REQUEST FOR SPECIFICATION CLARIFICATION
RFC 027
NAME OF CONTRACTOR: ______________________
SPECIFICATION ITEM NO.: ____501_________________
PARAGRAPH / SECTION NO:__Various__________________
TITLE: _No. 3 SSDG Resilient Mount Replacement_
QUESTION:
The following was received from Fairbanks Morse:
I am trying to accurately quote Work Item 501, No. 3 SSDG Resilient mount replacement and I have some concerns.
I have spoken at length with our most qualified ALCO technical representative and we have come to the conclusion that there may not be enough time in the current period of performance to complete the overhaul and the resilient mount replacement. I have been informed that it would take approximately three weeks to replace the resilient mounts, maybe a little less to be determined by the experience of the outside machinists that are to be provided according to the SOW.
In order for the mounts to be replaced, all interferences will need to be removed first, turbo, intercooler, exhaust, etc. Additionally, the engine should be stripped to the crankshaft to reduce the amount of weight that the jacks will be required to support. That would mean that the overhaul would have to come to a stop and then continue after the resilient mounts have been replaced. The engine will be sitting on jacks and therefore it would not be safe to have people working underneath and above at the same time.
Additionally, the aftermarket mounts were not in the correct specifications when they were installed last year under the No. 4 SSDG. Would MSC be willing to accept the same situation if they are indeed out of specification?
ANSWER:
The intention of MSC is to just replacement the Resilient mounts with-out Overhauling the Engine. In the past MSC has replaced the resilient mounts on the other MSC Ships with-out totally removing all internal components without this ever being brought up as an issue from the OEM. At this time we do not know what the measurements of the new resilient mounts will be, so MSC will deal with any issues once they are identified.
