Solicitation No. N42158-17-R-N002 Questions with Responses

1. Reference: RFP PWS SF33 and Section L. p 129 Question: SF33 States original and 5 copies for submission; Section L p.129 states original and 6 copies – Please clarify.

RESPONSE: The RFP has been corrected to reflect the requirement of the original and 6 copies. (See Amendment 01)

2. Reference: Section B and Section C.4.c Question: Items 0001 through 0001AC provide the cost submission for the Bremerton shipchecks list in Section C.4.C. There are six shipchecks on the notional schedule in Norfolk, where should the costs associated with these shipchecks be priced?

RESPONSE: CLINs 0001 – 1001 and related SubCLINs are related to three Bremerton shipchecks planned for base and option year 1; CLINs 2001 – 4001 are related to two planned Norfolk shipchecks planned for option years 2-4.

3. Reference: Section B – P.4 Question: Is Item 0002 a summary of Item 00002AA, AB & AC? If not, what is included in item 0002? (Applies to Item 0003 and 0004).

RESPONSE: CLINs 0002 – 0004 and all related option years reference the category of sheets (i.e. Mechanical, Electrical, and Structural) required. The SubCLINs are defined by number of sheets for each category/type (i.e. Removal, Installation, and Analysis/Calculations). The total requirement is identified by the breakdown of each type of sheet within each category.

Example:

0002 – Structural SID Development (Sheets)

0002AA – Structural Removal921ea
0002AB – Structural Installation314ea
0002AC – Structural Analysis/Calculation266ea

Represents a total of 1,501 Structural SID Development (Sheets)

4. Reference: Section B – P.4 – Note A.

Question: The basis for the Fixed Price estimate is price per sheet, however, Note A states that additional sheets will not be considered growth. This requirement is unreasonable and puts and undue burden on the contractor. Request the basis of estimate be changed to a fixed number of drawings with additional drawings being considered growth.

RESPONSE: Additional work, tasked by the Government, will be considered growth and will be captured in the form of task order modifications. Additional sheets that may arise during task order execution, as a result of task order proposal error, is not considered growth. The purpose of the language is to ensure accuracy in contractor proposal response.

5. Reference: RFP PWS section 4.a. on pages 47-48 Question: In this PWS section, the terms Drawings and Drawing Sheets appear to be used interchangeably. Will the Government clarify their definition of those terms in relation to the table provided at 4.1? (3) which outline the number of new and revision “drawing sheet counts” per contract year? Is this synonymous with full “drawings” which might constitute multiple “sheets”? This clarification is necessary for the Offeror to provide process and timelines for development of engineering calculations and various stages of drawing development.

RESPONSE: Tables corrected to reflect “Sheets”. (See Amendment 01)

6. Reference: RFP PWS paragraph 3.a., page 47 Question: The PWS states the “contractor shall develop and submit a security plan for collecting, processing, storing and transporting Naval Nuclear Propulsion Information Data”. A complete security plan with sufficient detail is difficult to deliver unless addressing specific task order data requirements. Will the Government confirm that this security plan is due post-award and/or at the task order level?

RESPONSE: As this requirement is for performance on a nuclear aircraft carrier, all offerors shall outline a process for handling marked documents prior to contract award.

7. Reference: Section C.4.a.3 – Drawing Sheet Counts Table Question: How many drawings per year will be developed – new and revision?

RESPONSE: Offerors shall price based on sheets. Information has been added as reference only. (See Amendment 01)

8. Reference: Section C.4.a.3 Question: Historical Level of Effort for complete development of RCOH SIDS is listed in man-days per drawings. If the basis of estimate remains per sheet than what is the level of historic effort in man-days per sheet?

RESPONSE:

9. Reference: RFP PWS paragraph 4.c., page 48 Question: The RFP states that two weeks prior to a shipcheck the contractor will support development of shipcheck data packages. In order to adequately price the effort associated with preparation of shipcheck data packages the contractor requires a listing of the number of SCDs per shipcheck. Will the government please provide a listing of SCDs per shipcheck?

