This is a Request for Qualifications (RFQ) issued by the County of Orange, California for Progressive Design-Build (PDB) services for a new Emergency Operations Center. The project involves relocating EOC functions from an aging Loma Ridge facility to the Orange County Sheriff's Department (OCSD) facility at 1382 Bell Avenue in Tustin. The scope encompasses construction of a four- to five-story parking structure (425-520 stalls), approximately 17,250 square feet of new second-floor EOC space, renovation of approximately 840 square feet of ground-floor areas, site reconfiguration, infrastructure improvements, utility relocation, accessibility corrections, and security upgrades. The facility will be classified as an Essential Services Building under California's Essential Services Buildings Seismic Safety Act and must maintain full operational continuity throughout construction. A mandatory pre-submittal meeting is scheduled for July 15, 2026 at 10:00 a.m. at the OCSD facility in Tustin. Statements of Qualifications are due by 2:00 p.m. on August 3, 2026, with the Q&A period closing on July 24, 2026 at 10:00 a.m. Interviews are tentatively scheduled for September 1, 2026. The contract will be executed in two phases: Phase 1 covers design and preconstruction services, and Phase 2 addresses construction. The contract term extends from Phase 1 Notice to Proceed through project completion, with liquidated damages applicable for late completion.
The project has an expected cost range of $45 million to $50 million under a Guaranteed Maximum Price (GMP) structure. Phase 1 fees represent 80 percent of agreed compensation, with the remaining 20 percent included in the Phase 2 GMP amendment. Respondents must be Design-Build Entities meeting the definition in Public Contract Code Section 22185(c), either as a Class B General Building Contractor, a lead design firm, or a joint venture of both. The General Contractor must possess an active Class B license from the California State Contractor's License Board and demonstrate bonding capacity of at least $50 million. All respondents must comply with California prevailing wage requirements and Department of Industrial Relations contractor registration under Labor Code Section 1771.1(a). Safety record requirements mandate an experience modification rate (EMR) of 1.00 or less over the most recent three-year period, with no CAL-OSHA serious, repeat, or willful fines. The County will conduct evaluations based on SOQ scoring (maximum 600 points) and potential Phase 2 interviews (maximum 400 points), with selection based on best-value determination. SOQ responses must remain valid for 365 calendar days. Fenestration openings are limited to a maximum of 10 percent of exterior wall area per 2025 CBC Section 503.4 unless additional structural seismic study is performed and funded by the design-build entity.

1. INTRODUCTION AND INSTRUCTIONS TO RESPONDENTS
1.1 INTRODUCTION
The County of Orange (County) is requesting Statements of Qualifications (SOQ) from interested and qualified firms “Respondent(s)) to provide design and construction services for the New
Emergency Operations Center (“Project”), to be delivered via Progressive Design-Build (PDB).
Respondents shall be firms that satisfy the definition of a Design-Build Entity (DBE) in Public
Contract Code (PCC) §22185(c). The DBE shall be either a Class B - General Building Contractor or a lead design firm which will serve as the “Designer-in-Charge,” as defined in California
Building Code. Either the General Contractor or the lead design firm (or a joint venture of the two) may serve as the prime contracting entity, which shall be clearly identified in the SOQ. If the
Respondent can perform only one of the two functions described above, Respondent must identify in its SOQ the firm that will fulfill the other function. For example, if the Respondent is a Class B
- General Building Contractor, Respondent must identify the firm it will subcontract with to perform the function of the lead design firm which will serve as the “Designer-in-Charge” in its
SOQ. This firm will be referred to as a member of the Design-Build Team (DBT) and shall be afforded protections described in PCC §22185.6(a).
Respondents may, but are not required to, include engineers, other design firms, and/or special consultants, in their SOQ submission. These firms will also be referred to as members of the DBT and shall be afforded protections described in PCC §22185.6(a).
1.2 PROPOSED TIME SCHEDULE (SUBJECT TO CHANGE)
Schedule Activities Schedule
RFQ Pre-Submittal Meeting (Mandatory) at 10:00 am Wednesday, July 15, 2026
RFQ Q&A ends at 10:00 am Friday, July 24, 2026
SOQ’s due before 2:00 pm Monday, August 3, 2026
This is a proposed schedule that is subject to change.
Any changes to the schedule for the RFQ process will be issued to all Respondents via addenda.
1.3 RFQ PRE-SUBMITTAL MEETING AND JOB WALK
There will be a Mandatory meeting to discuss this RFQ and the delivery process. The meeting will be conducted on Wednesday, July 15, 2026 at 10:00 am, TBD. Attendance is required no later than

