About this file

This statement of work outlines requirements for the manufacture and delivery of digital launch control and display panels and a spares kit. The Naval Undersea Warfare Center Division, Newport requires five launch control panels and one spares kit to support Virginia and Columbia class submarines. The contractor shall manufacture the panels according to technical drawings and specifications, perform testing at their facility using government test equipment, and deliver the units to NUWCDIVNPT for operational acceptance testing. The panels must interface correctly with mock equipment and pass functional testing. The contractor will observe all government testing and correct any deficiencies. One option for additional panels and maintenance of the spares kit may be exercised. The Navy solicitation seeks these items with delivery to NUWCDIVNPT.

STATEMENT OF WORK

(SOW)

VIRGINIA & COLUMBIA Class Digital Launch Control and Display Panel (LCDP) Procurement

1.0 BACKGROUND

The Naval Undersea Warfare Center Division, Newport (NUWCDIVNPT) Platform and Payload Integration Department (Code 45) has been designated by NAVSEA 05 as the In-Service Engineering Agent (ISEA) for the VIRGINIA & COLUMBIA Class Submarine Internal Countermeasure Launcher (ICL) system. PMS 450 is the sponsoring program office for the VIRGINIA Class launcher system and PMS 397 is the sponsoring program office for the COLUMBIA Class launcher system.

The Program Executive Office for Submarines (PEO-SUB) and Program Executive Office for COLUMBIA Class (PEO-COLUMBIA) has funded NUWCDIVNPT to provide the Digital Launch Control and Display Panels (LCDPs) to Electric Boat (EB) as Government-furnished equipment (GFE) to support New Construction (NEWCON) requirements for VIRGINIA & COLUMBIA Class submarines.

The LCDPs will be manufactured by the contractor and tested at the contractor’s facility using the Government owned Digital Test Box Assembly. The complete Digital Test Box Assembly is inclusive of the Test Box unit itself, as well as ICL Test Box Wiring Assemblies -95, -96, -97, and -98 per Applicable Document 3.1.32. Testing at the contractor facility provides confidence that the LCDP will pass final testing and allow the contractor to fix issues prior to traveling to NUWCDIVNPT. Once the LCDP has passed testing at the contractor’s facility it is then sent to NUWCDIVNPT, and operationally tested/verified in NUWCDIVNPT’s Three Inch Launcher Test Facility (TILTF), located at NUWCDIVNPT. Once the LCDPs pass operational testing in the TILTF and are accepted by NUWCDIVNPT, the Government will deliver the LCDPs to EB for installation onto the submarine. The TILTF is a full-scale mock-up of the VIRGINIA & COLUMBIA Class ICL and allows for simulating shipboard conditions in a lab-based environment and is a more in depth measure/verification than the digital test box assembly. The LCDPs are subjected to an identical test procedure as is done shipboard at EB prior to delivery of the platform.

Place of Performance

The place of performance of this contract shall be at the contractor’s site for manufacture and preliminary testing and at NUWCDIVNPT for final operational testing.

Authorized Users

NUWC Code 45 is the only authorized user of this contract.

Sponsors

Sponsors for this contract are PMS450C and PMS397.

Types of Funding

Shipbuilding and Conversion, Navy (SCN) will be provided for this contract.

2.0 SCOPE

The contractor shall manufacture, test and deliver Digital LCDPs to NUWCDIVNPT. The contractor shall also develop a spares kit for the duration of this contract. The Government may exercise four option periods throughout the period of performance requiring up to an additional three (3) LCDP panels per option.

Upon completion of the required testing, the contractor shall perform hardware inspection of each LCDP IAW Applicable Document 3.1.1, and provide a Test and Inspection Report. The ICL Test Box Wiring Assemblies -95, -96, -97, and -98 per Applicable Document 3.1.32 shall remain installed for shipment to the Government. The contractor shall include the ICL Test Box Wiring Assembly with the LCDP until the conclusion of the functional testing has occurred. At that point, the contractor will be returned the ICL Test Box Wiring Assembly.

The Government shall be notified at least seven (7) calendar days prior to the performance of the test and inspection. The Government reserves the right to inspect the test facility at the contractor’s plant(s) and at the contractor’s subcontractor’s plant(s), as well as to witness all tests specified herein. The contractor shall prepare a technical report to identify all failures, deficiencies, and discrepancies revealed during the performance of the specified tests. The contractor shall demonstrate acceptability of each LCDP, as follows:

a. The contractor shall verify that each LCDP meets or exceeds all the requirements of the manufacturing drawing packages provided in Applicable Documents 3.1.1 thru 3.1.31.

b. The contractor shall generate test/inspection reports, as well as identify and record all material validation/certification data, inspection/measurement data with specific measurements recorded, outside process certifications (coatings, heat treatment, etc.) and load testing certifications where necessary. The contractor shall gather this objective quality evidence (OQE) and present it at the time of test/inspection.

4.2.1 Data Deliverables: The contractor shall submit a Failure Analysis and Corrective Action Report IAW CDRL A002. The contractor shall also provide OQE and NDT reports IAW CDRLs A004 and A005, respectively; Quality Assurance Provisions IAW CDRL A006; and a Certificate of Compliance IAW CDRL A007, upon delivery of the hardware to the Government for final inspection and acceptance testing.

Test and Inspection Requirements at Destination

Upon receipt of each LCDP, the Government will perform fitment testing of the hardware at the Code 45 TILTF to verify proper dimensional configuration of the LCDP. The Government shall perform hardware and assembly inspection IAW Applicable Document 3.1.1 and workmanship IAW Applicable Document 3.2.6, respectively. The contractor shall be available to observe the testing. If the LCDP does not align and interface securely with the mock-shipboard set-up in the TILTF, the contractor shall make adjustments to the LCDP on-site, to achieve proper alignment and provide a secure interface within the lab space. The contractor shall not make any modifications to the TILTF interfaces.

Immediately following successful fitment testing, the Government will perform functional testing of each LCDP IAW Document 3.1.31 to verify the successful operation and proper wiring of the LCDP controls. The contractor shall be available to observe the testing and to verify the successful completion of each step of the Functional Acceptance Test procedure. Any unsatisfactory operation of the LCDP shall be corrected by the contractor prior to Government acceptance of the hardware. After successful completion of the Functional Acceptance Test, the contractor shall retain Test Box Cable Assemblies for use on next LCDP.

4.3.1 Data Deliverables: The contractor shall submit a Failure Analysis and Corrective Action Report IAW CDRL A002. The contractor shall provide Fitment and Functional Test/Inspection Reports upon delivery the LCDP IAW CDRL A005; Quality Assurance Provisions IAW CDRL A006; and a Certificate of Compliance IAW CDRL A007.

Spares Kit

Once the Government exercises the spare kit procurement option, the contractor shall maintain one (1) spares kit as GFE for the duration of this contract. The content of this kit were all identified as long lead items and are intended to support fleet needs. The contractor shall ship any items from the kit to NUWCDIVNPT at the Government’s request. If needed, the kit items shall be available for the contractor to borrow against should any components lead time exceed Government needs, fail, or be damaged during manufacture and testing. At the conclusion of the contract, all remaining components and replacements for all borrowed components shall be shipped to NUWCDIVNPT, along with any other equipment that was provided for this award.
