About this file
This is a Scope of Work document issued by the Massachusetts Bay Transportation Authority (MBTA) for RFP 118-26, a Mobile Video Surveillance System (MVSS) Maintenance Contract. The contract encompasses corrective and preventative maintenance services for MVSS components across the MBTA's rubber tire bus fleet, ferries, and rail vehicles, including Green Line Trolleys, Red Line, and Orange Line vehicles. Maintenance services cover cameras, camera shrouds, Network Video Recorders (NVRs), storage media, network components, monitors, cabling, mounting hardware, wireless communication components, power supplies, fuses, and all associated on-board MVSS components. The contract term is a three-year base period commencing upon issuance of a Notice to Proceed, with two optional one-year extension periods at the MBTA's sole discretion. Work will be performed at nine MBTA bus maintenance facilities, five light rail vehicle maintenance facilities, three Red Line heavy rail facilities, two Orange Line heavy rail facilities, and six ferry terminals. The contractor must maintain 24/7 availability through a dedicated Project Manager and Project Manager's Representative and respond to service calls overnight between 11 p.m. and 5 a.m. Monday through Friday, excluding specified holidays. Corrective maintenance shall be responded to within defined timeframes based on priority classifications: Level 1 (Standard), Level 2 (Elevated), and Level 3 (Critical).
Compensation is structured on a time-and-materials basis with separate contract items for routine and non-emergency maintenance services, UPS replacement services, MVSS equipment procurement, MBTA force account allowances, and contingency funds. Labor rates shall be quoted hourly for Project Manager, Field Technician, Network Technician, and Network Engineer positions, with a preset annual not-to-exceed labor hour cap established by the MBTA for contract administration. Project management services are invoiced as a monthly prorated lump-sum amount derived from an annual bid price. Material costs for spare parts and replacement equipment are reimbursed at actual cost plus a maximum five percent markup for procurement and handling, with only MBTA pre-approved materials eligible for reimbursement. The SR2753 fleet (Bus Nos. 3200-3359, totaling 160 vehicles) is subject to a separate third-party labor warranty performed by Minuteman through individual vehicle warranty end dates ranging from May 2027 through December 2027; during this period, the contractor supplies hardware only with no labor responsibility, response time obligations, or performance chargeback penalties. Upon warranty expiration, vehicles transition to full contractor maintenance responsibility. Performance-based chargebacks of $500 per vehicle per day apply for any vehicle remaining out of service beyond 24 hours due to causes within the contractor's control, with exclusions for MBTA-directed deferrals, vehicle unavailability, vandalism, and documented supply chain delays. All invoicing must reference ServiceNow ticket numbers and include detailed work documentation; invoices without properly completed ServiceNow tickets will be rejected.

A ServiceNow ticket may not be generated yet in that case and becomes the responsibility of the Maintenance Contractor to accurately documents on the ServiceNow platform.
J. If any of the calls described above cannot be cleared within two (2) hours of notification of incident, the Contractor shall submit a ServiceNow report to the Security and Emergency

3. Acts of vandalism or collision damage not related to MVSS workmanship
4. Supply chain delays documented and approved by the MBTA
E. ServiceNow as Source of Record: Out-of-service duration, root cause, and responsibility determinations shall be based on ServiceNow ticket data, timestamps, and Contractor documentation.
