About this file
This is a Professional Services Supplemental document issued by the Maryland Insurance Administration (MIA), Financial Regulation (FR) division in support of Solicitation #MIA/FR-26-002 for Financial Examination Assistance Services. The MIA is seeking contractors to provide financial examination assistance across four functional areas: Staff Examiner Assistance, Senior Examiner Assistance, Examiner-In-Charge Assistance, and Senior Manager Assistance. The MIA intends to award up to six contracts for a five-year term to support the examination of Maryland domiciled insurers. All examination work will be performed under the direct supervision of an MIA Assistant Chief Examiner, with the primary objectives of ensuring the financial solvency of domestic insurers, detecting solvency issues in advance, ensuring compliance with NAIC requirements and Maryland law, maintaining the MIA's NAIC accreditation standing, and fulfilling examination requirements under Maryland statute.
The supplemental document outlines several key contractual requirements and conditions. Selected contractors must complete a Department of Human Services (DHS) Hiring Agreement within five business days of award notification. Any substitution of designated personnel after contract commencement requires prior written approval from the Contract Monitor; unauthorized substitutions may result in contract termination for default. The document specifies that a HIPAA Business Associate Agreement and Data Use Agreement are not required for this procurement. Additional security requirements and location of performance disclosure obligations are addressed in the Information Technology Supplemental. Specific pricing terms, set-asides, funding amounts, and response deadlines are not included in this supplemental document and should be referenced in the complete RFP.
