In reviewing the ELINs to calculate just how we should distribute our costing we have found issues that need clarification. One issue is we were trying to total up just how many acres in semi-improved areas were to be mowed per each occurrence. As we were going through each J-1503050 attachment we notice in-consistencies or possible confusion on our part. Never the less we would ask for some clarification to these additional questions so we can provide you with a fair and accurate bid proposal.

25. In reviewing attachments we noticed you indicate a location, mowing widths, and description of areas, a measurements quantity, but not all description are provided a quantity. Attachment J-08 (3) times growing season has 28 description with no qty. Why are there listed acreages and some with no acreage please clarify? This attachment has a total of 796.4 acres listed but with the areas that have no qty listed this assumedly is an incorrect total figure!

RESPONSE: These amounts are approximate. Contractor is encouraged to visit the facility prior to submitting bid in order to verify quantities, amounts and scope of work. Attachment is being updated to include descriptions of misc. services for all highways.

26. Attachment J-09 (2) times growing season has locations and description of each location with a listed total of 131.8 acres, 20 listed location have no qty or description listed. Please provide clarification to correct acreage, and why no description to the listed location?

RESPONSE: These amounts are approximate. Contractor is encouraged to visit the facility prior to submitting bid in order to verify quantities, amounts and scope of work Attachment is being updated to include descriptions of misc. services for all highways.

27. Attachment J-10 (2) times growing season we est you have 345 listed locations/Hwy #’s the listed total acres is 29.1. Please provide clarification of J-10 correct acreage and areas where the descriptions are not listed?

submitting bid in order to verify quantities, amounts and scope of work. Attachment is being updated to include descriptions of misc. services for all highways.

28. Attachments J-8,9,10 are listed as Field Mowing-HWY- & Misc area listings these three attachments have listing a total of 957.3 acres for mowing two & three times annually, Please provide the confirmation this total being correct or not if not provide clarification as to the correct total?

submitting bid in order to verify quantities, amounts and scope of work.

29. Also in reviewing the ELINs we cannot you refer or find where we are to provide our costing to maintain these attachments. If you do not use these attachments for reference on the ELINs please provide instruction as where the costing is to be inputted?

RESPONSE: These attachments are referenced in spec item 3.2. which is Attachment J-1503050-20.

This section of Attachment J-1503050-20 descibes requirements for for semi-improved, roads and misc.

mowing.

30. Attachment J-14 what type of mowing and there frequencies at these location listed? We are assuming it is related to attachment J-21 paragraph 3.3.1. as the acreages match, but you refer to J-16 and those acres do not match up please provide clarify?

RESPONSE: Attachment J-1503050-21, paragraph 3.3.1 has been corrected to reference attachment J- 1503050-14, per this Amendment 0003)

31. Attachment J-19 you list magazines requiring mowing (3) time and cleaning of 38 not 36 ventilators are these in addition to the magazines describe in J-20 paragraph 3.2.1. & 3.2.1.1. please provide clarification?

RESPONSE: They are not in addition, there are a total of 36 ventilators, reference Attachment J- 1503050-19

32. ATTACHMENT J-20 IN ADDITION TO MAGS IN J-19 Attachment J-20 (3) time mowing growing season @ 1600 acres in paragraph3.2. you refer to J-10/12, 12 is for landscape beds w/location and type of mulch covers, as J-10 is for Field mowing/HWY/Misc area mowing (2) time mowing per growing season. What about J-8 & 9 as they are (3) time mowing and the same type listed mowing areas? These three attachments have concerned questions and assume acreage listed above.

RESPONSE: These amounts are approximate. Contractor is encouraged to visit the facility prior to submitting bid in order to verify quantities, amounts and scope of work.

J-8 is three times. J-9 &10 are corrected to one time. Attachments have been corrected as part of this amendment

33. Please confirm where the 1600 acres in paragraph 3.2. are to be allocated to, list the type of areas?

RESPONSE: Reference Attachment J-08, which is three times. Attachment J-20 has been corrected.

34. J-20 paragraph 3.2.1. the magazine care area does not have a approx total acreage listed as other following areas do have acres listed. Please confirm the total acre of the magazines to be mowed per occurrence?

RESPONSE: To calculate approximate acreage, see PW Drawing 3492 reference in paragraph 3.2.

