PRE-BID WALKTHROUGH SUMMARY
GOLDEN GATE NATIONAL RECREATION AREA, Alcatraz Island
INSTALL PLUMBING AND FIRE SPRINLKLER SYSTEM, Quartermaster Warehouse
SOLICITATION #: P16PS00600
PARK-PMIS #: 173769
April 7, 2016
Attendees:
David Dusterhoff , NPS Project Manager (NPS COR)
Andy Sohn - Parks Conservancy Architect/PM (PCPM)
Contractor representatives - See attached sign in sheet
Sign in/Introductions: Representatives from 6 contracting firms, NPS COR Dusterhoff and
Parks Conservancy PM for the Quartermaster Warehouse (QMW) project Sohn arrived on island at 8:40 am. NPS COR introduced himself and gave a brief project history, noting that the plumbing/fire suppression bidding documents were developed under the Parks Conservancy’s oversight with the NPS undertaking the funding and construction management for the construction. Andy Sohn introduced himself and provided a brief project history.
Scope Summary: An overall scope summary was provided entailing the following: Plumbing –
Installation of a single user restroom on first floor of QMW, macerator install, water and waste connections from the basement level to existing piping at the Water Tower plaza area with final buildout of restroom by Plant Construction. Fire suppression scope entailed fire water line installation from existing line at Electric Shop to Quartermaster Warehouse and system buildout within the 4 story structure, inclusive of an electric fire pump. It was noted that both systems will utilize different branches of the on-island chase system - each with different access constraints.
Main Road Chase at Electric Shop: The main road chase area proximate to the Electric Shop housing the new fire water line would tie into existing was viewed. The NPS COR provided photos of the existing conditions within the chase system that had been taken by Andy Sohn as part of the fire protection system scoping. The requirement to maintain pedestrian and vehicular access at all times was noted, as was the requirement to exercise care in the removal and resetting of the concrete chase covers, per the Division 1 historic protection requirement. The
NPS COR indicated that this would be the responsibility of the contractor and that no government furnished equipment or staff would be provided to assist with this activity. It was likely that night or early morning work would be required to safety execute the activities in this area. Additionally, the existing steel plates over the chase covers in the area of work were identified as associated with the Cellhouse stabilization project, and all attendees were notified that they would need to coordinate with the general contractor overseeing the work, Tutor Perini, to remove and reset these plates.
Water Tower Staging Area – Plumbing: The sewer and water connections from the QMW will tie into existing lines in the chase at this location. The manhole cover was lifted and an opportunity for viewing the existing conditions within the chase was provided. The NPS COR provided a description of the chase interior and indicated that photos would also be provided as an addendum to the solicitation. The existing macerator and hose bib were viewed. The NPS
COR indicated that a layer of brick may be encountered when trenching for the connection to the macerator outflow pipe, which would need to be coordinated in advance to allow for monitoring by the park archaeologist.
Water Tower Staging area – Fire Suppression: Access to the fire suppression water storage tanks was provided and NPS COR indicated both tanks are full and have a combined capacity of
21,800 gallons. Presently only one has a valve in the open position. Both tanks will need to be open to provide the necessary supply per code and PCPM indicated that he understood the other valve to be operational. The front gate valves/manifold are ornamental. NPS COR provided clarification that the provided Original Fire Protection Drawings 2000 were for reference only on the existing system. Staging of materials and supplies was discussed. Contractors were notified that the staging area was made available for the Tutor Perini, the contractor undertaking work on the Cellhouse, and that limited staging was possible but needed to be coordinated through them.
QMW fire suppression and plumbing scopes: The group went to the Quartermaster
Warehouse, signed in with the General Contractor, were introduced to Kyle Winn
(Superintendent) and David Copperman (Project Manager) of Plant Construction and were issued PPE. The existing covered chase in front of the QMW was viewed. The project scope requires sawcutting/trenching of the existing roadway and basement level slab to bring the FW, water and waste lines from the chase to the QMW. An exploratory pothole created by Plant
Construction demonstrating the existing conditions under the slab was viewed. Additionally, the rough location of the three 4” sleeved connections through the building’s foundation installed by
Plant was viewed.
Basement level fire pump and macerator locations, per plan, were discussed along with fire water riser alignment options. Plumbing tie-in water/waste lines were viewed. Plant Construction confirmed that they will provide electrical service to the macerator and fire pump rooms, terminating in junction boxes. Final electrical connections to the macerator and fire pump assemblies undertaken as part of the scope of this project. The material lift area was identified at all levels. An ACM containing fiberboard panel on the first floor was identified as needing to be removed and replaced with plywood, painted to match. NPS COR stressed the importance of designing the riser and piping alignments to maximize available space and minimize visual impacts. On the second floor the fire suppression piping on the roof diaphragm was discussed.
Questions were raised regarding the specified sizing of the fire pump and supply lines. The NPS
COR/PCPM indicated that these should be submitted as RFIs to the contracting officer’s email address noted on the solicitation. NPS COR also noted that the NPS Fire Marshall and NPS Fire
Inspector would be conducting periodic site visits to view the progress of the construction and provide final signoff on the system, but noted the requirement for contractor provision of all required inspections. Finally, the exit portal from the chase coming down from the Water Tower staging area was viewed.
General Requirements: Safety was discussed with regards to vehicle use, hot work and confined space requirements. The NPS COR indicated a site specific safety plan is required prior to beginning work. Schedule/Phasing to accommodate occupancy requirements was discussed with the NPS intent to provide occupancy at the earliest possible time that it is both convenient and safe to do so. As such, interior work should be prioritized to occur either before or concurrent with the chase work. Coordination with other work on island was discussed noting the presence of Tutor Perini and Plant (limited) along with Alcatraz Island Services (AIS), Parks
Conservancy retail/operations and NPS staff. As discussed earlier staging in the Water Tower staging area is extremely limited. Staging was available inside the QMW and adjacent to it so long as through access is maintained. Material logistics were discussed noting Westar and AIS’ material handling capabilities. Crew travel was discussed noting the possibility of cost sharing for early morning ferries with other contractors to keep project expenses low while maintaining construction efficiency and progress. Finally, the proposal due date of 4/22/16 was noted and the
RFI due date of Wednesday, 4/13/16 by noon was established to allow enough time for NPS response and incorporation into the contractors’ proposals.
