About this file
This is a Collective Bargaining Agreement (CBA) between the City of Lakeland, Florida Police Department and the police officers' union, effective through September 30, 2025. The agreement governs employment terms, compensation, benefits, and working conditions for approximately 450 police personnel operating under 12-hour rotating shift structures. Key provisions establish shift differentials, overtime compensation at 1.5 times the base rate, and varying annual work hour requirements that must be accommodated within the cloud-based timekeeping and scheduling software solution being procured. The City's RFP for Public Safety Scheduling and Scheduling Software, officially released on March 26, 2026, requires vendor questions by April 15, 2026, at 5:00 p.m., with proposals due April 23, 2026, at 3:30 p.m. A non-mandatory pre-proposal meeting is scheduled for April 9, 2026, at 2:00 p.m. The software must support FLSA overtime compliance, leave management, shift bidding and swaps with configurable approval workflows, and mobile access capabilities while integrating seamlessly with the City's existing Oracle PeopleSoft payroll and HRMS system. Proposals remain valid for 60 days from the opening date.
The budgetary estimate for the software project is $150,000 for year-one licensing and setup costs and $75,000 for annual recurring license renewals. The CBA document specifies the collective bargaining framework that governs police officer compensation and benefits, including shift differentials and overtime provisions that the selected software must accommodate and enforce. Vendors must demonstrate public safety experience and references, provide extensive insurance coverage including $1,000,000 in commercial general liability coverage and $5,000,000 in cyber liability protection, and submit required certifications including drug-free workplace status, E-Verify compliance, and a Human Trafficking Affidavit. Local vendor preference is available for respondents maintaining a physical business location within Lakeland Electric's service territory for at least 12 consecutive months. Selection criteria are weighted with Functional Requirements at 35%, Cost and Pricing Structure at 20%, Public Safety Experience and References at 15%, and Integration and Technical Compatibility, Reporting and Analytics, and Implementation, Training, and Support each at 10%.