(See Amendment 0003)

35. As we total all the listed acreages in this attachment we est for the 14/15 areas 6214.7 acres. Please confirm this is the correct total, if not the correct total please provide the correct total? As magazine care does not have a total we can assume acreages are not true.

RESPONSE: To calculate approximate acreage, see PW Drawing 3492 reference in paragraph 3.2. (See Amendment 0003) These amounts are approximate. Contractor is encouraged to visit the facility prior to submitting bid in order to verify quantities, amounts and scope of work.

36. Attachments 8,9,&10 are listed as field/hwy/misc mowing we can find where to properly estimate the mowing totals as they are not identified in J-20 paragraphs. Please clarify as to where or how costing is figured into this proposal?

RESPONSE: Attachment J-20 has been corrected.

37. Attachment J-21 please confirm the 1087 acre listed are for the five different area listed within this attachment?

RESPONSE: Yes, however, these amounts are approximate. Contractor is encouraged to visit the facility prior to submitting bid in order to verify quantities, amounts and scope of work.

All of the questions listed below are requests for clarification of needed information, needed quantities, or other responses to be able to provide fair and accurate costing to this proposal, as the incumbent, with his years of experience, has a huge advantage over prospective bidders.

38. During the site visit we witnessed the incumbent having rotary type mower on site, the solicitation indicates the use of sickle bar mower for use in semi-improved grounds areas. Will or are rotary type mowers be allowed for use within this solicitation for mowing a specific area? If so please provide the areas where they will be allowed for use?

RESPONSE: Reference Section 0200000 Management and Administration 2.5 Contractor Furnished Items. Rotary mowers (i.e. brush hogs) are used to accomplish indefinite quantity brush clearing.

39. During the site visit you (the Government) indicated there was an offsite facility an estimated 60 miles away. You said it was at Sullivan and indicated that the second wage determination was for that facility.

Page 8 of 57 indicate the WD is for the Glendora facility; what types of services and frequencies are to be performed at this facility? [IMPORTANT] As this facility is roughly 60 miles off site/roughly an hour’s travel time, which is costly windshield time to get there, without knowing what is needed to be factored in for services rendered at this facility, and not knowing what is actually required annually, how can we or any contractor provide a costing? Please provide for the Glendora site the actual location, with mileage & a clearer map and the services intended for this off site facility with size and with annual frequencies/events. RESPONSE:

RESPONSE: Attachment J-1503050-24 is provided for information for the Glendora Test Facility site mowing requirements.

40. During the site visit maps were discussed and it was mentioned that you could provide a map of the facility by a link or email. The solicitation has several references throughout it referencing specific area site maps to identify indicated work requirements. You are asking for a schedule of performance in the technical and not having a viable map to study and/read makes creating a schedule very difficult. Could the Government please provide a map by email or link where we can scroll around on it and blow up to a desired area?

RESPONSE: Per Aamendment-0003 for electronic version of NSA Crane and Glendora maps.

41. It was stated you have 1700 magazines to be maintained throughout the facility. Is this the accurate quantity? During the site visit it was stated and seen that magazines had one or up to 4 vents on them.

What is the grand total of magazines and total of ventilators that require cleaning as described in the contract?

RESPONSE: Refer to section J-1503050-19 & paragraph 3.2.2.2 of Attachment J-1503050-20 semi-improved grounds for quantities of magazines and ventilators.

42. Attachment-J/06 shows there are residential areas which are basically located together. The solicitation does not provide a clear description of these areas regarding what services are to be rendered.

What services are required throughout housing areas; also will the contractor be required to maintain the actual lawns of each housing unit or just common areas around them?

RESPONSE: Residential mowing is discussed in 1503050 Ground Maintenance Sepc Item 3.1 Improved Grounds and in J-1503050-06. J-06 also indicates approximately area to be maintained. The individual residential unit mowing is not in this scope of the contract.

43. Page 14/1.6. You have indicated the requirement for a timeline of October to April; when tree removal is requested outside this time line you require Fish & Wildlife approval. Who will be required to contact Fish & Wildlife for this approval?

RESPONSE: The government will contact appropriate parties for tree removal between October and April prior to contractor starting work.

