Section 2.1.4.2 The contractor requests acceptance of concrete strength be based on actual acceptance testing of 90-day test beams in lieu of the 14-day correlation method. Based on experience it is common for the 14-day correlation to misrepresent the actual in-place concrete strength at 90 days leading to unnecessary investigative testing and removal of sound concrete. Would this alternation in testing be allowed by the Government?

Section 2.3.1.2 Sub Section A.
The ASTM C1260 and ASTM C1567 tests test specimens that are not representative of the actual concrete mix and may mis-represent the actual alkali-silica reactivity of the concrete mix. Typically, the Government ASR requirements can be met by using a well-proportioned blended concrete mix. This contractor requests that a modified C1567 test procedure be approved to meet the Government’s ASR requirements. The modified C1567 test will consist of testing a specimen that is representative of the proposed concrete mixture (i.e. all aggregates, cementitious materials and any approved admixtures proportioned and combined in a single sample) rather than testing each aggregate individually. Would the Government please accept this testing method?

Section 2.11.4 Subcontractor recommendations are to use a telebelt to place concrete in the lane in lieu of a specialized placer due to the site space constraints and geometry of the paving lanes. A telebelt is easier to stage and maneuver than a placer. Models typically used for paving projects in this area are Putzmeister TBS-130 and Putzmeister TB-110. Will the Government please confirm if this is acceptable?

Section 2.11.5 Due to site space constraints, paving geometry in certain locations, and varying cross slopes along each lane, subcontractor recommendations are to use an air-powered truss screed in lieu of a paver-finisher to place and finish the paving lanes on this project. The paver-finishers are designed for main-line paving with consistent slopes and crowns along the lane and require a substantial amount of space to maneuver around the site. These pavers are ideal for runways or long stretches of road; however, they are not ideal for placing aprons on sites with limited space and in lanes that have varying cross slopes for positive drainage to drains in numerous locations within the apron. The air screed is a light-weight air powered vibratory truss screed that rests on forms set to grade or on adjacent lanes and is continuously propelled forward with the use of manual winches. This method has been successfully utilized on numerous Government airfield paving projects in the region. Please confirm the use of an air power screed in lieu of a paver-finisher is acceptable.

Section 2.11.5.1 The air-powered truss screed is a vibratory screed that contains piston vibrators mounted to the frame that are rated to consolidate paving lanes up to 12” thick. The screed vibration is all that is needed to properly consolidate the lane;
however, to ensure proper consolidation is achieved the screed vibration is supplemented with the use of handheld immersion vibrators operated by workers in front of the paving lane.
This method has been successfully utilized on numerous Government airfield paving projects in the region. Please confirm this consolidation method is acceptable. Model – Allen SA12.

Section 2.11.6 In lieu of using a texture/cure machine for placing curing compound, subcontractor recommendations are to use powered handheld white pigmented curing compound sprayers.
Based on previous experience on similar paving projects, the powered handheld white pigmented curing compound sprayers provide superior coverage and a more consistent curing membrane. The texture/cure machines are designed for main-line paving and roadways where long paving lane stretches allow for a consistent speed for a longer duration. Short and/or irregular lanes are not ideal for this type of equipment and a streaky/inconsistent spray pattern is typically the result. Power sprayers are more versatile, continuously mix the curing compound and are easier to maneuver allowing for better control to achieve the proper coverage. Please confirm the use of handheld power sprayers is acceptable. Model – Allen 9910.

In lieu of a burlap drag finish, subcontractor recommendations are for a broom finish running perpendicular to the lanes. The burlap drag provides an inconsistent finish and it is more likely for imperfections to occur due to the burlap creasing or picking up small pieces of aggregates during finishing operations. The texturing brooms are easier to control and allow for a more consistent finish from lane to lane. Please confirm this deviation is acceptable.

Typically windscreen is not used on panelized fencing, please confirm if acceptable without it.

Since the expectation is to be able to withstand 200 lbs of force anywhere along the fence line. The panelized will withstand it with concrete block weighting for counterbalance on the secure side. Typically windscreen is not used on panelized fencing, please confirm if acceptable without it.

350 General New fencing to be installed by phase doesn’t necessarily include the permanent terminations at earlier phases. Can the final terminations of the required cable hardening be installed on later phases where applicable, so we do not need to double up on deadman anchors?

Addendum 4 RFI 110 - the question was asked if we are allowed to borrow material from the existing stockpile for reuse on the project. The response was No, bid per RFP. Please confirm we are allowed to use the borrow material from the stockpile and not the response in RFI 110 (note specification 01 57 19.01-20 require approval before use). Additionally please confirm we can use the stockpile material for means and methods during construction.
Borrowing existing material from the stockpile is not in the scope of this project.
