TECHNICAL PROPOSAL INSTRUCTIONS – BUREAU OF

RECLAMATION

APRIL 2001

(a) General. The technical proposal shall be identified as Volume II of the offeror's proposal and shall be an orderly, specific, and complete document in every detail. It should be presented in a manner which allows it to “stand alone” without the need to reference other documents. It should convincingly describe the capability of the offeror's organization to participate in this project and effectively demonstrate a thorough understanding of the work statement contained in Section C of this solicitation. The proposal shall be organized and written so that it can be easily read and meaningfully evaluated by Reclamation personnel from a variety of different functional and technical disciplines. It should be a coherent document free of internal inconsistencies as well as inconsistencies with other volumes of the proposal.

(b) Use and Disclosure of Proposal Information. In accordance with the Use and Disclosure of Proposal Information -- Department of the Interior provision of this solicitation, offerors shall mark trade secret or confidential commercial or financial information contained in the proposal with the restrictive legends specified. The offeror shall also clearly and separately mark all proprietary information (as defined in FAR 3.104-3) contained in the proposal with the restrictive legend “Proprietary Information.”

(c) Format and Content. Technical proposals shall NOT exceed twenty five (25) pages. The 25 pages do not include cover pages, table of contents, tabs, glossaries, resumes, drawings, diagrams, and organizational charts. To assist in the uniform evaluation of proposals, the following format shall be utilized in preparing the technical proposal:

(1) Table of Contents. The Table of Contents shall list all sections of the technical proposal. Any future amendments, additions, and/or revisions to the proposal shall be included in an updated Table of Contents;

(2) Index. The index shall cross reference the work statement to the terms of the proposal and indicate how the proposal conforms to the evaluation factors contained in PART IV, Section M;

(3) Enclosures. The enclosures shall include a list of any tables, drawings, charts, and any other enclosures which further describe or support the technical proposal.

(4) Executive summary. The Executive Summary shall include a brief discussion of how the required work will be performed and important highlights of the proposal.

(5) Technical Information. The discussion of the technical approach shall:

(i) Contain detailed explanations of proposed approaches to performing and accomplishing the work, including preliminary design and other information indicating configuration and functions of components as applicable, and a specific outline of the actual tasks proposed to be performed in order to complete the work. Repeating the work statement without elaborating on the specific tasks to be performed is unacceptable;

(ii) Contain a specific statement of any problems or major difficulties anticipated in performing or accomplishing the work, an evaluation of the various methods considered for resolution of the problems/difficulties, substantiation of the method(s) selected, principles or techniques which are proposed to solve the problem, and the degree of success expected;

(iii) Include specific statements of any interpretations, deviations, and exceptions to the work statement, specifications, or other solicitation requirements (unless alternate proposals are permitted by the General Proposal Instructions -- Bureau of Reclamation provision of this solicitation, offerors are cautioned that deviations and exceptions to the solicitation requirements may be detrimental to the evaluation of a proposal);

(iv) In accordance with the work statement, include a proposed project plan which divides the work into severable tasks or phases which indicates for each task or phase the work to be accomplished, start/completion schedule, milestone chart, and labor hours by labor category including the basis for the hour estimates;

(v) Include a discussion of the method(s) and resources to be used in timely preparation and transmittal of reports and submittals required by the solicitation;

(vi) Include an estimate of the extent of anticipated subcontracting together with a list of items or work to be subcontracted; and

(vii) Address each of the factors listed in the Technical Evaluation Criteria in Section M of this solicitation.

(6) Technical Factors. The proposal shall include information on the following technical factors:

1. TECHNICAL

A. TECHNICAL APPROACH

In narrative form, succinctly explain the strategies and details for accomplishing the following items of work listed below. Provide name, address, qualifications and experience of manufacturing companies and/or subcontractors that will perform these work items. The work items to be addressed in the Technical Approach must include:

(a) Removing, refurbishing, testing and reinstalling each of the existing motors. Include the number of existing motors that the company is capable and committed to refurbishing at the same time.

(b) Manufacturing, testing and installing each new pumping unit and suction pipe.

(c) Decommissioning existing electrical equipment and installing new electrical equipment that is critical to the operation of the pumping units.

B. CONSTRUCTION SCHEDULE:

The construction schedule shall be presented in a bar chart and show the each of the Principal Components of Work listed in Specifications Section 01 11 00 that are on the project’s critical path or have a duration lasting more than 5 days. The bar chart also shall clearly include the above work items listed in Technical Approach and show anticipated sequence for removing, manufacturing, refurbishing and reinstallation of each pumping units and motor.

Provide durations with anticipated start and finish dates. Allow time for required submittals and Government approvals. Show adequate detail to portray the offeror’s understanding of the project. The schedule shall be consistent with information provided in the Technical Approach.

C. PROJECT TEAM COMPOSITION

Proposals must include complete and detailed resumes for Key Personnel labor categories set forth in section H.2:

(i) Onsite Project Superintendent

(ii) Mechanical Equipment Supervisor

The resumes shall be limited to three (3) pages. The resumes shall be completed using attachment 7, from section J.

Proposed Project Team Members shall have the capabilities to perform the work in accordance with the requirements of the Specifications and at a minimum, demonstrate the following personnel qualifications.