44. Page 25 GFF. The government has identified an area for staging contractor operations with no actual building/facility, with water and electrical outlets for the contractor to hook up at their expense. It states in the solicitation that mixing herbicides/chemicals is not allowed unless at an approved mixing facility.

Will the contractor be allowed to install an approved mixing facility at the staging yard, or at another facility elsewhere on Crane designated by the KO? If the contractor is required to use a government on-site approved facility, please provide the location of this facility?

RESPONSE: The contractor will responsible to provide mixing facility.

45. Page 31/2.8.4. Access to the installation requires an ID pass.To obtain a yearly pass you state this cost will be the responsibility/burden of the contractor. What will be the cost for a yearly ID pass to access the facility? The NACCS program (rapid-gate) has enrollment related fees for company and employees which in turn are expenses that affect overhead cost. Why would you state the contractor is not to be compensated; this is an option/tool you have suggested for use? Depending on the enrollment costs, this would add a much higher cost of operational expense. Provide clarification if the government is going to allow the contractor to recover this expense as overhead?

RESPONSE: Section 0200000 – Management and Administration Sepc Item 2.8.41. NCACS Program is revised in accordance with DASN memo of 06 November 2013 to read:

NCACS is a voluntary program in which Contractor personnel who enroll, and are approved, are subsequently granted access to the installation for a period up to one year, or the length of the contract, whichever is less, and are not required to obtain a new pass from the Base Pass and Identification Office for each visit. The Government performs background screening and credentialing. Throughout the year the Contractor employee must continue to meet background screening standards. Periodic background screenings are conducted to verify continued NCACS participation and installation access privileges.

Under the NCACS program, no commercial vehicle inspection is required, other than for Random Anti- Terrorism Measures (RAM) or in the case of an elevation of Force Protection Conditions (FPCON).

Information on costs and requirements to participate and enroll in NCACS is available at http://www.rapidgate.com/vendors/how-to-enroll or by calling 1-877-727-4342.

46. Page 35/2.9.3.2. You have the title access haul road plan incorporated with description that basically applies to movement or transporting of ammunitions, which real does not pertain to grounds maintenance duties. You also reference the EM 385-1-1 which describes PPE for personnel on site. Please provide a clarification of these two different requirements?

RESPONSE: Per this Amendment-03. Delete section 0200000 Management and Administration Spec Item , 2.9.3.2. Access/Haul Road Plan, this is not applicable.

47. Page 47/51 pest control. On page 47 you state pest control is for herbicides of unwanted vegetation, as such was confirmed during the site visit. On Page 51 you have indicated use of insecticides in paragraph

2.3.10. Please clarify your intentions for pest control?

RESPONSE: Per this Amendment-03. Delete section 1503020 Pest Control - Spec Item , 2.3.10.

Occupied Spaces, this is not applicable to this contract.

48. Page 56/1.1. Clarify if irrigation system operation and maintenance is in the contract or not? If there are any irrigation requirements required within this solicitation, are they automatic or manual? On Page 63 para 3.1.3 you state irrigation as N/A; attachment J-06 states yes.In these two sections you identify irrigation both as to be performed and as not to be performed, understandably quite confusing, so please clarify whether irrigation system operation is required or not. If irrigation is required please identify the quantity of systems, locations, size, type, frequency requirements and whether manual or automated. If the irrigation systems are the contractor responsibility and they are the property of Crane, who is required to purchase repair parts? If the contractor is responsible, how does the contractor get reimbursed for time and materials?

RESPONSE: Refer to Amendment-03. Irrigation system operations are not required. Delete “irrigation system maintenance” from 1503050 – Grounds Maintenance Sepc Item 1.1

49. Page 62/3.1.1.3. You state lawn maintenance requirements for promotion of proper health and growth and describe required services. These required services are not reflected or indicated on any of the pricing exhibits. Please clarify as to how or where the contractor is to incorporate the related cost for these required services/materials?

RESPONSE: Reference Revised ELINS. ELIN 001 and 0002 have been corrected.

50. Page 64/3.1.7. You describe plant bed maintenance mulch and rock which indicate levels and appearance standards, and historical events for maintenance. What is confusing here is you indicate all listed beds every month & not listed beds every second month; the not listed beds need identification as well for costing and scheduling. Attachment 1503050-12 is a list of beds with 16 locations, if there are others they need to be identified as well. Exhibit A ELIN A004 references J-1503050 section C para 3.1.7 on page 87; it also references J-1503050 03/04.Please provide clarification of the chart as it relates to assessment level only in AL2, not performance standard requirements. We are asking for this information to estimate a fair and accurate costing to the proposal.

