GATE 201069C – Bid Questions and Responses

1. In which CLIN should we carry the $13,000.00 allowance per § 01 11 11 ¶ 1.10. A

Schedule of Allowances? Per Specification Section 012700, 3.1.A.1, the cost shall be included in CLIN No. 1

2. § 01 27 00 Part 3.1 B (CLIN 02) and C (CLIN 03) seem to have the same task items such as removing unused metal fasteners and cleaning stains. CLIN 02 is listed for aesthetics on the price schedule. CLIN 03 is listed for aesthetics in 01 27 00 Part 3.1 C. Please clarify what tasks pertain to which CLIN. Please see the attached revised Specification

Section 012700.

3. Sheet A4.0 Keyed Note 04-03 refers to Sheet A5.5. That sheet does not exist. Can Sheet

A5.5 be provided? A5.2 is the appropriate sheet for this detail reference.

4. § 01 31 00 Part 1.8A. Can the project superintendent fill the role of environmental manager? Yes.

5. Section 01 35 13.22. Is this jobsite considered in an Archeologically Sensitive Area? No, the jobsite is not an archaeologically sensitive area. However, per Specification Section

013513.22, the NPS shall be notified in advance of ground disturbing activities so they can monitor the activities. In addition, UXO survey, monitoring exposure and anomaly avoidance services shall be provided.

6. Section 01 50 00 ¶ 2.2B indicates we are to provide a separate Contracting Officers Field

Office. To reduce cost, would NPS consider allowing the Contracting Officers Field

Office to be within our Construction office? No, the Contracting Officer’s Field Office shall be separate from the Contractor’s office.

7. § 01 57 23 ¶ 1.4.C requires a Pollution Prevention Manager. Can the Project

Superintendent fill the role of Pollution Prevention Manager? Yes.

8. § 01 79 00 ¶ 3.2.A. Can a contractor employee perform the video recording of the training sessions? Yes, provided the video quality is high for the intent of future training.

If the videos are not to the expected quality, the training shall be re-performed and re-recorded at the contractor’s expense.

9. We are interested bidder for the above mentioned projects. I downloaded the bid package, but I cannot find required forms needed for it, like a bid bond, acknowledge of addendum, etc. Is there a list of required documents with the forms, needed for the submission. Refer to Section L, “Instructions to Offerors” for required forms needed for submission. Acquisition related Standard Forms (SF’s) and Optional Forms (OF’s) are available through the GSA Forms Library http://www.gsa.gov/portal/forms/type/TOP .

10. Section M of the Solicitation details the request for a CPM schedule amongst the project planning portion of the evaluation criteria. Will a Gantt chart do? Or is the CPM format.

A CPM schedule is required.

11. Specification 260000-Basic Electrical Requirements, 1.4A and B. Can an allowance be provided for permit fees, utility fees, licenses and inspections, Electrical Service

Application Fee? The Contractor is responsible to include in their bid the cost of all permit fees, licenses, inspections and any electrical service application fees.

12. Low Voltage Power Conductors and Cables, specification 260519-3, 3.2 Installation states that all conductors and cables shall be installed in conduit. Would type MC cable be acceptable where concealed in finished walls and ceilings? NPS Standards require all wiring in conduit.

13. Control –Voltage electrical power cables specification 260523-4, 3.2 all conductors and cables to be installed in conduits. Would plenum rated cables or MC cables be acceptable where concealed in finished walls and ceilings? NPS Standards require all wiring in conduit.

14. Specification 283111-8, Digital, Fire Addressable Fire Alarm 2.3 B. Wire. Wiring shall be in accordance with the NEC artilce760 twisted shield pair, Classification CI(Circuit

Integrity Cable) for power limited fire alarm signal service and UL listed as Type FPL, and complying with requirements in UL 1424 and in UL 2196 for 2-hour rating as recommended by the manufacture of the fire alarm system. Will CI cable be required for all fire alarm wiring? CI cable suitable for 2 hour certified (UL 2196) fire resistive applications in EMT is required for all fire alarm wiring per NEC Article 760.

15. Electrical drawing E2.0 Sheet 136 of 172 Keyed not #3. Provide and install 7 day programmable thermostat to be provided by mechanical and installed by electrical.

