RESPONSES TO RFIS
PRESIDENTIAL INAUGURATION TRANSPORTATION SERVICES
N40080-20-Q-5857 Responses to RFIs
RFI DEADLINE: 10AM EST 9 JULY 2020
1. We placed a bid for the inauguration and saw that it was placed back out for more bidding. We were just trying to find out why this was not awarded?
Response: The item we issued was not an RFQ it was a Sources Sought notice. The RFQ has been issued as of 17 June 2020.
2. Relative to the above mentioned Notice ID; I'm having difficulties downloading section "L". Is this document still valid?
Response: Please download the revised Section L. NAVFAC will required all quotes to be submitted virtually using DoD SAFE per instructions included in revised Section L.
3. We didn't find the attachment letter "d" on the website (Sam.gov) but there is a requirement on page 61 - "Factor 2, Technical Approach"; could you please help us by sending the form?
Response: Our Apologies. Attachment D – Historical Small Business Utilization and Attachment E - Small Business Participation Commitment Document (SPCD) is now available.
4. On page 64 from RFQ - "Technical Approach, letter "a" - Do we need to include in the staffing plan all the following before awarded the BID or after/if awarded the BID: "Ref. List of Drivers, Bus Inventory, SOW Enclosure #2 – Photo Requirements and #3 – USSS Credential Spreadsheet Requirements"
Response: Please use the documents provided to capture your staffing plan to be submitted in your quote prior to 10:00 am EST on July 15, 2020, which is the RFQ deadline.
5. What does means: 1) Price Proposal and 2) Non-Price Proposal? Are both in January
2021 or separate dates?
Response: Offerors are to submit price proposals that capture the cost of service provided for both the inauguration rehearsal (1/17/2021) and inauguration parade (1/20/2021). Offerors will need to include pricing for worst-case scenario (if COVID-19 restrictions are still in effect) as well. Please include this information as Non-recurring pricing in your response to this solicitation.
The non-price proposal is required for the Government to evaluate the offerors past performance, experience and/or capability to meet this requirement. Please submit this information as a separate file with your price proposal.
6. The job on January 2021 - RFQ - PRESIDENTIAL INAUGURATION TRANSPORTATION
SERVICES NOTICE ID – N4008020Q5857 will be Price Proposal or Non-Price Proposal?
Response: Both price and non-price proposals are required for this solicitation.
7. The job on January 2021 - RFQ - PRESIDENTIAL INAUGURATION TRANSPORTATION
SERVICES NOTICE ID – N4008020Q5857 need to send the TABS 01 through 06 or only the TABs 1 through 04?
Response: Offerors responses should account for all six-evaluation factors (tabs 01- 06). Factor 1 – Corporate Experience, Factor 2 – Small Business Utilization & Participation, Factor 3 – Safety, Factor 4 – Technical Approach, Factor 5 – Past Performance
8. We tried reaching you by phone but with no success. What date and time can we contact you by phone?
Response: Please send questions and comments by email to eric.t.walker@navy.mil or james.h.waite@navy.mil
9. Please confirm if the "Bus Inventory" and "List of Drivers" are to be submitted after the contract has been awarded and not at the time of proposal.
Response: Please submit this information at time of proposal (quotation) due date.
Solicitation Submittal Requirements-The Offeror shall submit the following:
Provide a staffing plan depicting roles of primary and secondary drivers and include a list all proposed operators with license expiration dates showing how your drivers meet the solicitation requirements in (Ref. List of Drivers, Bus Inventory, SOW Enclosure #2 – Photo Requirements and #3 – USSS Credential Spreadsheet Requirements). The staffing plan shall describe a recruitment plan that identifies how drivers will be acquired following the aforementioned guidance.
Please refer to evaluation Factor 4 Technical Approach in Section M attachment to the RFQ.
10. Relative to the submission via DoD Secure Access File Exchange Service, when visiting the site under file drop off mentions "Must have a request code from Recipient"? Is this accurate? If so please clarify?
Response: The CS/KO must “Request a drop off” in DoD SAFE so each offeror interested may respond to solicitation. The offeror will then receive an email with a link that allows you to add files for drop-off. IF, any files with PII/PHI added must be encrypted by creating a paraphrase that only you know. You will have 14 days to submit responses using DoD SAFE. Once you upload and drop files, DoD SAFE will send a link to NAVFAC CS/KO to retrieve your files. If encrypted, NAVFAC CS/KO will request you to provide the paraphrase so that only the CS/KO may access the files submitted.
Importantly, DoD SAFE captures drop off (with timestamp), sender, and file information.
11. On the attachment "SOW+Enclosure+1+(2021+Preliminary+Bus+Movement") for the date:
01/17/2021 and 01/20/2021 we found that most trips are from several origins to the Pentagon. The estimated travel time shows mostly around 45 minutes which indicates "a one way trip"; Do we know when/if they will return from the Pentagon or if they have other days scheduled for us?
Response: Personnel must be picked up by times indicated in the SOW Enclosure 1, and returned to returning location no later than 5:00pm EST, 17 January 2021 (same day) for the rehearsal and 8:00pm EST, 20 January 2021 (same day) for the Presidential Inauguration Parade.
Please refer to Section C: Description of Specifications/Work Statement, 2.0 Requirements on page 8 of the RFQ (N40080-20-Q-5857) for further details.
12. Can each bus charter time be extended from day 01 or will remain as is between 50 minutes through 01hr45m.
Response: Please refer to the (2.0) Requirements on page 8 of Section C:
Description of Specifications/Work Statement in the N40080-20-Q-5857 solicitation.
13. Are times on schedule "SOW+Enclosure+1+(2021+Preliminary+Bus+Movement") military times correct?
Response: The SOW Enclosure 1 follows regular time (1-12) to identify each of the 24 hours in a day. Further, Enclosure 1 currently contains notional times due to actual times of rehearsal day and inauguration day not being finalized. Times will be finalized and discussed during post-award kickoff meeting.