RESPONSE: Refer to Amendment-03. See revised J-1503050-12. J-12 is a listing of all beds requiring maintenance, Section 1503050 – Grounds Maintenance Spec Item 3.1.7 DELETE: “All other mulch beds in not listed in the attachment should be cleaned every second month of the growing season”.

51. Exhibit A ELIN A004 references J-1503050 section C para 3.1.7 on page 87; it also references J- 1503050 03/04.Please provide clarification of the chart as it relates to assessment level only in AL2, not performance standard requirements.

RESPONSE: Page 87 concerns the Functional Assessment Plan and is not used for pricing information.

ELAIN 004 reference to 1503050 is Section 1503050 Grounds Maintenance para 3.1.7 Plant Bed Maintenance (page64).

52. The listed 16 beds do not have a quantity of size for maintenance. Please provide the square footage of beds at each location so costing of required services can be determined. Also provide a list of any other beds, locations, along with their size of quantity measurement and type of bed cover materials. Also is who will be responsible to provide the mulch or rock coverings and the cost of purchasing? If contractor is to purchase, will they be reimbursed? If the contractor is required to purchase materials, an annual quantity is needed for costing this related service required in the solicitation. Under the brick and stone beds/gardens you have provided a depth of materials requirement. Please provide clarification of the depth you require and identify the depths of all three types of cover not listed, as well as locations. Under the IDIQ attachment of the ELINs, A755, 756, 757 are the only reference for mulches, brick, bark, stone;

you reference 1503050-22 4.3.1., but this only is a reference for repair of top soil to damaged turf or ground surfaces, not a performance maintenance requirements. Please clarify.

RESPONSE: Per this Amendment-03. See revised J-1503050-12, areas in square footage is provided.

53. Page 66/3.1.10. Maintenance of xeriscaping indicates the desired performance objectivity with related requirements, but you do not provide any locations or measurement of size and quantity. Please provide quantities of xeriscape beds, locations and measurement of their sizes.

RESPONSE: Refer to Amendment-03. See revised J-1503050-12 landscape/mulch bed requirements.

Delete reference to Maintenance of Xeriscape Ares in Section 1503050 – Grounds Maintenance Spec Item 3.1.10.

54. Pages 74,75,76/3.2.1. Are you requesting the contractor to provide you with a cost for the measurement of 400 sq ft on ELIN A761? Please clarify. Section J 1503060-01 has a total of 235,096 sq ft; this equates to 5,880 total linear feet! Please provide clarification of this matter/concern. A concern we are foreseeing is that any prospective bidder other than the incumbent has a bad disadvantage, not knowing the actual layout of the property/location of listed buildings to estimate travel time/intervals for estimating cost. Your Exhibit does not provide a map or indicate locations of buildings that require removal services. J-02 says these maps are to be upon award, but maps are needed in estimating the proposal’s fair & accurate costing. Please provide maps or a solution to this problem/concern.

RESPONSE: Clarification. J-1503060-01 list snow/ice SF and the buildings requiring self-help containers. Refer to amendment-03 for electronic version of map to identify building locations. No snow/ice removal at Glendora Site.

55. Page 77/3.2.1.3. Please provide maps for locations of the 260 containers for placing ice melt product requirements. Also provide on the map for clarification with building number, where these containers are to be placed. Is snow/ice removal required at the Glendora site and if so please provide pertinent information and maps for this location.

RESPONSE: Clarification. J-1503060-01 list snow/ice SF and the buildings requiring self-help containers and the required number of containers per building. The locations of the containers varies per building but are typically located at the entry ways. Refer to amendment-03 for electronic version of map to identify building locations. No snow/ice removal at Glendora Site.

56. Salt is stated as a melting agent is not to be used. Doesthe Government (NAVFAC) have a desired melting agent? Can a contractor use approved product used on other government facilities? Products that Envirotech Services Inc. provides work very well as a sand type material, what has been found very efficient; not having to apply sand there is virtually no residue to clean up. This has been found to be beneficial in keeping cleaning costs down and when sand has not been put down on walks, steps, doorways, there is no sand material for pedestrians to slip on after the ice has melted. Our question is, will you consider using just a straight melting agent without using sand?

