3. REQUIREMENTS:

3.1 Deliver hazardous waste in each container provided by Naval Station Everett, in accordance with 2.1, outlining the rules and regulations regarding work performed by civilian ship repair contractors at Naval Station Everett. The term disposal facility in work item 077-11-001 shall be defined as hazardous waste containers provided by Naval Station Everett.

3.2 Submit one legible copy, in approved transferrable media, of a detailed list of hazardous material brought aboard the Naval Station, using Attachment A to the SUPERVISOR, in accordance with the requirements of 2.1.

3.2.1 The report shall include all Safety Data Sheets (SDSs) for each hazardous material on the list in 3.2.

reported, provide a report to the SUPERVISOR certifying that no hazardous materials were brought aboard NSE.

3.2.2.1 Monthly reports shall be submitted no later than the

first 10 days of each month after availability start for the duration of the period of performance, and the final monthly reports shall be submitted no later than 10 days after Availability Completion (C+10).

(V)(G) "VISUAL INSPECTION"

3.3 Accomplish a visual inspection of the interior of each empty contractor tanker truck, contractor tanker trailer, or portable tank for cleanliness.

3.3.1 Inspection shall be accomplished prior to start of work and upon return of each tanker to NSE.

3.4 Notify NSE 24 hours prior to delivering HW to the disposal facility by telephone: 425-304-5987.

3.4.1 Hours of operation for HW at NSE disposal facility are 0800 to 1330 Monday through Friday.

Report: ENVIRONMENTAL PROTECTION AND HAZARDOUS WASTE

MANAGEMENT PLAN

3.5 Submit one legible copy, in approved transferrable media, of an Environmental Protection and Hazardous Waste Management Plan to the SUPERVISOR, which at a minimum, shall contain the following information, using 2.1 through 2.4 for guidance:

3.5.1 The name and titles of management personnel, in charge of the contractor's HW program.

3.5.2 The name and title of competent personnel trained to properly handle HW.

3.5.3 The contractor's method of accounting for each hazardous waste material, from generation until turned over to Naval Station Everett.

3.6 Nothing contained in this Work Item shall relieve the contractor from complying with applicable federal, state, and each local law, code, ordinance, and regulation, including the obtaining of each license and permit in connection with hazardous waste handling and disposal in the performance of this contract.

4. NOTES:

4.1 Period of performance: July 16 - 30, 2018 at Naval Station Everett prior to ships departure to contractor facility and December 24, 2018 - April 12, 2019 when the ship returns to Naval Station Everett.

4.2 Hazardous waste is determined by one or more of the following methods:

4.2.1 Chemical analysis which show that the material characteristic of ignitability, corrosivity, reactivity, and/or toxicity (Toxicity

4.3 Asbestos, bilge water, oil/water including sludge, debris and other contaminant, sludge which includes solids and sludge from each ballast tank, CHT tank, void, oily waste tank, fuel ballast tank, fuel oil tank, skeg (West coast), PCB's (Maryland), etc., apply only in those states listing them as hazardous waste. When an availability is to be performed in a state where these items are hazardous waste, an estimate of the amount to be generated shall be included.

3.1 Notify the Ship's Duty Officer, via the SUPERVISOR, in writing, 24 hours in advance of intent to send personnel aloft to accomplish work required by this Work Item.

3. REQUIREMENTS:

3.1 Accomplish the requirements of 009-09 of 2.1 for removal, repair, installation, and testing of the equipment listed in 1.3, using 2.2 through 2.20 for guidance.

(V)(G) "CLEARANCE MEASUREMENTS"

3.2 Measure and record existing clearances between shaft flange and rope guard, rotating fairwater and stern tube fairing, stationary composite fairwater and journal sleeve for the equipment listed in 1.3.1 prior to any removals, using 2.2 through 2.6 for guidance.

rotating fairwater.

3.3.5.1 Template shims to fit the entire length and width of

horizontal flanges. Shims shall be metal laminate material.

3.3.5.2 Measure and record bore diameter in 45 degree radial

increments at both ends, at three locations (0-180, 45-

225, and 135-315 degrees) starting at the 12 o'clock position.

3.4 Verify that each coupling bolt is correctly identified to the coupling flange and corresponding bolt hole for each of the equipment listed in 1.3.1 and 1.3.2, using 2.4 through 2.6 for guidance.

3.4.1 Measure and record existing coupling bolt draw using GN 3 of

2.5 for guidance. Remove each coupling bolt, tag and retain for reuse.

3.4.1.1 At no time shall there be less than 4 bolts or temporary fasteners, installed 90 degrees apart, and when using temporary fasteners torque to 2000 foot-pounds when checking bolt draws.

(I) "CONTACT DRAW"

3.4.1.2 Inspect contact draw for bolts by installing them with the forward nut hand tight, which is 250 to 500 foot-pounds for couplings of this size.

