About this file

This is a Location of the Performance of Services Disclosure form required by the State of Maryland for bidders responding to the Financial Examination Assistance Services solicitation issued by the Maryland Insurance Administration (MIA), Financial Regulation Division. The disclosure requires bidders and their proposed subcontractors to declare whether they plan to perform any services outside the United States. If services will be performed internationally, bidders must specify the locations where work will occur and provide justification for performing services outside the United States. The contract opportunity involves providing financial examination assistance across four functional areas—Staff Examiner Assistance, Senior Examiner Assistance, Examiner-In-Charge Assistance, and Senior Manager Assistance—for a five-year term, with the MIA intending to award up to six contracts to support financial examinations of Maryland domiciled insurers.

The State of Maryland permits contracting for services outside the United States only under specific circumstances: when services are unavailable domestically, when U.S. service costs are unreasonably higher than comparable international services, or when the quality of U.S. services is substantially inferior to comparably priced international alternatives. Bidders must complete the disclosure form with an authorized representative's signature, affirming the truthfulness of the submitted information. This attachment is effective as of July 2024 and must accompany proposals submitted in response to the solicitation.
