The budgetary estimate for this project is $150,000 for year-one licensing and setup costs and $75,000 for annual recurring license renewals. Selection criteria are weighted as follows: Functional Requirements (35%), Public Safety Experience and References (15%), Integration and Technical Compatibility (10%), Reporting and Analytics (10%), Implementation, Training, and Support (10%), and Cost and Pricing Structure (20%). Vendors must meet extensive insurance requirements including $1,000,000 in commercial general liability and business auto liability coverage and $5,000,000 in cyber and privacy protection liability. Respondents must submit certifications regarding drug-free workplace status, suspension and debarment, public entity crimes, E-Verify compliance, conflicts of interest, and a Hold Harmless Indemnification Agreement compliant with Florida Statutes. Local vendor preference is available for respondents maintaining a physical business location within Lakeland Electric's service territory for at least 12 consecutive months. The system must accommodate multiple employment classifications and pay structures including shift differentials, overtime at 1.5 times base rate, and varying annual work hour requirements governed by collective bargaining agreements with the International Association of Fire Fighters Local 4173 (covering October 1, 2025, through September 30, 2028) and police officer and sergeant unions expiring September 30, 2025.

Employment Shifts – Lakeland Police Department LPD Staff (Chief of Police, Assistant Chief of Police, Police Captain)

· 2080 hours annually (8-hour days)

· Salary – Overtime Exempt

· Recompense during state of emergency

· Non-Paid lunch LPD Sworn (Police Lieutenant, Police Sergeant, Police Officer)

· 2184 hours annually

· Overtime Eligible

· Holiday Pay for shift workers

· Paid lunch – Subject to recall/emergency

· Shift Differential 4% for night shift

· Shift work schedules

· 12-hour (2-2-3) weekly schedule

· 8.4-hour M-F weekly schedule

· 10.5-hour (4 days on/3 days off)

· K-9 Handlers work 11.0 or 7.7 hours per workday (Garcia Time)

· Some contractual positions pay overtime for additional hours/responsibilities (billed to the client)

· Some Part Time Positions LPD Civilian – Communications Center & Public Safety Aides

· 2184 hours annually

· Overtime Eligible

· Holiday Pay

· Paid Lunch – Subject to recall/emergency

· Shift Work Schedules

· 12-hour (2-2-3) weekly schedule

· Built in OT during long week LPD Civilian – All others

· 2080 hours annually

· Some Salary Exempt

· City Overtime – 1.5x member’s rate of pay (Lieutenant and below)

· Emergency Rate - $84.00/hr

· Alcohol Rate - $64.00/hr

278 full time sworn 150 support & part time sworn.

428 total but I believe 450 would account for projected growth in the coming years.