RESPONSE: SCDs are not known at this time and will be provided as the work is identified. It is suggested that an offeror’s proposal include one (1) personnel for each of the ten (10) technical codes for ten (10) working days; Monday through Friday for 8 hours per day.

10. Reference: RFP PWS paragraph 4.c., page 48 Question: The RFP states that two weeks following a shipcheck the contractor shall develop Design Guidance Packages. In order to adequately price the effort associated with development of Design Guidance packages, the contractor requires a listing of the number of SCDs per shipcheck. Will the government please provide the number of SCDs per shipcheck?

RESPONSE: SCDs are not known at this time and will be provided as the work is identified. It is suggested that an offeror’s proposal include one (1) personnel for each of the ten (10) technical codes for ten (10) working days, Monday through Friday for 8 hours per day.

11. Reference: RFP PWS paragraphs 4. B, c Question: Should the pre- and post shipcheck support be priced in the shipcheck item No. 0001-0001AC? Where should the Norfolk pre- and post shipcheck support be priced?

RESPONSE: Pre- and Post-shipcheck support shall be priced in the shipcheck CLINs/SubCLINs (i.e. 0001, 0001AA-AC). Bremerton shipchecks are CLINs 0001 and 1001; Norfolk shipchecks are CLINs 2001-4001.

12. Reference: RFP PWS paragraph C.4.d.(2) Question: How many SCD’s per shipcheck? How many SCD’s per year? How many SCD’s per entire RCOH?

RESPONSE: SCDs will be assigned as they are identified throughout the period of performance. The anticipated total at the end of the RCOH is 290 total SCDs with approximately 20% developed in the base year; 33% developed in option years 1 and 2, 10% in option year 3, and 4% in option year 4.

13. Reference: RFP PWS paragraph C.4.d.(3) Question: What does the modernization integration plan entail? Is this developed during the two-week pre-shipcheck phase? Should this be priced in the shipcheck line items?

RESPONSE: The modernization plan is a listing of SCDs that are assigned to be accomplished during the RCOH. It entails a review of all work items in reference to all Newport News Shipbuilding (NNS) and Norfolk Naval Shipyard (NNSY) items already identified and is an ongoing process. In this context it relates to the upcoming shipcheck and starts during the 2 week shipcheck phase and is priced as part of the shipcheck.

14. Reference: RFP PWS paragraph C.4.d.(7) Question: Are the shipcheck and design guidance packages to be developed during the 2-week post ship support? Should this be priced with the shipcheck? If this requires more than 2 weeks will it be considered growth?

RESPONSE: Shipcheck and design guidance packages are developed in the 2 weeks prior to shipcheck, during the shipcheck, and the two weeks following. These packages are part of the normal shipcheck process, and are compiled to assist in drawing development. They should be priced with the shipcheck, and are not subject to growth. Changes that occur after initial turnover of this data may be considered growth, but would be part of the drawing development phase.

15. Reference: RFP PWS paragraph C.4.2. (8) Question: Will the required information entry into the interface log database occur in the 2-week post shipcheck time frame? Should this be priced in the shipcheck line items? If so where do we price the Norfolk shipcheck actions?

RESPONSE: The interference control log is developed during the shipcheck while the team is onboard. The Norfolk shipcheck actions are to be priced in CLINs 2001-4001.

16. Reference: RFP PWS paragraph C.4.d. (10)

Question: Under which Section B Items should the continuous update to the interface log be priced?

RESPONSE: Generally the interference control log entries will be input during the shipcheck. Subsequent updates are generally accomplished on following shipchecks. Entries outside of shipcheck are considered omissions/oversights; but if they are required, it would be considered part of drawing development. As the updates occur during shipcheck, the pricing should be part of the shipcheck.

17. Reference: RFP PWS paragraph C.4.d.(11&12&13) Question: Should these items be priced in the shipcheck line items? Where should these items be priced for the Norfolk shipchecks?

RESPONSE: The 3D scanning efforts are part of the shipcheck. Norfolk shipchecks are CLINs 2001-4001.