3.4.1.3 Clean coupling bolts free of foreign matter, leaving no residue or injurious effects.

2.5 and 2.6, prior to removal of shafting and each bearing.

3.5.1.1 Measure and record stern tube bearing and each strut

bearing clearance (shaft to stave) at three locations (0-180, 45- 225, and 135-315 degrees) starting at the 12 o'clock position.

Each measurement shall be taken at the aft end of the stern tube bearing and fwd and aft ends of the strut bearing in accordance with Section 4 of 2.9.

3.5.1.2 Measure and record stern tube bearing and each strut

bearing clearance (shaft to stave retainer) at one location (0- 180 degrees) starting at the 12 o'clock position. Each measurement shall be taken at the aft end of the stern tube bearing and fwd and aft ends of the strut bearing in accordance with Section 4 of 2.9.

3.5.1.3 Include each size, clearance, fit and finish for each wearing part, bearing surface, stern tube and strut bearing, seal and packing area and physical conditions of each part not specified for renewal.

3.9 Clean bores free from oil and foreign matter for the equipment removed in 3.6 and the remaining inboard shafting bores, located in 1.2.2 through 1.2.3.

3.10 Remove the equipment listed in 1.3.3 and 1.3.4, using 2.5 through

2.10 for guidance.

3.10.1 Accomplish the requirements of 009-84.

3.10.2 Remove and dispose of preservative from the stern tube, strut bearing housing, stern tube and strut bearing halves.

3.10.3 Match mark bearing halves to identify upper and lower half.

shaft bearing and seal journal sleeves from the equipment listed in 1.3.1 and 1.3.2, as designated by the SUPERVISOR. After sleeve cut back is complete, reestablish the sleeve end in accordance with 2.6 and 2.15, Figure 3-2.3 depending on variation in sleeve end geometry, except that the 1/16 inch radius at the forward end of the sleeve shall not be cut on the sleeve end inside diameter where it contacts the shaft to avoid cutting a groove in the shaft.

3.12.3 Handwork and skim cut bearing sleeve diameters, restoring designed surface finish by machining, not to exceed .092 inch, for each bearing journal and seal sleeve area for each of the equipment listed in 1.3.1 and 1.3.2 in accordance with Paragraphs 243-1.3.4.1 and 243-1.3.4.3 of 2.4, using 2.6 for guidance. Do not reduce the diameter of a sleeve in way of the stern tube seal or rotating coupling cover.

3.12.3.1 Polish machined surfaces in way of repair.

(I)(G) "NONDESTRUCTIVE TEST"

3.12.3.2 Accomplish a liquid penetrant test of each bearing

journal sleeve and seal journal sleeve after final refinishing, in accordance with 2.13.

3.12.4 Repair a total of 10 linear feet of cracks and a total of 50 square inches of pitted areas on the bearing journal and journal seal sleeve for the equipment listed in 1.3.1 and 1.3.2, in accordance with Paragraph 243-1.1.9 of 2.4, and Paragraphs 3-4 and 3-4.5 of 2.15.

3.12.4.1 Accomplish the requirements of 009-12 of 2.1, including Table One, Column H, Lines One through 10.

(I)(G) "NONDESTRUCTIVE TESTING"

3.14 Repairs and materials less than the amounts identified, and not accomplished in 3.12.2.1, 3.12.4, and 3.20.1.1 will be subject to recoupment.

3.15 Accomplish external surface preparation to the equipment removed in 3.6, in accordance with 2.18 and Paragraph 5.4.2 of 2.12.

3.16 Install new GRP application on the each external surface of the equipment listed in 1.3.1 and 1.3.2, in accordance with 2.18 and Paragraph 5.4 of 2.12.

3.16.1 GRP covering shall include the area where the shaft journal sleeves connect to the shaft journals on each shaft, to prevent sea water intrusion.

(V)(G) "SPARK TEST"

3.17 Accomplish a spark test of the each new GRP coating surface on the external shafting using a high voltage spark tester. Voltage shall be 10,000 volts AC, 3-30 MHZ, or 14,140 volts DC, self limited to a low current. Maintain a distance of 1/16 to 1/8 inch probe tip to the coating surface in accordance with Paragraph 5.6 of 2.12.

3.18 Accomplish the requirements of 2.18 and Paragraph 5.4.3 of 2.12 for each mating surface of each waterborne shaft flange.

3.19 Install new,new bearing the staves equipment listed in 5.1.1 through 5.1.3, or 5.1.4 through 5.1.6, based on the results of 3.13, as designated by the SUPERVISOR, for the stern tube and strut bearings removed in 3.8, using 2.2 through 2.6 for guidance.