RESPONSE: Clarification. Refer to J-1503060-03; the requirement is for an Ice Melting Agent that is environmentally friendly, (ie no salt)

57. On page 77/3.2.1.3. J-03 states 260 ice melt containers with 25 pound capacity; in exhibit A ELIN A022 indicates 280 containers. Provide clarification as how many containers will be the contractor’s responsibility for ice melt agent storage?

RESPONSE: Per Aamendment-03 the ELIN schedule has been revised. The self help boxes are now ELIN 026 and this has been corrected to read 260 containers.

58. You have stated/mentioned self-help boxes in this solicitation. Will the contractor be burdened with the cost for supplying all the containers, or will they be provided by a Government self-help organization?.

RESPONSE: Reference J-1503060-03 it states “contractor furnished ice melting agent and containers” and it indicates the requirements for these containers.

59. In Exhibit A ELIN A021 you reference 1503060 section C items 3.0/3.1/3.1.1. On Page 92, the specific item numbers do not exist as listed. Please provide clarification.

RESPONSE: Page 92 is the FAP, PLEASE REFERENCE SECTION 1503060 PAVEMENT

61. ELIN A0004.Needed information for costing purposes has been requested above.

RESPONSE: See response to question #52.

62. ELIN A0005.For costing purposes, what is the total acreage requiring leaf removal?

RESPONSE: Clarification. Refer to section 1503050 Grounds Maintenance Spec Item 3.1.4 which indicates Leaf Collection/Debris removal once in Oct, once in Nov, and once in Dec. at the locations referenced in J-1503050-05 through 07.

63. ELIN A0007. Please clarify identification of this ELIN as you are also requesting mowing in ELIN A013.As you identify J-19/20 for mowing of Magazines, J-19 shows 21 numbered facilities w/cleaning of actually 38 ventilators not 36. J-20 is titled Semi-Improved with 1600 acres. Provide clarification to the total acreage applying to mowing maintaining the magazines you require under ELIN A0007.

RESPONSE: See response to question #31.

RESPONSE: Refer to section J-1503050-19 & paragraph 3.2.2.2 of Attachment J-1503050-20 semi-improved grounds for quantities of magazines and ventilators.

68. ELIN’s A017,18, 19. Please provide needed services of requirements for Glendora site with measurement of quantity, frequencies; also a readable map showing the required areas of service.

RESPONSE: Per Amendment-03 Attachment J-1503050-24 is provided for additional information for the Glendora Test Facility mowing requirements.

69. ELIN A017. You refer to annex 1503020 item #’s 3.0., 3.1., 3.1.1.1. In reviewing the solicitation we find that 3.0. & 3.1.1.1 do not exist within this annex. 3.1 is titled as Scheduled Pest Control under performances objective. Under performance standard survey and conduct frequencies for scheduled work refers to J-1503020-04 which references IDIQ work. Provide clarification as we assume this ELIN is a performance-based costing line item, not IDIQ. ELIN A750 is listed for weed control service costing of .50 acres per time. Please clarify.

RESPONSE: ELIN A017 refers to annex 1503050 not 1503020.

70. For clarification, Exhibit A – A001 thru A022 is the pricing/costing for performance-based items only, and A700 thru A766 are for issuance of delivery work orders .Please provide quantity of measurement for each ELIN. Also, will this be utilized for services to be rendered above and beyond performance based required service? Please clarify.

RESPONSE: Quantity and Unit of issue are provided for pricing/costing in all ELINS. 001 – 022 is Firm Fixed Price Work; 700 – 766 are for issuance of Delivery Oder Work. Quantity and unit of issue is given on the ELIN schedule, you will need to reference the J-Attachments and Spec Items to obtain the quantity of measurement.

71. Page 160 of 363, under Factor 2 Management Approach, there is the following statement: “offerors shall submit a management plan that includes: List of all equipment to be used in the performance of this contract, followed by Indicate if the equipment, tools and vehicles are leased or owned.” Does the Government want a list of just equipment, or a list of equipment, tools and vehicles? Please clarify.

RESPONSE: List equipment, tools and vehicles as stated in Factor-2 Management Approach.

