About this file

This is a revised proposal form for Addendum 1 issued by Greenville County, South Carolina for the construction of Unit 4 Cell 5 Earthwork at Twin Chimneys Landfill, a municipal solid waste facility. The project involves excavation of approximately 185,000 cubic yards of material (miscellaneous soil, clay, and rock) and placement of structural fill across 12.5 acres. Major work items include bonds and insurance, construction quality control, survey and control, crushing and hauling existing surface rock (300 cubic yards), clearing and grubbing (1.3 acres), erosion and sediment control, excavation of miscellaneous soil (167,000 cubic yards), clay (10,000 cubic yards), and rock (8,000 cubic yards), structural fill placement (7,500 cubic yards), temporary sediment basin decommissioning, access road installation with geotextile (4,750 square yards) and stone (3,100 tons), erosion control matting (3,000 square yards), and seeding (12 acres). The non-mandatory pre-proposal meeting was scheduled for January 14, 2026 at 10:30 AM, with questions due by January 19, 2026 at 5:00 PM, and proposals due electronically by February 9, 2026 at 3:00 PM. Contract award is anticipated for February 20, 2026, with contract negotiations between February 20 and March 16, 2026, and a targeted Notice to Proceed on March 16, 2026. The project has a substantial completion timeline of 150 days with liquidated damages of approximately $1,000 per day for substantial completion and $500 per day for final completion.

Pricing is based on a combination of lump sum and unit price items, with proposers responsible for independently verifying quantities rather than relying on engineer estimates. For lump sum items modified during construction, the adjustment methodology involves dividing the lump sum bid by the engineer's estimated quantity to establish a unit price. A Bid Bond equal to 5 percent of the bid price and Performance and Payment Bonds equal to the total bid price are required within 15 working days of award. Insurance requirements include $1,000,000 General Liability per occurrence, $1,000,000 Automobile Liability, Statutory Worker's Compensation, $1,000,000 Umbrella/Excess Liability, and $1,000,000 Professional Errors and Omissions, with Greenville County named as an additional insured. Evaluation criteria are equally weighted at 20 percent each and include responsiveness to the RFP, proposed project schedule, similar project experience (requiring at least two completed similar projects within the last five years), cost, and equipment specifications. No specific set-asides or restrictions for disadvantaged enterprises are designated. Proposers must provide unit prices consistent with typical industry norms and justify any prices appearing inconsistent with similar work, with failure to do so potentially rendering the proposal non-responsive.

HDR Project No. 10404585 Greenville County February 2026 Twin Chimneys MSW Unit 4 Cell 5 Landfill Earthwork Issued For Proposals

PROPOSAL FORM

00 42 13 - 1 Addendum 1

SECTION 00 42 13

PROPOSAL FORM

PROJECT IDENTIFICATION: Twin Chimneys Landfill MSW Unit 4 Cell 5 Earthwork

THIS PROPOSAL IS SUBMITTED TO: Mr. Robert Brewer, Director, Procurement Services Division, Greenville County, hereinafter referred to as OWNER.

1. PROPOSAL PRICE

A. The Base Proposal Schedule in the following section outlines all major components of the Work required to complete the project as specified.

B. The Proposer is directed to the Base Proposal Schedule and Measurement and Basis for Payment for a narrative description of each item in the Base Proposal Schedule.

C. The quantities outlined below represent an approximation as estimated by the Engineer. All quantities depicted in the Base Proposal Schedule, represent in-place, constructed quantities (as constructed in the proposed Work). The Proposer is responsible for verifying quantities for bidding. Engineer’s estimated quantities are provided for informational purposes only and are not to be relied upon as the sole basis for the Proposal.

D. Lump sum line items will constitute the total payment for the Work.

E. Unit price items will be measured and payment will be for the actual quantity.

In the event the Owner desires to modify the quantity (reduce or increase) of work for one or more lump sum Proposal Schedule line items during construction, the general basis for establishing the corresponding change in contract price will be to divide the lump sum bid price by the Engineer’s estimated quantity, thereby yielding a unit price by which to modify the line item total price. Other methods for price adjustment may be considered at the Owner’s and Engineer’s discretion.

CRUSH AND HAUL EXISTING SURFACE ROCK: This Work shall consist of furnishing all labor, materials, equipment, and appurtenances necessary to relocate exposed surface rock piles located west of Cell 5, within the grading limits, to the designated rock stockpile area at the cell tower (14G-01). The rock is not required to be reduced to a specific size;

however, it is assumed that hydraulic hammers will be used as necessary to break the rock into manageable sizes for loading and hauling. Payment shall be made on a unit price basis, based on an agreed-upon truck volume and verified truck counts

5. CLEARING & GRUBBING: This Work shall consist of furnishing all necessary materials, equipment, labor, and appurtenances necessary to clear and grub the trees and vegetation in the area indicated on the drawings. Material to be stockpiled in the area shown on the drawings. Payment for this item shall be made on a lump sum basis.

MISCELLANEOUS SOIL: This Work shall consist of furnishing all labor, materials, equipment, and appurtenances necessary to excavate material within Cell 5 that is not classified as clay or rock, haul the material, and stockpile it in Unit 7. The Contractor shall make reasonable efforts to remove rocks larger than approximately 8 inches to 12 inches encountered during excavation prior to hauling material to the Unit 7 stockpile.

The Contractor may use a trommel screen for this purpose at no additional cost to the Owner. Removed rock may be used by the Contractor for construction of the access road to Unit 7. Compaction of the stockpiled material is not required; however, final slopes shall be tracked. All remaining rock not used for the access road shall be hauled to the designated rock stockpile area. Payment shall be made on a unit price basis, with quantities measured by comparison of the stockpile area
