The following are answers to questions received from potential offerors. The answers provide clarification only and DO NOT constitute an amendment to the solicitation.

REQUEST FOR SPECIFICATION CLARIFICATION

QUESTION #1:

Work item 910, paragraph/Section No: 3.2.1 & 7.0-Overhaul Sea Valves

7.0 STATEMEMNT OF WORK does not direct contractor to accomplish the materials listed in paragraph 3.2.1 (a) or (b). Additionally paragraph 7.6 addresses work that was in paragraphs 4.2.3 & 4.2.4.

Please advise if contractor is just suppling the materials listed in 3.2.1 or will we be installing these materials. Currently the only valves we are directed to work on are in paragraph 4.2.1

ANSWER:

Paragraph 7.4 should be corrected to read

7.4 Replace the valves listed in paragraph 3.2.1 (a) and 4.2.1 that are less than 24-inch with new valves, utilizing Reference 2.1 as guidance.

Paragraph 7.6 should be corrected to read

7.6 Rebuild valves listed in paragraphs 3.2.1 (b), utilizing Reference 2.1 as guidance.

4.3 Government Furnished Services: None.

5.0 NOTES:

5.1 The contractor and all subcontractors, regardless of tier must consult the General Technical Requirements (GTR) to determine applicability to this work item. In performance of this work item, the contractor and all subcontractors regardless of tier must comply with the requirements of all applicable GTR’s.

5.2 The Contractor and all subcontractors regardless of tier are advised to review other work items under this contract to determine their effect on the work required under this work item

5.3 THIS SHIP CONTAINS HIGH VOLTAGE (HV) ELECTRICAL SYSTEMS. OBEY ALL POSTED AND VERBAL INSTRUCTIONS REGARDING SAFETY AND EXCLUSION FROM HIGH VOLTAGE AREAS. AT NO TIME APPROACH, WORK ON, OR ENTER A HIGH VOLTAGE AREA WITHOUT PROPER AUTHORIZATION.

5.4 THE T-AKE CLASS ELECTRICAL COLOR CODING DOES NOT FOLLOW CONSISTENT COLOR SCHEME. THE SHIP IS KNOWN TO HAVE CURRENT CARRYING CONDUCTORS COLORED GREEN, BLUE, BLACK AND WHITE. ASSUME ALL ELECTRICAL CABLES ARE ENERGIZED UNTIL TESTED AND PROVEN OTHERWISE. TEST ALL ELECTRICAL CABLES TO ENSURE THEY ARE DE-ENERGIZED PRIOR TO WORKING ON THE ITEM.

6.0 QUALITY ASSURANCE REQUIREMENTS: None Additional.

7.0 STATEMENT OF WORK REQUIRED:

7.1 Exercise the actuators, both locally and remotely. Provide a report to the MSCREP detailing conditions found and recommendations.

7.2 Exercise and free up all valve reach rods. Grease all joints and gear boxes. Replace all missing or deteriorated pins.

7.3 Remove the motor operators and actuators from the valves. Protect and secure them in an out of the way location. Do not electrically disconnect the motor operators and actuators. Do not allow the motor operators and actuators to hang from their electrical cables, and ensure they are protected from damage.

7.4 Replace the valves listed in paragraph 3.2.1 (a) and 4.2.1 that are less than 24-inch with new valves, utilizing Reference 2.1 as guidance.

7.5 Remove and clean the 24-inch and 30-inch valves listed in paragraph 4.2.1

7.5.1 Perform a visual inspection in the presence of the MSCREP and ABS.

7.5.2 Valves that pass the inspection shall be re-installed in original locations using new fasteners.

7.5.3 Valves that fail inspection shall be replaced with new GFM valves. New valves to be tested to 5 bar (5.1 kgf/cm2, 72.5 psi).

7.6 Rebuild valves listed in paragraphs 3.2.1 (b), utilizing Reference 2.1 as guidance.

7.6.1 Rebuild valves as follows:

a. Disassemble, clean free of foreign matter and inspect parts for defects. Matchmark valve parts. Chase and tap threaded areas; Straighten stems to within 0.002” total indicator run-out. Polish stems to a 32 finish (RMS). Remove raised edges and foreign matter; Liquid penetrant inspect seats, disc, and body inlay areas for cracks; Dress and true gasket mating surfaces. Spot in gate or disc to seats to obtain a 360 degree contact. Verify using bluing method.

