RFP Amendment #1 for Technical, Management, and Training Services for the Tennessee Emergency Communications Board
This amendment document updates RFP #33501-265001 issued by the Tennessee Department of Commerce and Insurance, Tennessee Emergency Communications Board (TECB), for technical, management, and training services supporting Geographic Information System (GIS) operations across the state's 100 Emergency Communications Districts. The RFP seeks a contractor to manage and maintain the NG911 spatial interface, provide technical support and training to local ECDs and PSAPs, coordinate with the state's NGCS provider (Intrado), and support GIS standards development. The amendment updates the RFP schedule of events with key dates including: disability accommodation request deadline of January 9, 2026; pre-response conference on January 12, 2026 (virtual); notice of intent to respond deadline of January 13, 2026; written questions deadline of January 20, 2026; response deadline of February 18, 2026; oral presentations scheduled for March 10-11, 2026 (virtual); state opening and scoring of cost proposals on March 24, 2026; notice of intent to award on April 6, 2026; and contractor signature deadline of April 17, 2026. The contract term runs from August 16, 2026, through August 15, 2029, with two optional 12-month renewal periods available at the state's discretion, not to exceed 60 months total. The amendment also provides official state responses to 11 questions and comments clarifying requirements regarding Esri tool usage, open standards solutions, proprietary software restrictions, and integration patterns with the NGCS provider.
The maximum contract liability is estimated between $1,200,000 and $2,000,000 for the entire contract period. Cost proposals are structured on a monthly rate for GIS Data Management Services and hourly rates for Administrative Support, Project Manager Support, and Technical Support services. The RFP requires respondents to be Esri Gold or Platinum Partners and mandates that solutions utilize only Esri tools and formats (SDE, File Geodatabase, Shapefile) with open standards-based customizations whose source code is available to the State. No specific set-asides for disadvantaged enterprises are designated. The state responses clarify that while ArcGIS Pro and ArcGIS Enterprise may be adopted as Esri transitions away from legacy tools, all custom code must be delivered under source-available licenses; Esri Data Reviewer rules and equivalent open rulesets are acceptable; SaaS solutions are permissible if they expose open standards APIs and maintain data in Esri formats; and the contractor shall account for growth in data volume, concurrent users, and SDPI/SMI capability expansion. All responses to written questions were released February 2, 2026, and the amendment became effective upon release.

QUESTION / COMMENT STATE RESPONSE
1. How will the State measure “remain current with Esri minor and major releases” if the expected baseline in this solicitation is ArcGIS Server / ArcMap (Desktop), given Esri’s current strategic emphasis on ArcGIS Enterprise (Server as a role) and ArcGIS Pro for desktop authoring (sunset on ArcMap in 2026)? Is there any exception for bidders who use the current tools vs. the legacy Esri capabilities assuming the user experience isn’t negatively impacted?
The quoted language “remain current with Esri minor and major releases” is f rom the introduction narrative in Section 1.1.1 of the RFP and not part Section A. Scope of the Pro Forma contract. The State evaluates prospective vendors on their responses to the RFP and the awarded vendor’s performance will be measured against the Scope as agreed to in the Contract.
However, per the Scope of the Pro Forma section A.4 and A.5, the State expects the Contractor’s solution to comply with nationally accepted standards, requirements, and recommendations applicable to NG911 SI and GIS data models and the Contractor must upgrade the solution to maintain compliance with industry standards. If standards, requirements and recommendations dictate or necessitate transitioning f rom ArcGIS Server/ArcMap to ArcGIS Enterprise/Pro, then the State will expect that to be performed.
The State’s expectation will be for the Contractor’s solution to utilize both current and legacy ESRI tools to fulfill the scope of services needed by the State and 100 ECDs across Tennessee.
2. The RFP asks for a solution “scripted with Esri tools” that is “not a proprietary software stack,” while also requiring Esri only- formats (SDE, File GDB, Shapefile) and operation
The State and the majority of ECDs utilize the Esri platform. The State will not introduce other proprietary sof tware systems, licensed or SaaS, to the current Esri environment.

“within the Esri environment.”
How does the State reconcile Esri’s proprietary formats/licensing with the request for a non-proprietary stack? What is TECB’s working definition of “open standards solution” in this context (e.g., source-available scripts, published APIs, data exportability)?
A.2.p of the Pro Forma contract def ines “Open standards solution”:
Open standards solution refers to any customization of the existing tools whose source code can be made available for the State to access and modify.
3. What constitutes disallowed “proprietary”? For example, are SaaS solutions that fulfill all the capabilities required and delivered through a web-based portal or via an Esri ArcGIS Pro add-in but are delivered using proprietary technology in the back-end categorically excluded even when they expose open standards/APIs and keep data in Esri formats?
Disallowed proprietary would be non- Esri tools and non-open standards solutions. However, the State is open to SaaS solutions that fulf ill all the capabilities required and delivered through a web-based portal or via an Esri ArcGIS Pro add-in but are delivered using proprietary technology in the back end categorically so long as they expose open standards/APIs and output data is kept in Esri type format.
4. Are Esri extensions (e.g., Data Reviewer, Workflow Manager/Atelier) considered “proprietary stack” if licensed through Esri?
No.
5. The Pro Forma Contract defines OSS (Open Standards Solution) as customizations “whose source code can be made available for the State to access and modify.” Please confirm whether all custom code (ETL, QC checks, publishing scripts, add-ins, web widgets) must be delivered under a source-available license to the State, and whether third-party open-source libraries are acceptable
Yes, all custom code must be delivered under a source-available license to the State.
Yes, third-party open-source libraries are acceptable.
6. The scope requires managing the SI, performing QC, generating error reports, and uploading to the NGCS provider (Intrado EGDMS referenced in Section C.12).
Which integration patterns are required (e.g., feature service ingestion, file drops, API endpoints), and will TECB accept automated, standards-based middleware if the source is delivered to the State?
The workf low per the State’s current NGCS provider (Intrado) is a f ile geodatabase submission f rom the SI to the NGCS (f ile push). The State does not anticipate any change in this workf low.
Yes, if the “automated, standards-based middleware” is entirely within the Esri sof tware stack and/or an OSS, and the output is in an Esri format.
7. What error tolerance/quality thresholds (match rates, The State expects respondents to follow the GIS DATA STANDARDS

