REQUEST FOR INFORMATION (PRE-BID)

B7 Electrical Svc Upgrade& 2nd Floor Structural Spt

1. Will PNSY personnel identify circuit LC1-25 that needs to be spliced in the basement of

Building 72, cables are not clearly marked?

A. The Contractor shall identify circuit LC1-25 cables in Building 72 using the following method; by following the Scope of Work and the Sequence of Work notes on the drawing the contractor shall have already installed the new cables from B72 to B7. In doing this they will have been installing the new cables through the duct banks and manholes right along with the existing LC1-25 cables. The Government and contractor will mutually agree on the location of the cables in the basement of B72 prior to electrical outage to start the splicing.

2. Will Building 7’s 800 amp feed from PP-B7 in Building 72 need to be fire wrapped in the basement of Building 72, and in all the manholes where it is only 480V?

A. The Government does not require 600VAC cable to be fire wrapped.

3. Drawing E101, keynote # 5 & 6 call out for 4” EMT, most of the existing conduits in

Building 72 are rigid metallic conduit, is EMT acceptable?

A. EMT is acceptable.

4. Drawing E104, keynote #4 calls for a Nexus Meter and meter base but no communication cabling, if communications cabling is needed please advise as to where the final connection point will be and is the Government performing the final connections?

A. Communication cabling is not required.

5. Drawings do not indicate surge protection is needed on the 1600 amp and 800 amp switchboards, specification section 26 20 00 2.26 describes surge protection, is surge needed, if so please advise size?

A. The contractor shall provide surge protection only on the switchgear being installed in

Building 7. The specifications for the switchgear to be installed in B7 are as follows;

1200A rated, 480VAC, 3 Phase, 35 KAIC switchgear with 1200AF/800AT main circuit breaker. These specifications can be found in Keynote #1 on sheet E104 of the drawing.

The surge protection shall be sized and installed in accordance with Article 285 of the

NEC.

6. Specification section 26 24 13 2.2.2 calls for stainless steel construction of the switchboards (304 or 304L stainless steel) and front and rear lockable handles with a 3 point catch. Please advise if both of these are needed, the switchboards will be located inside?

A. The two switchboards shall be NEMA 1 Rated and shall have front lockable handles only. The pullbox on the outside of B7 shall be NEMA 4X stainless steel and the pullbox on the inside of B7 shall be NEMA 3R.

7. Would it be possible to coordinate for use of the B 7 overhead crane to hoist the new 1600 amp switchgear down to where the compressors are?

A. The Contractor will not be able to utilize the overhead crane in B72. The contractor shall be responsible for all lifting and handling.

8. Should Details A1 and A3 on Drawing E103 apply to the conduits between Building 72 and

Manhole AC94 as well as between Building 7 and Manhole AC99? If not, please provide detail for the Building 72/AC94 connection

A. The conduits from Building 72 to AC manhole #94 already exist.

9. Drawing E101 Note 4 says to make 24 splices for connection to existing LC1-25, however this feeder is described as having 4-500MCM per phase, which would make only 16 splices.

Which is correct?

A. The splice of circuit LC1-25 is clearly depicted on sheet E107. The contractor would splice 12 500MCM cables to run circuit up to new MLO switchboard section. Then once the contractor ran the cables back down to continue the original circuit they would need to splice 12 more 500MCM cables. Total 500MCM cables to be spliced by contractor would be 24.

10. 1600-amp feeders in and out of Switchboard PP-B7 are described as 4-500MCM conductors per phase, which is inadequate for a 1600-amp feeder, which requires a minimum of 4-

600MCM conductors per phase. Please advise if size should be increased to 600MCM for the new portions and advise if existing portion is 500MCM and in need of replacement to meet code as well.

A. The Government is going to adjust the overcurrent protection at the load center substation to protect the feeder cables. Contractor shall provide 500MCM as depicted on drawings.

11. Advise if the 2-500MCM per phase conductors for the 800-amp feeder from PP-B7 to MDP, estimated at 700-feet in length will meet the base’s strict standard for limiting the voltage drop to a maximum of 2%?

A. The Government acknowledges the voltage drop of the circuit and has taken corrective actions in Building 7. Contractor shall provide 500MCM as depicted on drawings.

12. Where does Note 6 on Drawing E101 apply? Is the conduit line shown running through the basement of Building 72 to AC94 new or existing-to-be-utilized for the new feeder?

A. Note 6 applies to the Building 72 portion of the new dedicated feeder circuit for Building

7. This conduit would only need to be installed from the distribution section of the new

MLO switchboard to the existing wire racks in the basement of Building 72.
