d. Due to ship’s schedule and availability, the ship check dates may be changed and or extended; changes will be provided in writing by the Ordering Officer.

(1) During all shipchecks, the Norfolk Naval Shipyard (NNSY) Lead Code POC will be the primary POC for all oversight issues and decisions.

(2) Conduct ship checks on CVN 74 as directed, to determine the level of Ship Installation Drawings (SID) requirements for each authorized SCD. Shipcheck effort will include collection of reference data that will be used to support the shipcheck effort and a post shipcheck effort to develop a Design Requirements document for each SCD in the shipcheck package.

(3) Develop initial modernization integration plan to assure complimentary SCDs are identified and interface requirements annotated. All shipcheck direction and requirements exchanged between technical codes/disciplines shall be documented in writing via memoranda, with no exceptions.

(4) Contractor Shipcheck team will collect data, onboard the ship, necessary to develop the applicable design modifications for systems and components required to support the system design change specified in the applicable Ship Change Document; as well as interfacing and or associated systems and components. Contractor Shipcheck team leader shall coordinate with NNSY shipcheck personnel to ensure that there are no duplication of efforts or omissions in the collection of data. Specific design/work requirements will be identified throughout the ship check, based on coordination and input provided by NNSY PY designated Technical Code lead designers. Problem areas shall be addressed as early as practicable in the ship check and reported to NNSY PY designated Technical Code lead designers. Contractor Shipcheck team leader shall interface with NNSY PY designated shipcheck lead to track and document shipcheck progress.

(5) All shipcheck memoranda, sketches, photographs and markups of reference drawings, shall be assigned a unique document number generated by NNSY PY “shipcheck assistant” database

(6) Develop sketches and photograph where needed to supplement markups of reference drawings. Provide ship check information to detail unshipping/shipping routes for equipment too large to pass through normal access routes. Document all potential interferences for each installation, including interferences to required foundation backup structure. Document all temporary interferences required for each installation and/or removal. Document all installations where welding to deck or bulkhead will require special effort to provide fire watch to far side of deck or bulkhead such as with spaces bounded by tanks, pristinely furnished spaces, refrigeration spaces, electrical trunks, or any other space that would require extensive production effort to access or repair. Document all components and or areas of the ship that cannot be shipchecked due to ship’s conditions (ex: energized equipment).

(7) Prepare ship check packages and Design Guidance Packages for all assigned ship check alteration packages. Ship check packages shall contain a complete set of ship check data, sketches/drawings, photographs (if applicable), and reference drawings. Design Guidance Packages are comprised of applicable shipcheck data for each alteration item, written guidance formulating the desired engineering design layout and delineate work requirement by cognizant technical code, and associated number and type (by discipline and weight group) of required Ship Installation Drawings. All data collected for a specific alteration, shall be referenced and associated to the applicable drawing in the Design Guidance Package. A copy of all ship check packages shall be provided to the designated NNSY PY shipcheck technical lead individuals.

(8) The contractor shall collect Paint, Insulation, and Deck Covering (PID) information for each Alteration item for development of Paint Insulation and Decking (PID) drawings, where applicable. This data as well as data identifying each alteration item and compartment area affected by subject alteration shall be collected and entered into the Interference Log database; data base source file will be provided by NNSY PY to be updated by contractor and returned to NNSY PY.

(9) Contractor shall provide his/her own Personal Protection Equipment (PPE), which shall be worn during the performance of the shipcheck.

(10) Contractor shall provide all materials and equipment required to support the shipcheck. This includes computer laptops to be used to enter, process, and store the Interference Log database. Two weeks after completion of shipcheck, as well as every thirty days thereafter, the Interference Log database shall be delivered to the designated NNSY PY technical lead. Contractor shall continue to update the Interference Log database throughout SID development.

(11) Contractor shall provide Three Dimensional (3-D) scanning services, to capture and process 3-D data for spaces specified by the NNSY PY technical leads. 3-D scanning services will be required for 5 days for each shipcheck performed during the “Base” and 3 days for shipchecks performed during Option Years

(12) 3-D laser scans of spaces shall be in color, with at least a 4x Faro (or equivalent) focus quality setting of at least 1/8 resolution. The scan files shall be indexed and registered in Autodesk Recap 360 Ultimate (or newer version of the point cloud editing software) and saved in a Recap project file (.rcp). Scan files must be reviewed and released by the ship’s security officer prior to transporting them off-board.

(13) The project file shall be named by the compartment number and shall be saved in a file folder that is named by the same number (example: 01-39-6-q). All files containing U-NNPI must have U-NNPI in the file name. Insert a file folder at the top of the file tree to facilitate one step decryption. All of the supporting files (including but not limited to scan files, temporary cache files and image files) for the project file shall be saved to the file folder

(14) Contractor will receive guidance, via the COR, from the designated Technical lead POC three weeks prior to start date of the shipcheck. Contractor shipcheck personnel shall be versed in the applicable engineering discipline and capable of working independently and making engineering decisions regarding removal, installation and/or modifications to ship structures and equipment foundations.

Participation in the DBIDS is not mandatory, and if the Contractor chooses to not participate, the Contractor's personnel will have to obtain daily passes, be subject to daily mandatory vehicle inspection, and will have limited access to the installation. The Government will not be responsible for any cost or lost time associated with obtaining daily passes or added vehicle inspections incurred by non-participants in the DBIDS. Alternatively, if the vendor so chooses, it may voluntarily elect to obtain long-term credentials through enrollment, registration, background vetting, screening, issuance of credentials, and electronic validation of credentials. Further information regarding DBIDS can be found at www.cnic.navy.mil/om/dbids.html