COMMUNICATIONS DISTRICTS OF
TENNESSEE v7.3.5 and to work with the ESInet provider throughout the project to determine best practices for Tennessee.
Yes, Esri Data Reviewer rules or equivalent, open rulesets acceptable if delivered as source.
8. The RFP says, “shall allow all ECDs and PSAPs to continue to use their current suite of GIS software and shall not require adoption of additional software.” Please confirm whether ArcGIS Pro (in addition to ArcMap/Desktop) is in scope today and whether vendors may recommend (not require) Pro-based workflows for sustainability.
Yes, ArcGIS Pro (in addition to ArcMap/Desktop) is in scope today and vendors may recommend (not require) Pro based workf lows for sustainability.
9. What performance, availability, or latency expectations does the State have for the SI once it functions as an SDPI/SMI, particularly if downstream systems beyond ECRF/LVF begin to consume the data?
The State is seeking respondents’ creative solutions to meet State and national standards and providing Tennessee with a best-in-class solution.
10. Should Respondents account for increased data volume, frequency of updates, or concurrent users as SDPI/SMI capabilities expand, and are there projected growth targets the State can share?
The State expects the Respondent to account for growth as it applies to their implementation. The State is seeking respondents’ creative solutions to meet State and national standards and providing Tennessee with a best-in-class solution.
11. Does the State anticipate that SDPI/SMI functionality will require changes to the underlying Esri architecture (e.g., additional portals, data stores, environments, or service tiers), and if so, how will those changes be funded and scheduled?
The State expects Respondent to advise the State on any current or future necessary changes to the underlying Esri architecture, including any associated scheduling and funding hurdles for the State to address.
3. RFP Amendment Effective Date. The revisions set forth herein shall be effective upon release. All other terms and conditions of this RFP not expressly amended herein shall remain in full force and ef fect.

1. INTRODUCTION
The State of Tennessee, Department of Commerce and Insurance, Tennessee Emergency Communications Board, hereinafter referred to as “the State,” issues this Request for Proposals (RFP) to def ine minimum contract requirements; solicit responses; detail response requirements; and outline the State’s process for evaluating responses and selecting a contractor to provide the needed goods or services.
Through this RFP, the State seeks to procure necessary goods or services at the most favorable, competitive prices and to give ALL qualified respondents an opportunity to do business with the state as contractors, subcontractors or suppliers.
1.1. Statement of Procurement Purpose
The Tennessee Emergency Communications Board (“TECB”) is a nine (9) member board administratively attached to the Tennessee Department of Commerce and Insurance. The TECB is responsible for assisting each of the one hundred (100) emergency communications districts (ECDs) with management, operations, and accountability. The TECB also assist the ECDs with establishing emergency communications for all of the State’s residents and visitors; this includes providing the network and call-routing inf rastructure that supports the delivery of requests for 911 assistance to each of the public safety answering points (PSAPs) within the ECDs.
With the introduction of Next Generation 911 (NG911) services in 2011, geographic information system (GIS) support has become important to the successful maintenance of the statewide GIS data. The State and local PSAPs have invested countless hours into establishing data standards and working to improve match rates in anticipation of geospatial routing. Local efforts have led to 84% of the State’s 911 authorities achieving a 97% or better match rate between their site/structure address point (SSAP) dataset and legacy automatic location identification (ALI) data, with 74% achieving a 97% or higher road centerline (RCL) match. With over half of the districts achieving a combined 97% match rate, the State’s overall match rate is 90%.
Through this procurement, the State seeks to continue its successful statewide GIS efforts and desires to achieve the following goals:
• Manage and maintain the NG911 spatial interface (SI) for the State;
• Provide exceptional support for the local ECDs and PSAPs with training, boundary and address layer creation and maintenance, jurisdictional coordination, troubleshooting, standards interpretation, and local GIS matters;
• Interface with and facilitate coordination between the ECDs, State, and the State’s Next Generation Core Services (NGCS) provider; and
• Support the advancement of statewide GIS standards development.
The State is seeking a solution scripted with Environmental Systems Research Institute (Esri) tools that provides the desired services via an open software stack and not a proprietary software stack. The State believes that all required functionality exists within the Esri ArcGIS Server and Desktop toolsets and therefore is only seeking solutions utilizing these tools. Solutions shall not be proprietary or run external to the Esri environment. All solutions shall remain current with Esri minor and major software releases unless native tools are retired f rom use by Esri or offered under separate license as an extension. All solutions shall allow all ECDs and PSAPs to continue to use their current suite of GIS software and shall not require the adoption of additional software by the ECDs and PSAPs. Proposed solutions shall interact with the GIS data f rom the ECDs and PSAPs in an Esri f ile format (SDE, File Geodatabase, Shapefile) only. GIS data shall not be imported into any proprietary format prior to being delivered to the NGCS provider.
1.1.2. The Maximum Liability for the RFQ’s resulting contract is estimated to between one million two hundred thousand dollars ($1,200,000) and two million dollars ($2,000,000).
1.2. Scope of Service, Contract Period, & Required Terms and Conditions
The RFP Attachment 6.6., Pro Forma Contract details the State’s requirements:
Scope of Services and Deliverables (Section A);
