About this file

This document contains technical specifications for structural support repairs and an electrical service upgrade for a building on a naval shipyard. The project requires installing adjustable steel columns and wooden posts with shoring jacks at specified locations to provide structural support for the second floor. The columns must meet load capacity, size, and painting requirements. Installation details are provided including placement within beams, securing to floors and beams with fasteners, and ensuring plumbness and firm contact. A unit heater also must be relocated approximately 16 feet to the south above a caged passageway door and have its electrical and hot water connections extended using specified piping and conduit. The related federal contract opportunity is solicitation number N40085-20-B-2531 for the B7 Electrical Service Upgrade and Second Floor Structural Support project at the Portsmouth Naval Shipyard in Kittery, Maine to be conducted by the Department of the Navy Naval Facilities Engineering Command.

B7 Electrical Service Upgrade & 2nd Floor Structural Support E-Project No. 1650933 Attachment (3)

Shoring Device Installation Plan

1. Submittals: At least 14 days prior to starting work the Contractor shall supply a submittal to the Government which provides technical data for the components that the Contractor intends to install.

This includes shoring jacks, lumber, fasteners, or other components that will be installed as a part of this work. This data shall include (as applicable): manufacture’s name, model, capacity, material type and grade, basic size and dimensions. All components shall meet the requirements provided below.

2. An adjustable steel column shall be installed at each location 1, 4, 5, and 6 as shown in Figure 1.

The adjustable columns for shall meet the following criteria:

a. Columns shall be capable of adjusting within a range of 141 to 145 inches in length.

b. Minimum allowable load (capacity) of 14,000 lbs.

c. Column diameter not to exceed 4 inches.

d. Each column shall contain a screw jack at one end so that the column can be adjusted to make positive, firm contact between the floor and the supported beam above.

e. Contain steel end pates at the top and bottom which include holes for fasteners.

f. Each column (and associated components) shall be painted with safety yellow enamel paint prior to installation. This does not apply to the threaded areas of the jacking screw which may be lubricated for proper function.

3. A 4” X 4” wooden post column shall be installed at each location 2, and 3 as shown in Figure 1.

These columns shall meet the following criteria:

a. Each 4” x 4” X 12’ (nominal) wooden post shall be of Southern Pine, No. 2 or better.

b. An adjustable, steel shoring jack shall be included and installed over the top end of the post.

The post shall be shortened as necessary to accommodate the shoring jack. The shoring jack shall contain a screw jack at one end so that the column can be adjusted to make positive, firm contact between the floor and the supported beam above.

c. The shoring jack shall contain a steel top plate which includes holes for fasteners.

4. Each column shall be centered beneath the large 12” X 15” main floor beam as shown in Figure 2.

Each of the distances shown on Figure 1 are intended to correspond with one of these main beams.

Columns 1, 4, 5, and 6 shall be placed approximately 3 feet away from the partition wall shown on Figure 1. Columns 2 and 3 shall be placed as shown in Figure 3. Minor carpentry, and temporary plywood wall sheathing removal will be necessary to install columns 2 and 3 into the partition wall.

Cut the top plate of the partition wall to the needed width to slide the columns 2 and 3 into position.

Secure Columns 2 and 3 per the notes given on Figure 3. Re-install or replace any removed sheathing at the completion of installation of these columns.

5. In addition to any applicable OEM instructions, each column shall be installed per the following requirements. Where conflicts occur, the requirements given below shall control.

a. Each column must be plumb.

b. The length of each column shall be adjusted at the time of installation so that it makes positive firm contact with the floor and the supported beam. It is not necessary to tighten the columns excessively beyond snug conditions. Tighten enough to make firm contact. Do not tighten to the point which causes crushing of wood or concrete around the column contact areas.

c. Fasteners shall be installed through each of the faster holes (typically 4 holes) in the top and bottom plate in order to secure the column to the floor and supported beam. When fastening to the top wooden beam a pilot hole with a diameter equal to approximately 65% of the fastener shank shall be drilled prior to fastener installation. Specific fastener types shall be as follows: ¼” X 2” long steel lag screws with appropriate flat washers shall be used for the upper fasteners. The lower steel fasteners shall be ¼” nominal diameter and shall be specifically designed for anchoring into concrete for Columns 1, 4, 5 and 6. Both upper and lower fasteners shall be such that they can be removed at a future date if needed. Some areas of the concrete floor has a wooden floor (approx. 1” thick) laid over the concrete floor.

The fasteners for the bottom plate shall pass through the wood and anchor into the concrete subfloor below.

Relocate Horizontal Unit Heater Building 7 First Floor

1. Secure Electrical power to unit heater isolation switch at the source in a distribution breaker panel.

2. Secure heating hot water to unit heater at nearest valve.

3. Drain unit heater and associated piping.

4. Remove and relocate unit heater approximately 16 feet to the south per the figure below.

The unit heater will be above caged passageway door. Do not allow any portion of the unit heater or its associated piping to be located at less than door height. Orient unit heater to blow toward the East.

5. Extend hot water piping to new location using threaded, seamless, schedule 80 steel piping and ductile iron or steel fittings. Relocate or provide new isolation valves, air vent and unions. Fill and bleed unit heater. Arrange for hot water system pumps to be activated if off for the season to ensure hot water flow. Hydrostatic pressure testing is not required. Operational check is sufficient.

6. Extend power to unit heater using minimum ¾” rigid conduit with minimum #12 THHN wire. Provide new local isolation switch in 4” square box similar to existing. Contact NAVFAC representative to assist in relocation of thermostat if necessary. Operationally check that unit heater runs.