72. Page 160 of 363, under Factor 2 Management Approach, one item states: “Provide copies of resumes for key personnel.” Page 29 of 171, item 2.7.1 states: “Contractor shall submit a List of Key Personnel and Qualifications per Section F.” Section F, page 98 states that a list of key personnel and qualifications is to be submitted within 15 calendar days after award. These two statements seem to contradict each other. Are resumes for key personnel required with the initial proposal or with the list of key personnel to be provided within 15 days after contract award? Pleases clarify.

RESPONSE: Per Amendment-03. Refer to revised section F-Deliverables.

73. Page 26 of 171 Spec Item 2.6.2 Work Control contains the following statement: “(1) The Contractor shall submit position descriptions, experience and qualifications of all management personnel with the technical proposal as part of the initial response to the Government’s Request for Quote (RFQ).

Management includes on-site, home office, and subcontractor personnel.” Is this information to be submitted with the initial proposal or as part of a response to a Task Order Request for Quote (RFQ)?

Please clarify.

RESPONSE: Refer to 0200000, 2.6.2 for information to be submitted with initial proposal. Please also reference Section M EVALUATION FACTORS for requirements to be submitted as part of the technical proposal.

74. Page 161 of 363, under Factor 2 Management Approach, there is the following statement: “Offeror shall provide the qualifications of employees who will be performing herbicide application services. The offeror shall list training, certifications, and licenses for each employee. Proof of certification and licensing shall be submitted as part of the technical proposal requirements.” Section F, 1503020 Pest Control, Spec Item 2.2.1 states that copies of state certifications shall be submitted 15 calendar days prior to start of work. Which is correct? Are pest control licenses and certifications to be submitted with the technical proposal or 15 days prior to start of work? Please clarify.

RESPONSE: Per Amendment-03. Refer to revised section F Deliverables.

75. Section F, 1503020 Pest Control, Spec Item 2.3.5 states that Planned Pesticide Use Sheets including Pesticide Labels and MSDS are to be submitted with the proposal. Does this mean with the initial technical proposal, or as part of a proposal in response to a Task Order? Please clarify.

RESPONSE: Per Amendment-03. Refer to revised section F- Deliverables.

76. Section F, 1503020 Pest Control, Spec Item 2.3 states that the Contractor’s Work Plan is to be submitted with the proposal. Again, does this mean with the initial technical proposal, or as part of a proposal in response to a Task Order? Please clarify.

RESPONSE: Per Amendment-03. Refer to revised section F-Deliverables.

77. Section F, 1503050 Grounds Maintenance, Spec Item 2.4 states that Work Induction is to be submitted with Contract Proposal. First of all, what is Work Induction and secondly, is this to be submitted with the initial technical proposal, or as part of a proposal in response to a Task Order? Please clarify.

RESPONSE: Per Amendment-03. Refer to revised section F-Deliverables.

78. Section J 1503060 Pavement Clearance, J-1503060-03 Deicing Container Locations, first paragraph states there are approximately 260 boxes. The ELINs Spreadsheet, ELIN A022 states approximately 280 units. Which is correct? Please clarify.

RESPONSE: See response to question #57.

79. Section J 1503050 Grounds Maintenance, Attachment J-1503050-09 Field Mowing – Hwy. and Misc.

Area Listing has a table followed by the following statement: “See Attachment J-1503050-05; Sludge Application Area Mowing drawing on PDF.” Attachment J-1503050-05 in the solicitation is a table showing Prestige Lawn Area to be maintained. Please clarify/provide the proper Attachment number for Sludge Application Area Mowing as we cannot find it in the solicitation.

RESPONSE: Per this Amendment-03. Delete “see attachment J-1503050-05; sludge application area mowing drawing on PDF” at the end of J-1503050-09. See revised description on J-1503050-09 for H201. Sludge application area is approximately 73 acres.

80. Section a715: the bid spec calls for one price on two different type lines 50 ft wide and 100 ft wide.

Hard to bid without knowing what equipment to use and two different widths for one bid requested.

RESPONSE: A0715 calls for the re-establishment of the utility ROW. Although the ROW's vary from 50' to 100', the work is typically done on the edges of the ROW to maintain the ROW width. Unit of Issue (EACH) is per 1/10 Mile.