MINIMUM PERSONNEL QUALIFICATIONS

ONSITE PROJECT SUPERINTENDENT:

(a) Duties: Serves as the contractor’s overall superintendent for contract performance and shall be the contractor’s authorized point of contact with the Government’s Contracting Officer (CO) and the Contracting Officer Representative (COR). Serves as the contractor interface with Government onsite management personnel.

Responsible for managing contract performance, formulating and enforcing work standards, reviewing the overall work and associated work discrepancies, assessing the contractor schedules, and communicating policies, purposes, and goals of the organization to subordinates.

(b) Qualifications: A minimum of seven (7) years of relevant experience is required for this position. Three (3) must be specialized experience. The remainder may be specialized or general experience:

(c) Specialized Experience: A minimum five (5) years of experience is required on projects of similar complexity and magnitude with experience in start-up, construction and completion of the project(s). Experience must include providing guidance and direction to subordinates and subcontractors covering multi-disciplines and overall management control of funds and resources to achieve a successful outcome. This specialized experience shall be in the construction of new pumping plants and/or retrofitting of mechanical equipment in existing pumping plants and/or water/wastewater treatment plants with project complexity.

(d) General Experience: A minimum four (4) years of experience of progressively more responsible mechanical equipment installation and construction experience.

Note: Specialized and general experience may not have been gained concurrently.

Education: A minimum Bachelor’s degree in the field of Engineering, Mathematics, Construction Management, or other related scientific or technical discipline. In lieu of education – five (5) or more years of applicable mechanical equipment installation and construction experience is acceptable.

Communication: Must be fluent in English, conduct business in a professional manner, and have a reputation of being cooperative and compatible with others.

MECHANICAL EQUIPMENT SUPERVISOR(S):

(a) Duties: Working under the direction of the Onsite Project Superintendent, serves as the supervisor(s) for installing pumping units and associated motors. Supervisor is responsible for overseeing and directing the mechanical equipment installation activities according to specification requirements and applicable safety regulations. Oversees the operation for quality control and makes necessary adjustments as needed to maintain high quality installation procedures.

(a) Specialized Experience: Supervising mechanical installation on a minimum of 5 projects that consisted of pumping units and motors that are comparable to those required in this contract.

D. RATINGS

The following adjectival definitions will be used in evaluating Technical Factors:

EXCEPTIONAL: The proposal is very comprehensive, in-depth, clear and uniformly outstanding in quality.

Consistently high quality performance can be expected. The proposal, as written, exceeds requirements and demonstrates an exceptional understanding of goals and objectives of the acquisition. One or more major strengths exist. No significant weaknesses exist.

ACCEPTABLE: The proposal meets all minimum requirements and generally is of high quality. Proposal demonstrates an acceptable understanding of goals and objectives of the acquisition. There may be both strengths and weaknesses, but the strengths outweigh the weaknesses. Deficiencies are minor and easily corrected. Proposal is acceptable as written. Satisfactory performance can be expected.

NEUTRAL: Use this rating for the past performance factor only. Offeror(s) does not have a record of relevant past performance or information regarding past performance is not available.

MARGINAL: The proposal fails to meet minimum requirements. Proposal demonstrates a fair understanding of the goals and objectives of the acquisition. Weaknesses outbalance any strengths that exist. Weaknesses will be difficult to correct and would require negotiations.

UNACCEPTABLE: The proposal fails to meet minimum requirements. Proposal fails to meet an understanding of the goals and objectives of the acquisition. The proposal has one or more significant weaknesses that will be very difficult or impossible to correct. Major proposal revision(s) are required for minimum acceptability.

2. PAST PERFORMANCE

1) Offeror shall describe its past performance on related or similar federal, state, and local Government and private contracts and subcontracts it has held within the last ten (10) years and all contracts and subcontracts currently in progress that are relevant and similar in scope, magnitude, and complexity to that which is detailed in the RFP.

For each project, include as a minimum:

(a) Name, location, and description of projects.

(b) Name, address, and telephone number of client

(c) Initial contract amount and final contract amount

(d) Original completion date and final completion date of project, including explanations of any time extensions granted.

(e) Any problems encountered in performance of the work and corrective action(s) taken.

(f) Name(s) and telephone number(s) of references from the Government agency or customer who may be contacted for further information.

2) The following adjectival definitions will be used in evaluating Past Performance:

NEUTRAL (N) No relevant past performance available for evaluation. Offeror has asserted that is has no relevant directly related or similar past performance experience. Proposal receives no merit or demerit for this factor.

OUTSTANDING (O) No risk anticipated with delivery of quality product, on time, or of any degradation of performance or lack of customer satisfaction (or cost growth if applicable) based upon offeror’s past performance.

BETTER (B) Very little risk anticipated with delivery of quality product, on time, or of degradation of performance or lack of customer satisfaction (or cost growth if applicable) based upon the offeror’s past performance.

SATISFACTORY (S) Some potential risk anticipated with delivery of quality product, on time, and of degradation of lack of customer satisfaction (or cost growth if applicable) based upon the offeror’s past performance.

MARGINAL (M) Significant potential risk anticipated with delivery of quality product, on time, and of degradation of performance based upon the offeror’s past performance. (A rating of “Marginal” does not by itself make the proposal ineligible for award.)