Shouldn’t the thermostat be installed by the mechanical contractor? Thermostat to be installed by the mechanical contractor.

16. Electrical drawing E3.0, E3.1, , E3.2, Note #1, route plenum rated fire alarm to fire alarm devices. Provide minim of ¾ conduits to fire alarm devices. This note is a contradicting.

Will plenum rated fire alarm wiring be acceptable or will all fire alarm wiring need to be installed in conduit? Install all fire alarm wiring in conduit.

17. Electrical drawing E6.0 single line diagram from utility transformer to C/T cabinet and from C/T cabinet to service disconnect there is a keynote #3 that states service feeders are to be provided by utility company. Would it be safe to assume that this note should be removed? Disregard Keynote 3.

18. Electrical drawing E6.0 Panelboard MDP should the feeder for CU-6 be 70-3W and not

40-3W? The feeder for CU-6 shall be 70-3W.

19. Electrical drawing E6.3 Panelboard NPM1 should the feeder for CU-3 be 70-3W and not

40-3W? The feeder for CU-3 shall be 70-3W.

20. Electrical drawing E6.3 Panelboard NPM1 should the feeder for CU-4 be 70-3W and not

30-3W? The feeder for CU-4 is correctly shown to be as 30-3W.

21. Electrical drawing E6.3, should the disconnect switch for CU-4 be 60A, 3P and not a

30A, 3P? CU-4 is 5HP, 208V, 3 Phase. Per NEC Article 430, 30A, 3P disconnect is the correct size.

22. Electrical drawing E6.3 Panelboard NPM1 should the feeder for CU-1 be 70-3W and not

40-3W? The feeder for CU-1 shall be 70-3W.

23. Electrical drawing E6.3 Panelboard NPM1 should the feeder for CU-2 be 70-3W and not

40-3W? The feeder for CU-2 shall be 70-3W.

24. Section 01 35 23 and Sheet G0.1 General Note 1 requires the contractor to “provide survey, monitoring, exposure and anomaly avoidance services for munitions and explosives of concern (MEC)”. Are there any UXO surveys or reports available for our use on this project? There are no existing UXO reports.

25. Sheet G0.2 General Note 24 directs us to clean a variety of drains. If damaged drains not indicated on the drawings are discovered after award before construction begins, who is responsible to correct the damage? Any drains found to be damaged, but not shown on the plan as damaged, will be the responsibility of the Government.

26. Sheet G0.2 General Historic Preservation Treatment Notes # 3. Please provide the

Historical Features Study. See attached Historic Structures Report.

27. Sheet G0.2 General Hazardous Materials Notes. Please provide all hazardous material reports in this section of notes. All hazardous materials information is included in the

Project Specifications and Plans.

28. Sheet G3.0 Note 2 requires a comprehensive review of the premises before submitting a bid for abatement work. Note 3 tells us where to find “approximate” quantities of materials to be abated. Note 2 also says no allowances will be allowed for errors or omissions by the contractor. Who is responsible for the cost of abating more material than is listed per Note 3? The contractor is responsible for all abatement indicated on the drawings. Any additional abatement, not indicated on the drawings, is the responsibility of the Government.

29. Sheet C0 Construction and Materials Notes No. 23 indicates that the contractor is to test the site and groundwater for hazardous materials. Further, this note stipulates that if hazardous materials are detected as a result of the testing, then the contractor is to abate the hazardous materials at no additional cost to the government. Testing and monitoring can be rationally priced. However, it is virtually impossible to safely price (from the contractor’s perspective) the abatement of hazardous materials which may or may not be present and whose identification and quantities are unknown. Would you consider a different pricing approach for abatement of discovered hazardous material? The contractor shall include testing of the materials. Hazardous materials that are discovered as a result of the testing, but are not indicated on the drawings, are the responsibility of the Government.

30. Sheet C4 Plan Note 4. A sound estimate for the task of inspecting and videotaping the sewer line can be accomplished per A and B. However, the difference in cost “to repair in place” or “remove and replace” per C is substantial. Which method do you want priced for the proposal? The contractor shall verify the condition of the sewer line. For bidding purposes, the contractor shall anticipate removal and replacement of the sewer line.
