About this file
This is a Public Construction Bond document issued by the Board of County Commissioners of Walton County, Florida for the Driftwood Road Municipal Parking Facility project. The bond secures a contractor's performance of construction work and payment obligations to all claimants supplying labor, materials, or supplies for the project. The Principal (contractor) and Surety (bonding company) are jointly and severally bound to the County for the contract amount. The project involves constructing a municipal parking facility in Santa Rosa Beach featuring 82 standard parking spaces, ADA-compliant spaces, electric vehicle charging stations, dedicated areas for low-speed vehicles and bicycles, and a building with public restrooms and transit facilities. The contract duration is 300 days to substantial completion with an additional 30 days for punch list completion. The non-mandatory pre-bid meeting is scheduled for December 19, 2024, at 10:00 am with in-person and teleconference options, and bid responses are due by January 29, 2025, at 3:00 pm.
Bid security of 5% of the base bid price is required, and the bond secures performance and payment obligations under Florida Statutes Section 255.05. The project site encompasses 1.25 acres with a 58.4% impervious surface ratio and incorporates pervious pavement and an exfiltration system for stormwater management. The project is authorized under an Environmental Resource Permit issued on February 12, 2024, with a construction phase expiration date of February 12, 2029. Bidders must be licensed general contractors complying with Florida Department of Transportation standards and must submit comprehensive bid packages including local preference applications, drug-free workplace certifications, and subcontractor declarations. The county reserves the right to reject any or all bids and negotiate with the lowest responsible and responsive bidder. An owner's contingency of 10% is included in the estimated project budget.