County Executive Office - Progressive Design Build for New Emergency Operation Center, RFQ-036-3075805-JM
1.4 PROGRESSIVE DESIGN-BUILD DELIVERY METHOD OVERVIEW
The successful Respondent will execute an Agreement for the initial design and preconstruction phase services required to develop and validate the Basis of Design and through a target-value continuous-estimating approach begin development of design documents. The DBE may also procure construction subcontracts during this phase as listed in Public Contract Code Section
22185.6.
At approximately 100% Schematic Design (SDs), or when the scope has been developed to the extent that a Guaranteed Maximum Price (GMP) can be established, a draft GMP will be submitted to the County for Board of Supervisors approval. Concurrently with County approval, the DBE will continue to develop the design documents within the scope and program defined in the draft
GMP. If draft the GMP is approved, an amendment may be executed consistent with the approved
GMP and enable the entity to complete the remaining design, preconstruction, and construction activities sufficient to complete and close out the Project.
Once the design drawings are permitted and all other preconstruction activities and deliverables are completed as required to commence construction activity, County will issue a Construction
Phase Notice to Proceed (NTP) to authorize commencement of on-site construction activities.
The GMP is the maximum payment amount agreed upon by the County and DBE for the DBE to complete the final code compliant Project that meets all the program, criteria, and functionality requirements defined in the Basis of Design and other documents included in the solicitation and/or produced during Phase 1. The GMP is not representative of any set of design documents or construction documents at any point in time. The documents are a tool for the DBE to demonstrate code compliance to the Authorities having Jurisdiction (AHJ), trade partner buyout, coordination of trades, and to demonstrate adherence of the build-environment with the design to inspectors. The DBE shall ensure that the drawings are completed to the level of detail required to meet these functional purposes.
1.5 PROGRESSIVE DESIGN-BUILD ENTITY SELECTION PROCESS
The County will select the DBE for the Project using a Request for Qualifications (RFQ), to which
Respondents shall submit an SOQ to the County. The County will appoint an evaluation committee to review, evaluate, and score the SOQs. The County may elect to interview one or more
Respondents prior to final selection. Respondents shall submit a Preliminary Cost Estimate if selected for an interview. If interviews are conducted, they will be scored and added to the SOQ scores. The Preliminary Cost Estimate shall not be scored but will be considered in evaluating the
Respondent’s SOQ.
The County intends to award a contract resulting from this solicitation to the responsible
Respondent whose qualifications represents the best-value after evaluation in accordance with the requirements in the solicitation. The judgment of the County in this selection process is not subject to appeal. Respondents shall understand and agree that the County is not obligated to include any
Respondent in any future procurement process, nor is the County obligated to contract with any
Respondent.
There are no stipends for this selection and no compensation will be made to any Respondents even if a contract is not awarded. The County of Orange reserves the right to reject all responses
County Executive Office - Progressive Design Build for New Emergency Operation Center, RFQ-036-3075805-JM to this RFQ. The County may terminate the DBE’s contract prior to completion and seek to complete the Project by other means or abandon the Project. All documents and intellectual property generated prior to termination are the property of the County of Orange and may be used to solicit bids from other Contractors.

3. PROJECT DESCRIPTION AND SCOPE OF WORK
3.1 BACKGROUND
The existing Orange County Emergency Operations Center is located at Loma Ridge, housed in an older facility that no longer meets modern performance, resiliency, or operational requirements.
To improve emergency preparedness and ensure continuity of operations during disasters, the
County is relocating EOC functions to the OCSD facility at 1382 Bell Avenue in Tustin, which underwent seismic upgrades in 2022.
mailto:CPOAppeals@ocgov.com
County Executive Office - Progressive Design Build for New Emergency Operation Center, RFQ-036-3075805-JM
3.2 PROJECT DESCRIPTION
The proposed Project involves the modernization, expansion, and redevelopment of the Orange
County Emergency Operations Center (OC EOC) at the Orange County Sheriff’s Department
(OCSD) facility located at 1382 Bell Avenue, Tustin, California. The Project will relocate all current EOC functions from the aging Loma Ridge facility into a newly expanded, highly resilient, and mission-critical operational environment that meets modern performance, safety, and emergency-response standards.
To support this relocation and the long-term operational needs of the OCSD campus, the project includes the construction of a new four to five-story, 425 to 520-stall parking structure, major site reconfiguration, and extensive infrastructure improvements. Additionally, the existing building will be expanded with approximately 17,250 square feet of new second-floor EOC space and renovation of affected first-floor areas to house secure storage, mail operations, and supporting functions. The work also includes demolition, utility relocation, circulation improvements, accessibility corrections, and security upgrades.
Designed to maintain full operational continuity throughout construction, the enhanced EOC will support 24/7 emergency activation, including coordination with local and state agencies, disaster response operations, training, and multi-agency communication. The facility is classified as an
Essential Services Building and must meet stringent seismic safety, redundancy, and resiliency requirements under the Essential Services Buildings Seismic Safety Act (ESBSSA).
3.3 PROJECT EXPECTED COST RANGE
The Project has a current expected cost range of $45,000,000 to $50,000,000.
3.4 INITIAL PROJECT OBJECTIVES
The primary objective of the New EOC development is to establish a resilient, code-compliant, and operationally flexible Emergency Operations Center within the existing OCSD campus. Key goals include:
A. Ensuring continuous operational functionality during all phases of construction, including uninterrupted OCSD activities and 24/7 EOC emergency activation capability.
B. Expanding and modernizing the facility through new second-floor EOC space, renovated ground-floor areas, and critical infrastructure upgrades aligned with ESBSSA requirements.