7.6.2 For butterfly valves, provide and renew following parts: bushings, O-rings, valve boot, and taper pins.

7.6.3 For ball valves, renew the following: RTFE Seat (2Pcs), Graphite Gaskets, Graphite gland packing, RTFE Thrust Washer, and Viton O-ring.

7.6.4 Prior to rebuilding the valves, lay out all valve parts for inspection by ABS Surveyor, USCG Inspector, and MSCREP.

7.6.5 Upon satisfactory inspection of all valve components, contractor shall assemble and install.

7.7 Hammer test and examine shell fastenings securing the various valves, and associated parts such as pads, nipples, spuds, spool pieces, studs and flanges.

7.8 Strainer plates shall be removed, and thoroughly cleaned. Submit report on condition of plates to MSCREP prior to reassembling valves.

7.9 Ensure all spools are clean and clear.

7.10 Contractor shall provide and replace all gaskets with new gaskets.

7.11 All fasteners shall be coated with "Anti-Seize" compound prior to installation.

7.12 Mechanically clean, prime, and paint all new and disturbed areas to match adjacent.

7.13 Sea Valves Status Spreadsheet:

7.13.1 Provide Sea Valve Status Spreadsheet and updated status with every weekly progress report. Sea Valve Status Spreadsheet to include but not be limited to the following information:

a. Valve designation/Type/size/location

b. Removed

c. Hydrostatic Pressure Test (Initial)

d. Pass/Fail

e. Disassembled/Cleaned

f. Overhauled

g. Hydrostatic Pressure Test (Final)

h. Pass/Fail

i. Painted

j. Installed

7.14 Inspection and Testing:

7.14.1 Hydrostatic Test:

a. Prior to installing any new or rebuilt Sea Valve, hydrostatically test valves to 5 bar (5.1 kgf/cm2, 72.5 psi) and demonstrate that the valves are leak free in the presence of the MSCREP, ABS Surveyor, and USCG inspector.

b. Hydrostatic pressure test shall be performed and demonstrated in direction from sea.

c. Valves that are returned to service without changes and reinstalled need not be hydrostatically tested.

7.14.2 Operational Test:

a. After installation, perform an operational test of MOV butterfly valves in the central seawater system, ballast system and fire main system to ensure the motor operator is installed correctly and the valve seats correctly. Pressurize the associated systems to 35 psi while observing for any leaks from the hull (sea chest). Use sea strainer vents or test plugs to fill and pressurize the system.

7.14.3 Leak Test:

a. Inspect all of the overhauled and replaced sea valves for leaks during undocking of ship to the satisfaction of MSCREP.

7.15 Painting:

7.15.1 Paint all new and disturbed surfaces to match surrounding surfaces.

a. Machinery space paint shall be an alkyd based SOLAS compliant fire retardant coating as approved by the USCG. Amercoat 5105 is a single component flat finish alkyd prime for interior use that can be top coated with Amercoat 5450 which is a SOLAS Compliant fire retardant coating. Do not use these alkyd base paints in areas subject to immersion or prolonged standing water.

7.16 Markings:

7.16.1 Provide and install nameplates, notices, and markings for all new and modified Systems (or areas).

7.17 Manufacturer’s Representative:

7.17.1 Provide the services of a Manufacturer's Representative to assist with installing/setting MOVs and ensuring the valve network is operational after all MOVs are installed.

8.0 GENERAL REQUIREMENTS:

8.1 These valves are above the deepest waterline and are not subject to this work item. ABS will prove operation these valves as part of their load line inspection.

ANSWER:

The question points out that the valves listed in paragraph7.3 (valves listed in 3.1 and 3.4.7 through 3.4.12) are redundant with valves identified in paragraph 7.7. Paragraph 7.7 applies to all valves in paragraphs 3.2 through 3.4 that have not already been identified in paragraph 7.3.

Paragraph 7.8 are repairs to valves that have not yet been specifically identified. Paragraphs

7.8.1 and 7.8.2 provide sufficient information to bid.

6.0 NOTES

6.1 The contractor and all subcontractors, regardless of tier, must consult the General Technical Requirements (GTR) to determine applicability to this work item. In performance of this work item, the contractor and all subcontractors regardless of tier must comply with the requirements of all applicable GTRs.

