SILT PUMPING PLANT MODERNIZATION
SILT PROJECT, COLORADO
SOLICITATION NO. R16PS00121
AMENDMENT #3 QUESTIONS AND ANSWERS
Specification 35 22 15/2.01/A - Understanding that the initial conditions are 300 PSI in the accumulator and the oil level at 50% while all control valves are closed. What Conditions are to cause the HPU hydraulic pumps to turn on and off and what conditions are to cause the HPU Air compressors to turn on and off? Is this to be totally automated?
Response: See Specification 352215 and Drawing 514-D-60014 for the performance requirements and conditions that turn the hydraulic pumps and air compressor on and off. The operation of the hydraulically actuated ball valves is to be automatic meeting the operating times given in Drawing 514-D-60014.
Specification 35 22 15/3.02/F/(2-4): 1. Are the Open and Close pushbutton commands that are included with the remote pushbutton station to be duplicated and integral with the HPU? Is there a ladder logic diagram for the HPU? 2. The Panel is specified to include a “HPU, OFF, Valve” selector switch. Please confirm the desired valve position when the selector switch is moved to HPU or OFF mode.
Response:
1. The open and close pushbutton commands that are included with the remote discharge valve pushbutton station are not to be a duplicate of the HPU,
2. There is not a ladder logic diagram for the HPU.
3. The ball valve position is not specified when the HPU selector switch is moved to HPU or OFF.
Specification 35 22 14/2.01/G 8-Inch Pilot-Operated Pressure Sustaining Check Valve. This spec indicates class 150 rating and operating pressure. Towards the end of the spec (Item 9), the spec indicates that the valve shall automatically sustain pressure upstream of the valve to up to 250 PSI. Please confirm the pressure sustaining set point.
Response: The 250 psi value in 2.01.G.1.m.9 is incorrect. The correct value is 150 psi. The revised specification section is included in this amendment.
Plan Sheets 514-D-60019 & 514-D-60014: 1. The Ball Valve Pushbutton Station on sheet 514-D-60019 references two additional solenoids “SVC-1 and FWV-1 four way solenoid valve”. But the Hydraulic Power Unit diagram on 514-D-60014 indicates only one 4 way solenoid per each cylinder “SVO-4 whish is energized to command the valve to open, and de-energized/spring return to command the valve to close. Please clarify what is the function of the other two solenoids and where they are located.
Response: Drawing 514-D-60019 incorrectly shows three (3) solenoid valves for control of the hydraulically operated valves. A drawing revision will be issued prior to construction showing the required number of solenoid valves.
Plan sheets 514-D-60017 and 514-D-60018: 1. In reviewing the ladder logic on, it appears that all pumps are to be manually started and stopped with no remote control or modulating functions. Please confirm if this interpretation is correct?
Response: Pumps are to be manually controlled. No automation is required.
Plan Sheet 514-D-60009: The 8” Combination Pressure Sustaining and Check Valve on drawing 514-D- 60009 shows an angle style valve, installed with its shaft horizontal. The optimal installation for hydraulic control valves is to have the shaft vertical. This may be achieved by changing the valve to a
Globe Style with the flanges concentric to each other and move it to the straight section of the bypass piping, and adding an elbow to connect back to the main line. Will this approach be acceptable?
Response: The valve is an angle pattern valve with a horizontal stem orientation. The design as shown was chosen to allow installation in a compact space. A globe valve pattern was considered during the design process and the laying length available was considered insufficient for this style of valve. Since the valve will function without compromise with the orientation as shown, the requested change will not be considered at this time.
Solicitation No. R16PS00121 Section B.2: Has the government confirmed that the existing motors can meet the "warranted characteristics" as listed on page 8 of solicitation section B.2?
Response: No, the “Overall Efficiencies” listed on page 8 of Solicitation No. R16PS00121 Section B.2 are for the pumps only and do not include the motor efficiencies. See Specification Section 33 12 73 for the required pump efficiencies. The existing motors are to be refurbished in accordance with Specification Section 26 40 40.
Can the proposal be submitted electronically with hard copies delivered within 48 hours?
Response: All formats of proposals, electronic and hard copies, are due by JULY 27, at 1700 HOURS.
Will the government furnish a geotechnical report?
Response: A geotechnical report is not available. Informational Drawing No 514-D-131 shows the locations of the original drill holes and informational Drawing No.s 514-D-190 and 191 contains logs of the exploration.
Per the 1442 form item 11 project must be complete within 300 days of NTP. The continuation sheet of the 1442 form states that the period of performance is 9/01/2016 to 4/09/2018. Can you clarify the actual time for performance?
Response: In the SF-1442 of the solicitation, box 11 states that the Contractor has 300 calendar days after receiving the notice to proceed to complete performance. The 300 calendar days is removed and replaced with a project completion date of April 9, 2018.
How long will it take Silt to do the initial dewatering, remove trash rack, and replace trash rack?
Response: Offerors can assume 2 days for removal of trashrack and dewatering, one day to replace.
Will a new transformer be installed? If so, when will it be complete?
Response: The transformer replacement is not part of this contract.
It is our assumption that the electrical transformer will be outside our scope. Is this assumption correct?
Response: Correct
We noticed that the electrical drawings are not stamped. Do you want contractor to be responsible validate/stamp the drawings?
Reclamation engineers are not required to stamp drawings for the features on Reclamation facilities. The specifications will indicate if the contractor is required to design a feature and stamp a drawing.
Drawing 514-D-60029 – SCADA SYSTEM OVERVIEW; Note 1 states the following: “Vacuum System PLC is provided and programed by Manufacturer. Contractor must provide software interface between controllers.” However, there is not a specification for the Vacuum System PLC nor is it on the drawings. Can you please provide a specification and drawing for the Vacuum System PLC?
Response: No, the specification and drawing cannot be provided because the PLC in question will depend on the manufacturer of the vacuum system.
Is the Vacuum System PLC currently using an Ethernet port for communication?
Response: No
Per specification, the work is in Garfield County but Davis Bacon labor rates that is posted under the file name "Attachment_4_-_Construction_Wage.pdf" does not capture the Garfield County.
Response: Correct, a revised wage determination is attached.
Can the time frame for "Past Performance" projects be extended from 3 years to 8 years?
Response: This was an error. The requirement in L.12, Factor 2, Past Performance on related or similar contracts and subcontracts has been changed to ten (10) years. The solicitation provision is changed and is included in this amendment as an attachment.