(V) "NEW STAVE INSPECTION"

3.19.1 Inspect each new bearing stave prior to installation, in accordance with Paragraph 244-4.6 of 2.9.

3.19.2 Installation of new bearing staves shall be staggered in accordance with Note 8 of 2.8 to prevent irregular wear on the shaft.

3.19.3 Install Stern tube and strut bearings.

3.19.3.1 Fill the annular void spaces with new with corrosion preventive compound MIL–C–11796 Class 1 after each bearing shell installation, using 2.16 and 2.17 for guidance.

3.20 Install and align the equipment removed in 3.6, in accordance with 2.7, using retained fasteners, and 2.4 through 2.6 for guidance.

3.20.1 Assemble each coupling using new O-rings and split pins conforming to the material requirements of 2.5 and 2.6.

3.21 Measure stern tube and strut bearing clearances by inserting a feeler gage between each stave and shaft sleeve. Record clearances on a diagrammatic sketch indicating top stave and horizontal split of bearings using 2.8 for guidance. The accept or reject criteria shall be in accordance with Table 244-4-1 of 2.9. Readings shall be taken after propeller hub and blades installation.

3.21.1 Measure shaft to stave retainer clearance for stern tube and strut bearings, using Paragraph 244-4.2.4.2 of 2.9 for guidance.

3.22 Install the rotating fairwater in accordance with 2.2 and 2.5, using new gaskets.

3.22.1 Install the coupling cover with 3M 5200 Fast Cure sealing compound, as authorized by 2.20, on both sides of the gaskets at both horizontal split joints and at both end bore joints. Prior to applying 3M 5200, use 60 grit sandpaper to abrade both the coupling cover and shaft sleeve mating surfaces to create a rougher profile to improve sealant adhesion. After sanding, clean the surfaces with 3M part number 08984, acetone, or equivalent.

3.22.1.1 Do not use alcohol to clean the surfaces abraded in

paragraph 3.22.1 as it adversely affects 3M 5200.

3.22.1.2 When installing the second fairwater half and applying the 5200 Fast Cure sealant, use generous amounts and run a zig-zagging “W” bead along both sides of both gaskets. Bring the two halves together and tighten the fasteners until they are snug, then allow the sealant to cure prior to applying final torque of 80 – 100 ft-lbs plus running torque.

(V)(G) "DROP TEST"

3.22.2 Accomplish the requirements of 009-25 of 2.1 for air test of the rotating fairwater. Test pressure shall be 10 PSIG plus or minus One PSIG. Maintain test pressure for 15 minutes for temperature stabilization prior to start of test. Hold test pressure for 10 minutes. Allowable drop in pressure: None.

3.22.3 Install new preservative into the internal cavity of the rotating fairwater conforming to MIL-C-11796 Class 1A in accordance with 2.5, ensure internal cavities are 100 percent full.

3.22.3.1 Refill internal cavities of the rotating fairwater with new preservative compound per MIL-C-11796 Class 1A, in accordance with 2.5, after a 24 hour cool down. Verify cavity is 100 percent full.

3.23 Install stern tube fairing plates, rope guard, and stationary fairwater for the equipment listed in 1.3.1 and 1.3.2, using 2.2 and 2.3 for guidance.

3.23.1 Accomplish the requirements of 009-12 of 2.1, including Table 2, Column A, Lines One through 7.

(I)(G) "COMPLETION AIR TEST"

3.23.2 Accomplish the requirements of 009-25 of 2.1 for completion air test of the stern tube fairing voids. Test pressure shall be 5 PSIG. Maintain test pressure for 15 minutes for temperature stabilization prior to start of test. Hold test pressure for 10 minutes. Allowable drop in pressure: None.

3.23.3 Dispose of existing and replace with new the equipment listed in 1.3.5 for composite fairwter and rope guard.

3.24 Provide 800 man-hours of labor and 5,000 dollars of material to accomplish work not previously identified in this work item, as directed by the SUPERVISOR. If the total cost is less than the authorized man-hour and dollar amounts, remaining funds will be subject to recoupment.

The contractor is not authorized to exceed these limits.

3.25 Accomplish the requirements of 009-32 of 2.1 for new and disturbed surfaces.

4. NOTES:

4.1 Starboard controllable pitch propeller system repair will be accomplished under work item 245-11-001, Starboard Controllable Pitch Propeller (CPP) System; repair.

4.2 Stern tube, Stern Tube Bearing and Strut Bearing Housing voids and propeller shaft preservation will be accomplished under work item 631-31- 001, Underwater Hull; preserve.

4.3 Zinc anode inspection and replacement will be accomplished under work item 631-31-001, Underwater Hull; preserve.

3. REQUIREMENTS:

3.1 Accomplish the requirements of 009-09 of 2.1 for removal, repair, installation, and testing of the equipment listed in 1.3, using 2.2 through 2.20 for guidance.