6.2 The contractor and all subcontractors regardless of tier are advised to review the other work items under this contract to determine their effect on the work required under this work item.

6.3 THIS SHIP CONTAINS HIGH VOLTAGE (HV) ELECTRICAL SYSTEMS. OBEY ALL POSTED AND VERBAL INSTRUCTIONS REGARDING SAFETY AND EXCLUSION FROM HIGH VOLTAGE AREAS. AT NO TIME APPROACH, WORK ON, OR ENTER A HIGH VOLTAGE AREA WITHOUT PROPER AUTHORIZATION.

6.4 THE T-AKE CLASS ELECTRICAL COLOR CODING DOES NOT FOLLOW CONSISTENT COLOR SCHEME. THE SHIP IS KNOWN TO HAVE CURRENT CARRYING CONDUCTORS COLORED GREEN, BLUE, BLACK, AND WHITE. ASSUME ALL ELECTRICAL CABLES ARE ENERGIZED UNTIL TESTED AND PROVEN OTHERWISE. TEST ALL ELECTICAL CABLES TO ENSURE THEY ARE DE-ENERGIZED PRIOR TO WORKING ON THE ITEM.

7.0 QUALITY ASSURANCE REQUIREMENTS: None additional

8.0 STATEMENT OF WORK REQUIRED:

8.1 Tag-Out all required systems and equipment. Drain and dispose of any liquid in accordance with all federal, state, and local

8.2 Cover all open pipes immediately to prevent contamination from various sources.

8.2.1 The covers shall be strong, durable material to prevent rupture and shall be securely fastened to prevent them from being dislodged by normal rough handling. A full face gasket shall be in place between the pipe flange and the cover used. Loose-fitting covers (wood plugs or rags) are not satisfactory. A loose cloth, such as a canvas cover, may be used under the following circumstances:

a. The system will be open for only a short time.

b. The opening is under observation.

c. No contaminant-producing work is in process

8.3 Replace the valves listed in paragraph 3.1 and 3.4.7 through 3.4.12 with lug type butterfly valves provided in paragraph 4.2.1 and 4.2.2.

8.4 Replace the valves listed in paragraph 3.5.1 through 3.5.11 with valves provided in paragraph 3.6.1.a.

8.5 Replace the valves listed in paragraph 3.5.12 through 3.5.23 with valves provided in paragraph 3.6.1.b.

8.6 Replace the valves listed in paragraph 3.5.24 through 3.5.36 with valves provided in paragraph 3.6.1.c.

8.7 Accomplish the following repairs to valves listed in paragraph 3.2 through 3.4.

8.7.1 Polish stem to remove raised edges and foreign matter.

8.7.2 Chase and tap exposed threaded areas.

8.7.3 Polish seating surface of synthetic seated valve to remove high spots, nicks, and burrs.

8.7.4 Assemble valve installing new bushings, O-Rings, V-Rings, valve liner, seat assemblies, washers, pins, and fasteners in accordance with manufacturer's specifications or instructions.

a. Valve seat assemblies are provided as GFM in paragraphs 4.2.2 through 4.2.5.

8.8 Accomplish the repairs identified in paragraph 7.5 for ten additional valves.

8.8.1 For bidding purposes, contactor shall assume that, Two (2) 6 inch gate valves, Two (2) 8 inch gate valve, two (2) 4 inch globe valves, two (2) 6 inch globe valves and Two (2) 8 inch globe valve will require repair.

8.8.2 Assume that six (6) valves are in the Main Machinery Room or Auxiliary Machinery Room. Assume the remaining valves are in the other areas of the ship.

8.9 Upon reinstallation of each valve, operate the valve operator, open and closed five separate times. Valve shall open and close freely, with no binding or excess force required.

8.10 Renew lagging where old lagging was removed. Paint all new and disturbed surfaces to match surrounding surfaces.

8.11 Install name plates, notices, and markings for all new and modified systems (or areas)

8.12 Inspection/Test

8.12.1 Hydrostatically test Seawater side of fresh water cooling to 65 PSIG (valves identified as “SW-V-XX”). . No leaks allowed.

8.12.2 Hydrostatically test fresh water side of fresh water cooling to 100 PSIG (valves identified as “WC-V-XX”). No leaks allowed.

8.12.3 Operationally test new piping after installation. No leaks allowed.
