1.3 INSPECTION PROCEDURES - GENERAL

A. It is the Government’s intent to inspect and accept the fall protection systems at their scheduled completion date. The Contractor shall request final inspection in writing at least ten (10) calendar days prior to the scheduled completion date of each phase. The request for “Final Inspection” shall state that, “all work under the Contract, including Modification work, is or will be 100 percent complete prior to inspection by the Government team members”.

1. On receipt of a written request for inspection, the Project Officer will either confirm the date requested or make arrangements for a mutually acceptable date.

B. The final inspection will occur when the Contractor requests Project Acceptance. The Contracting Officer will inspect the Work when requested by the Contractor to confirm that the Project is completed.

1.4 FINAL COMPLETION

A. Preliminary Procedures: Before requesting inspection for Final Completion, complete the following. List items below that are incomplete in the request.

1. Submit specific warranties, workmanship bonds, maintenance service agreements, final certifications, and similar documents.

2. Prepare and submit Project Record Documents, operation and maintenance manuals, and similar final record information.

3. Deliver tools, spare parts, extra materials, and similar items to location designated by Government. Label with manufacturer's name and model number where applicable.

4. Complete testing of systems.

5. Terminate and remove temporary facilities from Project site, along with construction tools, and similar elements.

6. Complete final cleaning requirements, including touchup painting.

7. Touch up and otherwise repair and restore marred exposed finishes to eliminate visual defects.

B. Inspection Procedures: Submit a written request for inspection for Final Completion. On receipt of request, Contracting Officer will either proceed with inspection or notify Contractor of unfulfilled administrative requirements that need to be completed prior to proceeding with the inspection.

1. If after arriving at the Project, the Contracting Officer determines that the Project is not ready for inspection, the Contracting Officer will abort the inspection and notify the Contractor accordingly. If this is the case, the visit will count as one of the two inspections that are included under the Base Contract.

2. The Contracting Officer will prepare the letter of Acceptance after inspection or will notify Contractor of items, either on Contractor's list or additional items identified by Contracting Officer that must be completed or corrected before the letter will be issued.

a. The Contracting Officer will prepare an inspection report listing items that need to be completed or corrected (punch list). This report will form the basis of requirements for the letter of Acceptance.

1.5 ACCEPTANCE

A. Preliminary Procedures: Before requesting final inspection for determining date of Project Acceptance, complete the following:

1. Submit a final Application Request with releases and supporting documentation not previously submitted and accepted. Include insurance certificates for products and completed operations where required.

2. Submit an updated final statement, accounting for final additional changes to the Contract Sum.

3. Submit certified copy of Contracting Officer’s Final inspection list of items to be completed or corrected (punch list), endorsed and dated by Contracting Officer. The certified copy of the list shall state that each item has been completed or otherwise resolved for acceptance.

4. Instruct Government's personnel in operation, adjustment, and maintenance of products, equipment, and systems.

B. Reinspection Procedure: Submit a written request for final inspection for acceptance. On receipt of request, Contracting Officer will either proceed with inspection or notify Contractor of unfulfilled requirements. Contracting Officer will prepare a letter of Project Acceptance after inspection or will notify Contractor of construction that must be completed or corrected before the Project will be accepted. This will constitute the second of the two inspections included in the Base Contract.
