About this file

This amendment modifies a solicitation for the manufacture, test, and delivery of digital launch control display panels (LCDPs) and spares kits. The contractor shall provide twenty LCDPs and five spares kits over five option periods. The amendment responds to industry questions by clarifying that the period of performance and statement of work sections do not require updates, except to specify five option periods rather than four. It also extends the proposal due date from July 26 to August 2, 2023 in response to a request from offerors. The solicitation is seeking firm-fixed-price proposals for the LCDPs and spares kits on behalf of the Department of the Navy Naval Sea Systems Command.

Amendment 0006:

The purpose of this amendment is to respond to the following industry questions and clarify the CLIN structure:

From:

The contractor shall manufacture, test and deliver Digital LCDPs to NUWCDIVNPT. The contractor shall also develop a spares kit for the duration of this contract. The Government may exercise four option periods throughout the period of performance requiring up to an additional three (3) LCDP panels per option.

To:

The contractor shall manufacture, test and deliver Digital LCDPs to NUWCDIVNPT. The contractor shall also develop a spares kit for the duration of this contract. The Government may exercise five option periods throughout the period of performance.

Q.2. The Amendment 0005 pricing table has increased from 4 option periods with a total of 17 LCDP units and 1 spares kit, to 6 option periods with a total of 20 LCDP units and 5 spares kits. However, there are several places in the Statement of Work (SOW) that still mention 4 option periods with a total of 17 LCDPs and 1 spares kit. Could the Government please confirm the correct quantities and option periods and update the solicitation accordingly to align with the new pricing structure?

*NOTE: The Government anticipates it will only exercise one (1) option during the five (5) year POP for the Spares Kit.

Q.3. Request the Government change the requirement to include the price of long lead items in CLIN 0001.

A.3. Offerors must propose all CLIN unit prices on a FFP basis, inclusive of long lead items.

Q.4. Would the Government consider extending the proposal due date by one week to 2 August 2023?

A.4. Yes, the Government will extend the proposal due date to 2 August 2023.
