some destructive testing will be necessary such as the removal of some boards. However, any destructive testing should be limited as much as possible as the facility must remain open to the public. The costs of such testing should be included in the Phase A fee.

5. Is a current survey or accurate base plan of the bathhouse and deck available? Is preparation of a survey or measured existing conditions plan expected as part of

Phase A?

Ans: The plan for the bathhouse and deck will be made available. A survey or measured existing conditions plan is NOT expected as part of Phase A.

6. Should the investigation address only the deck boards, joists, beams, and associated connections, or is the consultant also expected to dig up and evaluate the supporting foundations, piles, bathhouse structure, stairs, ramps, railings, and connections between the deck and building?

Ans: The investigation should address all aspects of the deck including any deck footings/foundation, deck boards, joists, beams, associated connections and any related stairs, railings etc. It is NOT to include the bathhouse building structure/foundation itself.

7. What level of design development is expected with the Phase A recommendations?

Should the deliverable include conceptual plans or details, preliminary member sizing, material selections, and an opinion of probable construction cost, or only a narrative recommendation?

Ans: The Phase A recommendation should include details such as those listed above, NOT just a narrative recommendation.

8. Should Phase A include a comprehensive ADA assessment of the deck and all associated accessible routes, ramps, stairs, doors, and transitions, or only identify

ADA issues directly affected by the proposed deck repair or replacement?

Ans: The Town recently underwent an ADA Audit which included this facility and building. The results of that audit will be shared which should identify current areas of concern and reduce/eliminate the need for an assessment. Issues related directly to the deck repair/replacement are to be addressed as part of this project.

9. How many meetings should be included in the Phase A fee, and will the selected consultant be expected to present its findings to Town staff, the Board of Selectmen, the Parks and Recreation Commission, or another public board?

Ans: The proposal should include the number of meetings the consultant feels is necessary to meet with staff. The number of staff meetings should be noted in the proposal. Two public meetings with Boards and Commissions should be included in the Phase A fee. Hourly rates for any additional meetings that may be necessary should also be included in the proposal.

10. Does the Town anticipate retaining the Phase A consultant for subsequent design, permitting, bidding, and construction-administration services, or will those services be procured separately?

Ans: The Town anticipates retaining the consultant selected for Phase A for the subsequent services.

11. How was the previously addressed damage first discovered in April, 2026?

Ans: The damage was initially noticed by spongy decking when walking on it. When the surface boards were removed, the extent of the damage was revealed.

12. Is there any documentation (drawings, photos, reports) available of the repairs implemented prior to April 2026?

Ans: No.

13. Was a comprehensive assessment completed after Superstorm Sandy? If so, is any documentation available?

Ans: No assessment was completed.

14. The RFP indicates that additional damage is presumed based on discoveries made during the previous repairs. Is there direct evidence elsewhere on the deck similar to what precipitated the previous repairs?

Ans: Yes

15. We anticipate that removal of several sections of decking will be required throughout the deck in order to complete a comprehensive assessment of the condition of the supporting structure. Is there town staff and/or a contractor on board that can remove decking as requested? If not, is it necessary for us to include such costs in our proposal?

Ans: The Town does not have staff or a contractor available for this work. The consultant will need to retain a contractor for this work, including the temporary repair of any decking removal. This cost should be included in the proposal.
