QUESTIONS:
1. Can you tell me if there is a prebid meeting/site visit scheduled for this project?
ANSWER: See 52.236-27, to wit:
Date & Time: November 18th at 10 AM ET Location: Attendees shall meet at the Chapel building at Fort Hancock, Gateway National Recreation Area – Sandy Hook Unit. Refer to Attachment 8 Map, GATE-SAHO, Fort Hancock August 2010.
2. In regards to this project, I understand that the NAICS code standard is 236220 as per the project notice. Does that mean that if a company is any other NAICS code it cannot bid? We are interested, but our NAICS code is 238160. Please advise.
ANSWER: To bid, a concern must self-certify in the System for Award Management (SAM), that it is a small business under the appropriate size standard set forth in the solicitation.
3. §M ¶ C.(b)1. states that there is a 10 page maximum for the past performance technical factor. Since the blank Past Performance Questionnaire (PPQ) is three (3) pages in length, we can submit no more than three (3) references. Is this correct?
ANSWER: The 10 page limit for past performance responses is eliminated.
4. §M ¶ C.(b)1. states that the past performance of the offeror’s subcontractors will be evaluated.
a. How will they be evaluated – with a PPQ?
ANSWER: Any subcontractor performing more than 10% of the work will be evaluated in the same manner as the Prime.
b. Does the past performance of subcontractors count towards the 10-page maximum?
ANSWER: No.
5. Is the schedule narrative to be included in the five (5) page (11” x 17”) limit indicated for the Project Schedule sub-factor, i.e., the narrative should be on 11” x 17” sheets?
ANSWER: Add 1 8 ½ x 11 page for narrative.
6. Is the Quality Control Manager required to be on-site at all times construction is on-going?
ANSWER: Yes.
7. Can the organizational chart be on an 11” x 17” sheet?
ANSWER: Yes.
8. For the schedule, are we to include the options?
ANSWER: Yes.
c. If so, should we assume they are awarded at the same time as the base bid?
ANSWER: Yes.
9. In §H – Special Contract Requirements, liability insurance requirements are listed for Architect-Engineer. Since this is not a design-build project, will this requirement be enforced?
ANSWER: A&E professional liability insurance is not required.
10. I have a couple of questions. My client will be bidding on the Sandy Hook project 12/1. What I wanted to know, should the Form 24 Bid Bond be utilized or can we use our own bond forms? And do we need to attach a Consent of Surety?
ANSWER: See Federal Acquisition Regulation 28.106-1 Bonds and bond-related forms, to wit:
The following Standard Forms (SF’s) and Optional Forms (OF’s) shown in 53.301 and 53.302, shall be used, except in foreign countries, when a bid bond, performance or payment bond, or an individual surety is required. The bond forms shall be used as indicated in the instruction portion of each form:
