About this file

This is a bidder pricing response form for RFP 118-26, the MVSS Bus Maintenance Contract issued by the Massachusetts Bay Transportation Authority (MBTA). The contract encompasses five primary line items: Corrective Maintenance and Project Management/Administration, UPS Replacement Services, Inventory Allowance, MBTA Force Account, and Contingency. Contract Item 1 requires technicians (1,750 yearly hours), network engineers (100 yearly hours), and network technicians (100 yearly hours), plus project management services on a lump-sum annual basis across a three-year base contract period. Contract Item 2 covers UPS replacement services with technician and engineer labor across the same three-year base period at reduced hours for option years. Contract Item 3 specifies an inventory allowance consisting of camera equipment (fixed, forward-facing, and 360-degree IP cameras), camera accessories (mounts and shrouds), networking equipment (cellular gateways, network video recorders, switches, and antennas), LCD monitors, bus video signs, and miscellaneous items with identical quantities repeating across each contract year. The contract includes two one-year option periods following the three-year base term. Contract Item 4 represents an MBTA Force Account allocation for three years in the base period, declining to one year for each option period, while Contract Item 5 establishes a 15 percent contingency allowance across all contract periods.

Bidders are required to submit firm fixed costs for all line items, with pricing inclusive of prevailing wages, tooling, equipment, transportation, duties, and all ancillary charges. The MBTA explicitly reserves the right to reject any bid containing blank pricing entries for individual items. The contract allows the MBTA flexibility to increase or decrease quantities as necessary without unit price adjustment, provided total adjustments do not exceed 125 percent of the aggregate bid amount. All pricing must reflect strict compliance with specifications and requirements as outlined in the solicitation documents, and bidders must complete every individual item field on the pricing form to be considered responsive.
