NNM17615413E Question and Answers 1-49

1. Spec Section 019113 – General Commissioning Requirements; Section 1.1 A. last sentence says

Commissioning services will be provided by NASA. Section 1.7 D.2 says for the GC to include the cost of commissioning in the total contract price. Can you clarify?

1A. Bid per Plans and Specs. NASA will provide the commissioning agent. However, the contractor is responsible for providing the commissioning agent information required.

2. Per the IFB “Helpful Information about Submitting Your Bid”, the list contains the A. SF1442; B. Bid

Schedule; C. Section K; D. Bid Bond; and E. EMR. Also, Section J, J.1 List of Attachments instructs that the

SHE Plan and Quality Assurance Plan are to be “incorporated into the contract upon approval – prior to

Notice to Proceed”. However, the Attachment J-3 and Attachment J-4 instruct us to submit these 2 Plans as part of our proposal. Would you please clarify whether these 2 Plans are to be submitted as part of our proposal, or are they to be submitted after an award is given and prior to the Notice to Proceed?

2A. See amendment 3 to the solicitation.

3. Several of the buildings note the presence of Asbestos Containing Materials and/or Lead Based Paint, and that the contractor is required to remediate all ACM and LBP prior to demolition. Please provide an

Asbestos and Lead Survey for the buildings.

3A. See attached 2009 Asbestos surveys and 2015 survey updates.

12A. See attached map.

13. Regarding hot water heating piping, aboveground, NPS 2 and smaller, paragraph 232113-3.1-A-2 refers to “Type 96 steel pipe”. What standard or reference is this from? Also, are 150# Malleable Iron fittings acceptable for this service?

13A. See revised SECTION 232113 HYDRONIC PIPING.

14. In the HVAC Piping Insulation specification, paragraph 3.2-B-1 calls for an epoxy coating of the carbon steel pipe prior to insulating. Please provide a specification for the epoxy coating.

14A. See revised specification SECTION 230719 HVAC PIPING INSULATION.

15. On the boiler schedule for each building, there are columns shown as “Output Rating” and “Output

Required”. Because boilers from different manufacturers operate at different efficiencies, this translates into different output ratings. Do we use “Output Required” to select the boiler model to meet the actual requirement of the system or “Output Rating”? If “Output Rating” or “Input Rating” is the requirement, then please clarify the following. Buildings 4200 and 4663 have boilers scheduled with input ratings of 3,500 MBH each. Some manufacturers have different model size/input rating increments that vary from this. Please verify that we can use (1) 4,000 MBH and (1) 3,000 MBH in lieu of two of equal size. Since the boilers will be modulated/alternated by its own control, it should not change system performance.

15A. Yes, Output Required is the minimum BTU/hr required by the boiler to satisfy the load. Output rating is just a reference for the operation range of the boiler. The input size is the gas input required to maintain boiler operation. The contractor shall use the output required and shall select the boilers that will operate to satisfy that required value at a minimum.

A larger input size can be selected if the manufacturer does not have the prescribed 3500 as noted as an example. The main factor will be the output requirement, and the boiler selected must meet this value.

The boilers shall match capacity sizes, do not select boilers with 2 different capacities.

16. Buildings 4207, 4487, 4650, 4663 and 4707 have boilers scheduled that require the ability to fire on both Natural Gas and LP. Building 4487 also requires that the dual-fuel units have controls for automatic changeover of the fuel. The basis-of-design equipment has provisions for dual-fuel connections for some of the sizes scheduled but does not offer automatic changeover. Most manufacturers including the smaller basis-of-design sizes (less than 700 MBH) offer boilers that can be fired on either fuel source. They do require an orifice change to make this happen. LP is not included in this scope of work as a permanent fuel source. Would a boiler that can fire on either fuel with minimal changes be considered?

16A. Yes. See revised drawing FAC-LA-4487-M1. Note, that the building 4487 is noted as the only building which has a scheduled Automatic Changeover notation. This has been revised on the schedule.

17. The boilers for Buildings 4200, 4487, 4610, 4463 and 4707 are scheduled to require 120/1/60 power. On sizes over 2,500 MBH, most boiler manufacturers increase to 3-phase power that will use the least amount of energy to power the controls and internal combustion fan on these larger sizes. The building mechanical rooms that house the new boilers have 3-phase power available. Can the new boilers be 3-phase (208/3/60 or 460/3/60)?

17A. If an “as equal” manufacturer has different power requirements than the basis of design, it will be the responsibility of the contractor to coordinate with the affected trades at no cost to the government.

18. Building 4203 shows removing heat and hot water pumps and steam supply. The drawings show that the steam needs to be capped. It also showing removing three (3) pumps. There is not another drawing showing the replacement of these pumps or hot water to resupply this building. We need a drawing showing the replacement of the pumps and piping.

18A. Remove drawings FAC-BY-4203-A0, FAC-BY-4203-ED1, FAC-BY-4203-MD1, FAC-BY-4203-UCS1, FAC-

BY-4203-UCS2 from the contract documents.
