Tech Spec Section 14 21 10 Part 1

– General;

1.1 Description A

The specification says to provide fully functional elevators in compliance with the latest Edition of ASME A17.1. There are significant changes to the 2019 Edition regarding video communication. Please confirm what Edition is to be used.

Bryan

The version of ASME A17.1 to use for this project will be the same one used by the Elevator Safety Section of the Division of Occupational Safety and Health of the Industrial Commission of Arizona. Elevators shall be in compliance with ASME A17.1 – 2007.

SOW has been modified to specify the version of ASME

17.1 from latest edition to 2007. Refer to Amendment A00004 for revisions to Attachment J01, paragraph 1.1. and 1.4

Refer to Amendment A00004 for revisions to Attachment J01, paragraph 2.46

15. Electrical There are four existing disconnects that are providing power to the elevator equipment in the Machine Rooms. Can someone confirm there are existing ground wires with the feeders?

Bryan

The main electrical distribution panel in the machine room has an existing ground. Contractor shall replace all electrical conductors from the main electrical distribution panel to each new disconnect switch/shunt trip circuit breaker for each elevator.

16.

Tech Spec 14 21 01 2.7a

1. 1. Paragraph 2.7a states to include regen drive if economically advantaged to government. A regen drive is a very expensive add, and we have no way of telling what the power savings will be, but the payback period could be several years, making it not economically advantaged. We just need to know if customer wants regen drives included in the bid or not included in the bid.

A regen drive is not a requirement of this project.

SOW has been modified to remove the following sentence “Add Regenerative Drive when economically advantageous to the Government.”

1. Specs require separate monitoring for each elevator however specs say each elevator is simplex. The elevators are actually duplex (2 groups of 2 elevator). Since the elevator operation is duplex, this should only require monitoring for each pair of elevators. Please have customer confirm.

18.

The existing fan coil units do not meet the 7’ clearance requirement as required for the servicing and maintenance of the elevator equipment in the machine room. Will new mini split AC units be required as part of this proposal the correct this clearance issue?

It is the Contractor’s responsibility to meet height clearance requirements of ASME A17.1 – 2007.

However, new mini split AC units are NOT a requirement of this project but would be acceptable to correct this clearance issue.

SECTION 14 21 10

PHOENIX INDIAN MEDICAL CENTER

TRACTION ELEVATOR MODERNIZATION PROJECT

PART 1 - GENERAL

1.1 DESCRIPTION

A. The Phoenix Indian Medical Center (PIMC) is seeking the services of a qualified Contractor to perform the modernization of four elevators in the main hospital building. The elevators are 1979 Dover passenger elevators that serve six floors at PIMC, 4212 North 16th Street, Phoenix, AZ, 85016. The work includes the removal and disposal of elevator components not being used in the modernization, the supply and installation of new components, refurbishment of components, cab interior refurbishment, electrical work, preventative maintenance during construction and warranty periods, minimum one year warranty, and all other work necessary to provide fully functional elevators in compliance with ASME A17.1-2007 Safety Code for Elevators and

Escalators. The successful Contractor shall coordinate with PIMC’s access control vendor for access controls on designated elevators and

PIMC’s fire alarm vendor for any required fire alarm initiating devices per NFPA 72 standards.

1. The access control vendor who has worked on the existing system at PIMC is as follows:

Electronic Security Concepts, LLC 8320 East Gelding Drive Scottsdale, AZ 85260 POC: Joe Menke Phone (480) 947-6032

2. The fire alarm vendor who has worked on the existing system at PIMC is as follows:

Low Voltage Contractors, Inc.

1725 W University Dr., Suite 114 Tempe, AZ 85281 Phone: (480) 967-0800

B. A pair of side by side elevators at the main entrance of the hospital facing east provide service to the general public. Directly behind the public elevators are two side by side elevators that face west and provide service to PIMC staff. Operation of the staff elevators is granted by Personal Identity Verification (PIV) access control card readers inside each car. The Contractor shall remove the existing card

14 21 10-2 readers inside the two staff elevator cars and install new access control card readers on the corridor walls outside each elevator on all six floors. During modernization work, one public and one staff elevator shall remain fully functional at all times. To minimize downtime, the Contractor shall work on one public and one staff elevator simultaneously.

C. Infection Control is critical in all Indian Health Service healthcare facilities. Interior construction activities causing disturbance of existing dust, or creating new dust, must be conducted within ventilation-controlled areas that minimize the flow of airborne particles into patient areas. PIMC Infection Control Measures shall be followed to prevent and control transmission of nosocomial infections during the elevator modernization work. No default construction activity or risk group have been identified. This renovation project will involve many types of construction activities that are capable of impacting patients and staff at the Hospital if proper barriers and filtration are not employed. Construction activities and risk groups that have the potential to be impacted will be identified in the

Infection Control Risk Assessment (ICRA) permit developed by the

Contractor with input from the facility ICRA representative. This will require identification of the risk group and project type to determine the class and appropriate infection control measure required for this scope of work. More than one permit may be issued for a construction project if the work is located in separate areas requiring separate classes. Contractor shall submit an ICRA permit (Attachment J02) detailing proposed infection control procedures. The ICRA permits will be posted outside the appropriate construction area. Work in affected areas of the building shall NOT proceed until the Infection Control permit has been submitted, reviewed, and approved by the facility’s

Infection Control Officer.

D. This section specifies the engineering, furnishing and modernization of the complete traction elevator system as described herein.

E. Items listed in the singular apply to each elevator in this specification except where noted.
