About this file

This document is a design criteria guideline issued by MassDOT Security and Emergency Management (revised August 2024) establishing security system standards for Massachusetts Department of Transportation properties, the Massachusetts Bay Transportation Authority (MBTA), the Registry of Motor Vehicles (RMV), and MassDOT Aeronautics facilities. The criteria provide comprehensive specifications for the placement and implementation of Video Management/Monitoring Systems (VMMS) cameras integrated into the Genetec platform, Electronic Access Control Systems (EACS) including card readers and biometric readers, emergency intercoms and call boxes, and security fencing across all MassDOT-controlled properties. The document establishes mandatory device naming conventions requiring submission for approval at the 60% design phase, with names incorporating facility designation, location, camera orientation, device type, and sequential identification numbers. Specific camera placement requirements are detailed for building entrances and egresses, communication and server rooms, MBTA platforms and stations (including four cameras for Single Person Train Operation viewing), transit fare gates, RMV transaction and secure areas, airport perimeters and runways, and highway infrastructure facilities.

Electronic access control systems must monitor all secured doors and are required at unmanned facility entrances, communication and electrical rooms, airport perimeter gates, and RMV cash handling areas. Emergency intercom systems must be placed in elevator lobbies and cabs, MBTA platforms with blue light stanchions per NFPA 130 standards, transit station lobbies, ferry terminals, and secure motorized gate areas. Security fencing requirements mandate climb and cut-resistant chain link construction with minimum heights of 9 feet for MBTA right-of-way properties and 6 feet for non-right-of-way properties. The document includes standardized abbreviations for device types (CAM, CDR, SPTOMON, ECB) and MBTA transit lines (RL, OL, BL, GL, CR, FR), along with directional designations (NB, SB, EB, WB) to ensure consistency across all MassDOT security system designs.

Appendix G - MassDOT Security System Design Criteria

The purpose of this document is to guide the security design criteria for the MassDOT Security and Emergency Management department. This document will specifically focus on placing Video Management/Monitoring Systems (VMMS) Cameras, Electronic Access Control Systems (EACS), Emergency intercoms and fencing on MassDOT property. Any MassDOT project, including security devices, is subject to review by the MassDOT Security and Emergency Management department.

Video Management Monitoring Systems (VMMS) Surveillance Cameras are an important tool for security that allows for monitoring individuals, vehicles, critical infrastructure, and equipment. MassDOT Security Cameras may use various communication methods to send video feeds back to the MassDOT Security Operations Center (SOC), MBTA Operations Control Center (OCC), and the MassDOT Highway Operations Center (HOC). Cameras are integrated into the Genetec Video Monitoring System. Critical infrastructure areas and public spaces should be prioritized when deciding on camera placement.
