About this file
This document is a Question and Answer (Q&A) response from the Office of the State Courts Administrator (OSCA) regarding ITN-2025-002-DCA for security upgrades at the 5th District Court of Appeal in Daytona Beach, Florida. The procurement seeks qualified architectural and engineering firms to provide design assessment services and construction management capabilities for security enhancements at the courthouse facility. The solicitation requires vendors to submit preliminary evaluations, designs, and project documents during the procurement phase to allow the evaluation team to assess the contractor's work product and project management processes. A mandatory pre-proposal conference is scheduled for January 22, 2026, with technical and cost replies due February 11, 2026, and cost volume opening on February 25, 2026. The contract will commence April 10, 2026, with an initial one-year term and potential renewals for up to three additional years based on satisfactory performance. Vendors must possess a minimum of five years of design and engineering experience with commercial structures, including at least three years of experience in Florida, and be registered with the Florida Department of State.
The OSCA clarified that vendors should provide estimated pricing only for architectural and engineering services and construction management activities, with final pricing to be established during the negotiation phase subject to a change order process. The State Courts System is not subject to Florida Statute 287.055 regarding the Consultants Competitive Negotiation Act and will conduct its own evaluation criteria. The evaluation process allocates points for corporate experience, staff qualifications, and design elements, with cost as a separate scoring component where the lowest bidder receives maximum cost points. Vendors must maintain comprehensive insurance coverage, including commercial general liability, professional liability, builder's risk insurance, and workers' compensation, along with a performance bond equal to the total contract amount. The procurement does not currently solicit bids for materials or equipment; requests for bids on specific items will be issued at a later date based on the final design. Funding is subject to legislative appropriation under chapter 2024-231, Laws of Florida, section 7, line 3302.

VENDOR QUESTIONS/OSCA RESPONSES No. 1 January 9, 2026
Question
Question (exactly as submitted) OSCA Response
1 Please clarify the type of Vendor required for this proposal. The document refers to Invitation to Negotiate throughout, as if documents already exist for the work for bidding; but also describes the need for Architecture and Engineering professional services in 2.2, and a study of needs and schematic design as part of the scope in section 8.3. Are you requesting Professional A/E Services or an installation vendor?
The type of vendor and purpose of the engagement is specified in Sections 2.2 and 8.2 of the ITN. Only vendors who possess the qualifications to provide architect and engineering services and who possess the knowledge, skills and abilities to manage a resulting construction project within the State of Florida will be considered eligible to respond to this ITN.
No project blueprint or design documents currently exist for this project.
2 If Design and Evaluation is required as part of 8.3 Scope of Services, are you requesting the proposers to develop a unique design for the response submission in Parts 2 through 5 of the Evaluation Scoring at this time? What is the design proposal based on?
A preliminary evaluation, design, and project documents are being requested during the procurement phase to provide the evaluation team the ability to assess a sample of Contractor’s work-product and project management processes. Contractors will be provided documentation, blueprints, and information at the pre-proposal conference to use to complete this process.
The final facility evaluation, design, and decision processes will take place AFTER the contract has been awarded.
Revised instructions will be issued to ensure Vendors only provide estimated pricing on A & E and Construction Management activities and do not include pricing on construction work contemplated.
Please note that these are estimates and initial pricing for the contract will be established during the negotiation phase
January 9, 2026 of this procurement, subject to a change order process to be included in the contract.
3 According to CCNA laws in FL Statute 287.055, bids for professional services cannot be requested as part of the scoring, and must be negotiated after identifying the most qualified firm. Please confirm Part 6 (Cost) of 8.7 Evaluation Criteria of the scoring is not applicable.
The State Courts System is not subject to section 287.055, Florida Statutes, and is not utilizing the CCNA during this procurement. We have selected evaluation criteria that will demonstrate the Vendor’s work-product and the processes they will use to manage the construction phase of this project.
As stated in the response to Question 2 above, we will issue revised instructions to ensure Vendors only provide estimated pricing on A & E and Construction Management activities and do not include pricing on construction work contemplated.
