About this file
This is a Questions and Answers document for the Maryland Insurance Administration's Financial Examination Assistance Services solicitation (MIA/FR-26-002, eMMA#: BPM057939). The MIA is seeking contractors to provide financial examination assistance across four functional areas—Staff Examiner Assistance, Senior Examiner Assistance, Examiner-In-Charge Assistance, and Senior Manager Assistance—for a five-year term. The MIA intends to award up to six contracts to support its examination staff in conducting financial examinations of Maryland-domiciled insurers. All examinations will be performed under the direct supervision of an MIA Assistant Chief Examiner to ensure the continued financial solvency of domestic insurers, detect solvency issues in advance, ensure compliance with NAIC requirements and Maryland law, maintain the MIA's NAIC accreditation standing, and fulfill MIA examination requirements under Maryland statute. Contractors must provide staff meeting minimum qualifications as specified in the RFP.
The Q&A document addresses key evaluation and operational criteria for prospective bidders. Technical factors will be weighted more heavily than financial factors in the award determination, with highest-rated proposals distinguished by the quality and comprehensiveness of their technical approach, relevant experience and qualifications of proposed staff, overall organizational capabilities including subcontractors, and economic benefits offered to the State. Work assignments will be distributed among awarded firms according to procedures outlined in RFP Sections 6.5.4 and 3.6, with expected minimal travel to insurance company offices. The MIA clarified that "dedicated resources" does not prohibit personnel from simultaneously supporting examinations for other state insurance departments provided MIA schedule commitments are met, and that contractors must provide examination assistance on an as-needed basis during hours and dates specified in the Notice to Proceed.

Questions and Answers Financial Examination Assistance Services Solicitation #: MIA/FR-26-002 eMMA#:BPM057939
Question 1. Evaluation: How will technical and financial factors be weighted during evaluation?
Response No. 1: Please refer to RFP Section 6.5.3, Award Determination. The Competitive Sealed Proposal (CSP) process is designed to identify the proposal that provides the State with the best value. Technical factors will be weighted more heavily than financial factors in determining the most advantageous proposal. The evaluation will consider the relative quality of each Technical Proposal, including significant technical strengths and deficiencies identified by the Evaluation Committee, in accordance with the Technical Proposal Evaluation Criteria set forth in Section 6.2 of the RFP. Financial factors will also be considered in the overall award determination.
Question 2. Qualifications: Beyond meeting minimum qualifications, what factors distinguish the highest-rated proposals?
Response No. 2: See Section 6.2, Technical Proposal Evaluation Criteria, of the RFP. Beyond meeting the minimum qualifications, the highest-rated proposals will distinguish themselves through the quality and comprehensiveness of their technical approach and work plan, relevant experience and qualifications of proposed staff, the Offeror’s overall qualifications and capabilities (including subcontractors), and the economic benefits offered to the State. Proposals that demonstrate a thorough understanding of the requirements, mastery of the subject matter, and a clear, detailed approach to performing and meeting or exceeding the requirements will rank higher than proposals providing limited responses such as “concur” or “will comply.”
Question 3. Engagements: How will anticipated engagements be distributed among awarded firms? (Rotational basis? Based on expertise, availability, and pricing? Other?)
Response No. 3. Please refer to RFP Sections 6.5.4, Procedure for Assignment of Work, and 3.6, Assignment of Work Under the Contract, for the procedures governing the distribution of assignments among awarded firms.
Question 4. Travel: How much will contractors be expected to travel to insurer locations, MIA offices, or both?
Response No. 4. Please refer to RFP Section 3.3.4 Travel Reimbursement D&E for Routine Travel and Routine Travel. MIA expects very Limited travel to an Insurance Company’s office.
Question 5. Dedicated Resources: Does "dedicated resource" prohibit personnel from simultaneously supporting examinations for other state insurance departments, provided schedule commitments for the MIA engagement are met?
Response No. 5: No. “Dedicated Resources” does not prohibit personnel from supporting other state insurance departments. It refers to the Offeror’s commitment to provide examination assistance on an as-needed basis for the applicable Functional Area(s), during the hours and dates specified in the Maryland Insurance Administration’s Notice to Proceed.
