About this file
This is a cost proposal attachment for the County of Orange's Progressive Design Build for a New Emergency Operations Center project in California. The document outlines the compensation structure for the Design-Build Entity (DBE) selected to provide design and preconstruction services under a Guaranteed Maximum Price (GMP) contract. The cost proposal is not to be submitted with the Statement of Qualifications but rather at the time of interview by shortlisted respondents. The project is structured in two phases: Phase 1 encompasses design and preconstruction services, while Phase 2 covers construction costs to be determined during Phase 1. The Statements of Qualifications were due before 2:00 pm on Thursday, July 30, 2026, with selected respondents to be invited to participate in subsequent solicitation steps.
The cost proposal structure includes Phase 1 fees for design and preconstruction services plus a site investigation allowance, and Phase 2 fees comprising DBE contingency, general conditions site management fees, overhead and profit percentages, and various cost categories including general requirements allowances, trade package direct costs, DBE and County allowances, and contingencies. All pricing elements are marked as "TBD" (to be determined), indicating that specific dollar amounts and percentages will be established during the interview process with shortlisted firms. The document also lists eight add/alternative items available for the project, including additional parking, windows, office suite design and construction, LEED Silver and Parksmart certifications, freshwater and sewer tanks, and blast-resistant glazing and doors, with costs for these items to be determined.