(V)(G) "CLEARANCE MEASUREMENTS"

3.2 Measure and record existing clearances between shaft flange and rope guard, rotating fairwater and stern tube fairing, stationary composite fairwater and journal sleeve for the equipment listed in 1.3.1 prior to any removals, using 2.2 through 2.6 for guidance.

3.2.1 Accomplish boroscope inspection and record results for the rotating and stationary fairwaters prior to any removal.

Report: Visual Inspection Date: + 4

3.2.1.1 Submit one legible copy, in approved transferrable

media, of a report listing results of the requirements of 3.2 and

3.2.1 to the SUPERVISOR.

3.3 Remove the stern tube fairing plates for the equipment listed in

1.3.1 and 1.3.2, using 2.2 and 2.3 for guidance.

3.3.1 Accomplish the requirements of 009-05 of 2.1.

3.3.1.1 Accomplish the requirements of 009-12 of 2.1, including Table 2, Column A, Lines One through 7.

(V) "VERIFY EXISTING ROTATING FAIRWATER FASTENER THREAD PROTRUSION"

3.3.2 Disassemble and remove the rotating fairwater, rope guard, and stationary fairwater, retain for reinstallation.

3.3.2.1 Accomplish the requirements of 009-84 for the rotating fairwater.

3.3.2.2 Remove and dispose of existing preservative of the

rotating fairwater.

3.3.3 Remove existing preservative from internal surfaces of the rotating fairwaters and the external surfaces of the corresponding shaft coupling.

3.3.4 Clean areas of exposed rotating fairwaters, shafting, and areas in way of removals free of rust, corrosion, scale, marine growth, and foreign matter where removals can be accomplished using hand tools leaving no residue or injurious effects.

3.3.5 Assemble rotating fairwater in accordance with GN 8 Step (A) of 2.2.

3.3.5.1 Template shims to fit the entire length and width of

horizontal flanges. Shims shall be metal laminate material.

3.3.5.2 Measure and record bore diameter in 45 degree radial

increments at both ends, at three locations (0-180, 45-

225, and 135-315 degrees) starting at the 12 o'clock position.

3.4 Verify that each coupling bolt is correctly identified to the coupling flange and corresponding bolt hole for each of the equipment listed in 1.3.1 and 1.3.2, using 2.4 through 2.6 for guidance.

3.4.1 Measure and record existing coupling bolt draw using GN 3 of

2.5 for guidance. Remove each coupling bolt, tag and retain for reuse.

3.4.1.1 At no time shall there be less than 4 bolts or temporary fasteners, installed 90 degrees apart, and when using temporary fasteners torque to 2000 foot-pounds when checking bolt draws.

(I) "CONTACT DRAW"

3.4.1.2 Inspect contact draw for bolts by installing them with the forward nut hand tight, which is 250 to 500 foot-pounds for couplings of this size.

3.4.1.3 Clean coupling bolts free of foreign matter, leaving no residue or injurious effects.

(V) "BOLT INSPECTION"

3.4.1.4 Inspect coupling bolts, chase and tap exposed threaded areas.

3.4.2 Submit one legible copy, in approved transferrable media, of a report listing results of the requirements of 3.4. to the SUPERVISOR.

3.5 Measure stern tube and strut bearing clearances, using 2.8 for guidance. The accept or reject criteria shall be in accordance with Table 244-4-1 of 2.9.

3.5.1 Accomplish each bearing clearance measurement on the equipment listed in 1.3.3 and 1.3.4 and located in 1.2, in accordance with 2.2,

2.5 and 2.6, prior to removal of shafting and each bearing.

3.5.1.1 Measure and record stern tube bearing and each strut

bearing clearance (shaft to stave) at three locations (0-180, 45- 225, and 135-315 degrees) starting at the 12 o'clock position.

Each measurement shall be taken at the aft end of the stern tube bearing and fwd and aft ends of the strut bearing in accordance with Section 4 of 2.9.

3.5.1.2 Measure and record stern tube bearing and each strut

bearing clearance (shaft to stave retainer) at one location (0- 180 degrees) starting at the 12 o'clock position. Each measurement shall be taken at the aft end of the stern tube bearing and fwd and aft ends of the strut bearing in accordance with Section 4 of 2.9.

3.5.1.3 Include each size, clearance, fit and finish for each wearing part, bearing surface, stern tube and strut bearing, seal and packing area and physical conditions of each part not specified for renewal.

3.5.2 Submit one legible copy, in approved transferrable media, of a report listing results of the requirements of 3.5 to the SUPERVISOR.

3.6 Remove the equipment listed in 1.3.1 and 1.3.2, located in 1.2.1 and 1.2.2, using 2.4 through 2.7 for guidance.
