About this file
This is an informational document regarding the Lakeland Police Department (LPD) staffing structure and employment classifications, submitted in support of a City of Lakeland public safety software procurement. The LPD comprises 278 full-time sworn personnel and 150 support and part-time sworn staff, with projected growth to approximately 450 total staff. The department's workforce is organized into command staff (Chief of Police, Assistant Chief of Police, and Police Captain), sworn officers (Lieutenants, Sergeants, and Officers), civilian communications and public safety personnel, and various civilian support roles. Employment classifications reflect different scheduling structures, including 12-hour shifts on a 2-2-3 weekly rotation, 8.4-hour Monday through Friday schedules, and 10.5-hour four-days-on/three-days-off rotations, with K-9 handlers working 11.0 or 7.7-hour days. Staffing categories are designated as either salary-exempt or overtime-eligible, with command staff working 2,080 hours annually and sworn personnel working 2,184 hours annually.
Compensation structures vary by employee classification and include base salary, shift differentials of 4% for night shift work, overtime eligibility for applicable positions, and paid or unpaid lunch periods depending on role classification. Secondary employment through city overtime is available to sworn personnel at rates of 1.5 times the member's base rate of pay for Lieutenants and below, with emergency response rates at $84.00 per hour, alcohol-related detail rates at $64.00 per hour, and flat rates at $49.00 per hour. This staffing and compensation data supports the City of Lakeland's procurement of cloud-based timekeeping and scheduling software for police and fire departments, with a budgetary estimate of $150,000 for year one licensing and setup costs and $75,000 for annual license renewals.
